On the afternoon of August 24, in Ho Chi Minh City, the Ministry of Education and Training held a conference to summarize the 2022-2023 school year and deploy tasks for the 2023-2024 school year for quality management and inspection of the Department of Education and Training. The conference was attended by Deputy Minister of Education and Training Pham Ngoc Thuong, Vice Chairman of Ho Chi Minh City People's Committee Duong Anh Duc, and representatives of the Department of Education and Training of 63 provinces and cities.

Weak and inadequate resources

Opening the conference, Deputy Minister Pham Ngoc Thuong stated that quality management aims to promote and improve the quality of education, and inspection is for prevention, not for handling violations. These are two important tasks to help promote and improve the quality of education and training.

Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc said that the 2022-2023 school year marks the mid-term of implementing the Resolution of the 13th National Party Congress, the Resolution of the National Assembly on the Socio-Economic Development Plan for the 2021-2025 period, and is also the 10th year the education sector has implemented Resolution 29-NQ/TW of the Party Central Committee on fundamental and comprehensive innovation of education and training.

The summary aims to re-evaluate the results of implementing quality management, inspection and control tasks in the field of education.

Associate Professor, Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, acknowledged that the drafting of legal documents is currently behind schedule, especially documents in areas that have a great influence on the development orientation of the entire sector such as educational quality assessment (QA), social supervision mechanisms, etc.

According to the Director of the Department of Quality Management, the main reason is that many documents have complex content, large impact objects, requiring time to survey, research and collect opinions; investment funding for activities to implement judicial tasks is still limited, not meeting actual needs...

One of the issues that is of particular interest to the public today is the direction and organization of national exams in a safe and effective manner, consistent with the innovation of the 2018 General Education Program. In particular, the high school graduation exam needs to continue to improve solutions to prevent high-tech violations and the quality of exam questions.

"Currently, the implementation of regulations on diploma and certificate management is not strict, in some places it is still arbitrary, posing many potential risks of causing loss of blanks, loss or damage to diplomas and certificates," said a representative of the Department of Information Quality Management.

From that reality, the Department of Quality Management recommends that leaders of the Departments of Education and Training assign the right people to the right jobs, with more expertise to improve the quality of quality management, inspection and examination.

From another perspective, according to Chief Inspector of the Ministry of Education and Training Nguyen Duc Cuong, many localities currently do not pay due attention to inspection and examination work.

Specifically, 34/63 Departments of Education and Training have not yet arranged enough 5 civil servants to work as department inspectors according to Government regulations; 8 Departments of Education and Training have not yet appointed department chief inspectors; 38 department inspectors have not been appointed to the inspection rank.

Some Departments of Education and Training have not trained, fostered, or transferred civil servants to work as inspectors; they have not organized reviews and professional training for the team of educational inspector collaborators.

Improve inspection and control efficiency

The Chief Inspector of the Ministry of Education and Training suggested that in the 2023-2024 school year, the Departments of Education and Training should pay more attention to issuing documents, instructions, and directing inspection and examination work from the Department to local educational institutions in the direction of no forbidden zones; strict, public, and transparent punishment; building a timely and proactive monitoring system in all situations.

At the same time, localities need to continue to improve the team of inspectors of the Department of Education and Training and educational inspector collaborators; ensure flexibility and suitability to the actual situation in the work of receiving citizens, resolving complaints and denunciations, handling petitions and preventing corruption in the locality.

On the other hand, according to the Director of the Department of Quality Management, the whole industry needs to strengthen the implementation of educational quality inspection and assessment on a large scale in a transparent and modern direction; rectify the activities of linking the organization of foreign language proficiency certification exams, and promote the implementation of diploma and certificate management activities in the direction of administrative reform, standardization, and streamlining.
