The three factors that journalist Nguyen Anh Tu mentioned are: First, the full-time Association officials must dare to commit and uphold their responsibility to the Association; Second, the Association members must actively support and participate in the Association's work; Third, the attention of local leaders, leaders of the Vietnam Journalists Association and ministries, departments and branches at the Central level is very necessary...
Association workers have to spend a lot of time "jumping into work"
Analyzing more deeply the 3 factors that make up the quality of the Association's activities, journalist Nguyen Anh Tu shared that first of all, the perspective of full-time Association staff is an extremely important factor, because in the current context, introducing personnel to participate in Association work is very difficult, many people are afraid to participate in full-time Association work because the income is not attractive. If they are still of working age, in addition to the monthly salary, Association staff do not have other remuneration, and for those who have retired but still participate in full-time Association work, they receive a small amount of support from the local Journalists Association, so the choice to participate in Association work for many people is very difficult. In addition, full-time Association staff are required to have outstanding qualities such as: knowing how to gather members, having methods and skills to lead and direct the Association's movement, especially daring to commit and upholding responsibility for Association work activities.
Hai Phong Journalists Association was honored to receive a Certificate of Merit from the Chairman of Hai Phong City People's Committee for achievements in Studying and following Ho Chi Minh's ideology, morality and style on May 11, 2023.
“To have a movement, those working in the Association must spend a lot of time “jumping into work”, must dare to sacrifice many personal and family jobs, and even have to use personal relationships to mobilize resources to serve the Association’s work. In the spring and fall, the local Journalists Association participates in many cultural, sports and social activities and movements of the locality, participates in press competitions launched by the Central and local governments, organizes professional training courses, seminars, workshops, and combines writing and social and charity activities. In addition, they also have to spend a lot of time to handle documents, while the arrangement of labor at the local Journalists Association is very limited. Those working in the Association must clearly identify this, dare to give their all to be able to confidently participate in the Association’s work…” – the Permanent Vice President of the Hai Phong City Journalists Association emphasized.
With the current operation of the Hai Phong City Journalists Association, 02 positions are currently paid by the budget, while the Hai Phong City Journalists Association has up to 400 members working at the city's radio and newspaper agencies, not to mention nearly 100 members who are reporters from 48 central and provincial press agencies with representative offices and resident reporters in Hai Phong. "The Hai Phong City Journalists Association is a socio-political organization, every day we receive many documents from the city and the Central Government, so to complete our tasks we must also make every effort" - Mr. Tu said.
In this issue, journalist Anh Tu also frankly and specifically shared the work at the Hai Phong City Journalists Association. With a small number of staff working for the Association, on the one hand, the Association's leadership must promote solidarity and unity in the Standing Committee, the Standing Committee, the Executive Committee and the staff of the Association's Office, strictly comply with the Regulations on the operation of the Executive Committee; the Working Regulations of the Association's office, and perform well the assigned tasks for each staff position. Whenever there is urgent or important work, the Association's Standing Committee directly discusses, then consults the members of the Executive Committee to issue documents, or deploy the work to ensure democracy and high unity throughout the Association... On the other hand, full-time Association staff need to "burn themselves out" before the assigned work, not afraid of difficulties, hardships, knowing how to flexibly apply relationships to organize playgrounds for members...
Responsibility from members and attention from leaders
Also from many years of practical experience, journalist Anh Tu believes that the second factor to improve the quality of the Association's activities is that members need to be self-aware, raise their responsibility, and enthusiastically support the movements and work of the Journalists Association. Mr. Tu also worries that this is an important factor, but not easy to implement, because most journalist members are reporters of press agencies, and they themselves must prioritize spending more time on professional work, then spend time on the Association's activities. And of course, the challenge is that if members of press agencies do not support, the local Journalists Association will find it difficult to complete its tasks! When implementing press competitions, cultural - social - sports movements without the participation of the force, it is considered a failure. Meanwhile, the income and life of members and reporters depend on the payment of the press agency. If members are not interested in the Association's activities and do not clearly see the role of the Association, then mobilizing members to participate in the Association's movements will be extremely difficult.
On May 27, 2023, the Hai Phong City Journalists Association organized a photojournalism camp on traffic and tourism projects in Hai Phong city.
In addition, the Permanent Vice President of the Hai Phong Journalists Association also said that, with the above two factors, a third factor is still needed - which is the attention of local leaders, the Vietnam Journalists Association as well as central agencies. He cited that in the locality, in the past time, the leaders of Hai Phong City have had very specific concerns for the Hai Phong Journalists Association. The city has invited the Association's leaders to attend events such as: City Party Congress; Regular monthly meetings organized by the City People's Committee; City People's Council meetings; Participation in monthly reporters' conferences organized by the City Party Committee's Propaganda Department... Through the above events, the Association's leaders have accurate information about the city's political, economic and social situation to effectively perform the function of supervising the press.
In addition, the city trusts the staff of the Journalists Association, assigning them to draft many documents related to press activities, Association work and other important areas related to promoting the city's image. Participate in handling sensitive issues related to the press and public opinion...
In particular, in the past 2 years, the City People's Committee has paid attention to allocating funds for the Hai Phong City Journalists Association to renovate and upgrade the Association's headquarters, ensuring working conditions and organizing events, in order to help build the Hai Phong City Journalists Association into a common home for journalist members working in the Port City. This is a meaningful and very important source of encouragement for the Hai Phong City Journalists Association to organize its activities well.
Along with the attention of the city's leaders, the Hai Phong City Journalists Association also received great and regular attention from the Vietnam Journalists Association in directing and leading the local Journalists Association to complete its assigned political tasks, as well as fully participating in the activities of the Central Association such as: receiving and working with the high-ranking delegation of the Lao Journalists Association, participating in the Press Cup Football Tournament in Quang Ninh, and the Table Tennis Tournament in Hanoi organized by the Vietnam Journalists Association.
Sharing his wishes from the perspective of a person with many years of experience in the Association, journalist Anh Tu hopes that the Vietnam Journalists Association will pay attention and request the Ministry of Home Affairs and the Ministry of Finance to determine the number of Association officials receiving salaries from the budget. For example, if a provincial or municipal Journalists Association has 100 members, how many positions will be allocated? If a 200-member Association has 200 members, how many positions will be allocated?
It is known that up to now, the Ministry of Home Affairs has not yet made any new announcement on the staffing arrangements for local Journalists Associations. Secondly, in order to improve the quality of the Association's activities, he suggested that leaders of press agencies pay more attention and create conditions for journalist members to participate in activities organized by the Association such as: professional training, seminars, workshops as well as cultural, sports, social and charitable activities... Thirdly, to encourage Journalists Associations of provinces and cities, he suggested that the Vietnam Journalists Association pay attention to increasing the number of units awarded in annual emulation clusters...
