It is expected that 12 headquarters located next to Hoan Kiem Lake will be relocated to Hai Ba Trung Street, Cau Giay New Urban Area... People affected by the project will be resettled in Dong Anh District.
The Hanoi Party Committee has just reported to the Standing Committee of the City Party Committee on the implementation of research, planning, investment in renovating and embellishing a number of squares and public spaces in Hoan Kiem district.
According to the report of Hoan Kiem District People's Committee, there are 47 land and house owners in the area where the Hoan Kiem Lake renovation project is being implemented. Among them are 35 households and 12 organizations, agencies and units.
To expand the space around Hoan Kiem Lake, Hanoi will relocate 12 agency headquarters and 35 households, and demolish the "Shark Jaw" building.
The 12 organizations, agencies and units that must be relocated include: Department of Culture and Sports, Hanoi Electricity Corporation, Institute of Literature - Vietnam Academy of Social Sciences, Hanoi Population Department, Hanoi Blind Association, State Treasury Transaction Office, Electricity Hotel, Northern Electricity Corporation, National Power Transmission Corporation (Power Transmission Company No. 1), City Citizen Reception Committee Headquarters and 2 cooperatives that are currently specialized buildings.
Specifically, for the headquarters of the Department of Culture and Sports, the city assigned the Department of Construction to preside over and coordinate with the Department of Finance to research and propose the direction of arranging the headquarters of the Department of Culture and Sports and the Department of Tourism into a joint agency at 38 Hai Ba Trung Street; propose adjusting the investment policy to increase the scale enough for the two agencies.
During the process of implementing investment in construction and renovation of the headquarters area at 38 Hai Ba Trung Street, temporary accommodation will be arranged at the Vo Chi Cong Inter-agency Area or the area near the City People's Committee headquarters.
With the headquarters of the Institute of Literature - Vietnam Academy of Social Sciences, Hanoi Association of the Blind, Hanoi Population Department, the city assigned the Department of Construction to preside over and coordinate with the Department of Finance to review the city's land and housing fund (public property with campus, old villas) to arrange for the units.
In addition, the Hanoi People's Committee proposed to arrange for units to temporarily use the Children's Palace (No. 36-38 Ly Thai To) while waiting to move to the official location.
The City Citizen Reception Office will study the location at 102 Hai Ba Trung Street (headquarters of the City's Agricultural Infrastructure and Water Supply and Drainage Project Management Board) for arrangement.
Hoan Kiem Electricity Headquarters is expected to move to No. 13 Duong Thanh Street, currently used by Hoan Kiem Housing Management and Development Enterprise.
The State Treasury headquarters is no longer in use, so Hanoi assigned the Department of Finance to soon advise on the transfer to clear the site.
For the National Power Transmission Corporation, the Northern Power Corporation, the Hanoi Power Corporation, the Electricity Hotel, the National Power System and Market Operation Company, it is proposed to move to the headquarters area of the corporations in the new urban area of Cau Giay (Cau Giay district).
Of the 35 households in the project, according to statistics, 23 households have certificates of land use rights and house ownership; 2 households have house rental contracts with Hanoi Housing Management and Development Company Limited; 2 households are in the management book but do not have house rental contracts. Hoan Kiem District People's Committee is continuing to review and collect documents to update and supplement information.
The City People's Committee applies the highest compensation mechanism and policy according to regulations for people, arranges land resettlement (in Dong Anh district) for cases eligible for compensation for residential land; arranges temporary housing for households (while waiting for resettlement land) and sells resettlement houses to cases not eligible for land resettlement to stabilize their lives when implementing site clearance.
The Hanoi People's Committee is speeding up the implementation of planning and investment projects to renovate the space in the area east of Hoan Kiem Lake.
To expand the space around Hoan Kiem Lake, the city will relocate 12 agency headquarters and 35 households on an area of about 2.1 hectares. This area will be turned into a square - park; below will be a tunnel and underground space connecting to the C9 station of urban railway line No. 2, Nam Thang Long - Tran Hung Dao section.
Meanwhile, the People's Committee of Hoan Kiem District has just submitted a document to the People's Committee of Hanoi City regarding the assignment of the task of preparing a report proposing the investment policy for the project to expand Dong Kinh Nghia Thuc Square. This square is located to the north of Hoan Kiem Lake.
The total area of the research scope for planning and renovating Dong Kinh Nghia Thuc Square is about 1.2 hectares.
According to the People's Committee of Hoan Kiem District, the planning area of the square currently includes the "Shark Jaw" building, which was built in the early 1990s. The land area of the building is about 390 square meters, and the usable floor area is about 1,600 square meters.
The total investment for the project to expand Dong Kinh Nghia Thuc Square and demolish the "Shark Jaw" building is expected to be around 10 - 11 billion VND.
If assigned by the city, the district will take on the role of project investor, expected to demolish this building before April 30. Project preparation time is from March to April 2025, to be implemented in 2025.
After demolishing the "Shark Jaws" building, Hoan Kiem district said it will still use this land for public functions.
