Production Support Project helps ethnic minorities escape poverty sustainably

In recent years, in order to create sustainable livelihoods for people, most levels, sectors and localities in ethnic minority and mountainous areas have effectively utilized resources from project programs and ethnic policies for training and improving vocational skills; especially effectively implementing production support projects for people.

Creating livelihoods from resources of National Target Program 1719

Specifically, from the resources of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period; Phase I: from 2021 to 2025 (National Target Program 1719), localities have effectively implemented many production projects in ethnic minority areas.

For example, in Thanh Van commune, Cho Moi district, Bac Kan province, to help people have more livelihoods to reduce poverty, in 2023 - 2024, the commune has implemented 3 projects to support community production development under the National Target Program 1719, including 2 projects for breeding goats and 1 project for breeding buffaloes in Na Don village.

The support of goats and buffaloes has created a foundation to help poor and near-poor households in Na Don village strive to overcome difficulties and rise up. Thanks to that, up to now, Na Don village has only 8 poor households and 2 near-poor households, mainly families with especially difficult circumstances such as single-person households, illness...

A typical example is the family of Ms. Nguyen Thi Phuong. Her family participated in both production support projects. In 2023, she was supported with 5 female goats, and through the breeding process, at one point her family's herd of goats increased to 11. In 2024, participating in the buffalo breeding project, she was supported with 1 female buffalo, which has now given birth to 1 calf.

“With the State’s attention, my family not only received support for goats and buffaloes to breed, but also received preferential loans to invest in production development. Currently, my family has escaped poverty and our lives have improved,” Ms. Phuong shared.

In Bach Thong district, in 2023, Ms. Ha Thi Van's family in Khau Cuom 1 village, Sy Binh commune escaped poverty thanks to support in participating in the potato growing chain; at the same time, they were able to borrow 70 million VND from the Social Policy Bank to expand the anise growing area and renovate old anise. After escaping poverty, in 2024, Ms. Van's family continued to receive support from the State to raise breeding buffaloes to motivate the family to become a well-off household.

Also one of the localities that pays special attention to livelihood creation and production support under the National Target Program 1719, the lives of ethnic minorities in Bac Ai district, Ninh Thuan province have had fundamental changes. In the past 3 years, the locality has spent more than 9 billion VND to implement 49 community production development projects, helping more than 700 households benefit...

The effective use of resources from the National Target Program 1719 has contributed to rapidly reducing the poverty rate in the area. By the end of 2024, the poverty rate of Bac Ai district was only 20.7%, a decrease of 7.7% compared to 2023.

The implementation of sustainable livelihood projects helps ethnic minorities in Muong Te district, Lai Chau province have more conditions to develop and expand cinnamon growing areas.

Towards sustainable poverty reduction

Together with Bac Ai district, localities in Ninh Thuan province have supported the construction of 2 value chain linkage projects in Ninh Son district; implemented 101 community production development projects including 97 livestock projects, 4 crop projects, with more than 1,200 participating households, including poor households, near-poor households, and households that have just escaped poverty.

According to the Department of Ethnic Minorities and Religions of Ninh Thuan province, the support and investment in projects from the National Target Program 1719 has had a positive impact in helping to change the way of thinking in production, creating jobs, and creating a stable source of income for ethnic minorities.

In 2024, the average income in ethnic minority areas will reach 32.4 million VND/person/year, an increase of 3.19 million VND compared to 2020; the poverty reduction rate will be 3-4%/year. The whole Ninh Thuan province currently has 2 districts and 14/28 mountainous communes meeting the standards for new rural construction, with basically no more extremely disadvantaged communes and villages.

In Cau Ke district, Tra Vinh province, thanks to the effective use of support funds from the National Target Program 1719, people have focused on and developed livestock farming and product consumption. Up to now, the district has had 2 batches of ducks for people to raise. Each batch was delivered to 24 households in 5 communes and towns. In which, each household was given 105 ducks.

In addition to the duck farming model, from many different sources of capital, in recent times, Cau Ke district has also coordinated with many related units to support people in raising cows for breeding, raising bees for honey... Since then, people's lives, especially the Khmer people, have gradually improved, the value chain of goods has been promoted, the poverty rate has decreased rapidly. The rural appearance of the Khmer ethnic minority area in Cau Ke district has increasingly improved. That has demonstrated the correct policies and practices of the authorities at all levels, joining hands and the consensus of religious dignitaries and Khmer people in the locality.

It can be affirmed that the effective implementation of the National Target Program 1719, specifically the implementation of production support projects, has further affirmed the Party and State's care and concern for the all-round development of ethnic minorities. Thereby, creating motivation for people to rise up, join hands to build and consolidate the great national unity bloc.
