Supporting earthquake recovery in Myanmar demonstrates Vietnam's responsibility

On the afternoon of April 9, attending the ceremony to commend the Military and Police delegation participating in supporting the recovery of the consequences of the earthquake in Myanmar who had just successfully completed their mission and returned home, Prime Minister Pham Minh Chinh affirmed that the Vietnamese delegation supporting the recovery of the consequences of the earthquake in Myanmar demonstrated the maturity of the Military and Police; demonstrated the nature and culture of Vietnam and Vietnam's responsibility to the international community.

Also attending the event were: Permanent Deputy Prime Minister Nguyen Hoa Binh; Minister of National Defense, General Phan Van Giang; Minister of Public Security, General Luong Tam Quang; leaders of Central Committees, ministries, branches, and agencies; representatives of the Myanmar Embassy in Vietnam.

On the afternoon of March 28, a 7.7 magnitude earthquake occurred in Myanmar, causing extremely serious damage to people and property. The Myanmar government has declared a state of emergency and called on the international community to assist and overcome the consequences.

Implementing the direction of the Party and State leaders, the Central Military Commission, the Central Public Security Party Committee, the Ministry of National Defense and the Ministry of Public Security decided to send a working delegation of the Army and Public Security to support earthquake recovery in Myanmar from March 30 to April 8.

The Vietnamese delegation is considered to have rescued and searched for the most victims and provided the most support activities in Myanmar.

The Army's working delegation sent 80 officers and soldiers, nearly 60 tons of goods and equipment to Myanmar to support and overcome the consequences of the earthquake disaster.

The team promptly used sniffer dogs and specialized equipment to detect 32 locations with victims, directly organized searches at 20 locations, and handed over 12 locations to the other side.

The Army team discovered and recovered 21 bodies; coordinated with Turkish rescue forces to save the life of a 26-year-old man, handing him over to his family with the respect of local people and rescue forces of the neighboring country.

The Army delegation also found and brought out many assets and equipment worth hundreds of thousands of USD to hand over to the victims' families and hospitals; carried out humanitarian activities for local people; handed over to the Ministry of Welfare and Reconstruction of Myanmar 50 tons of dry food, 3,026 tents, more than 20 tons of equipment, generators, food, medical supplies and other equipment and supplies.

Delegation members donated 5,000 USD to support the victims' families; organized medical examinations and provided medicine to more than 200 people.

The delegation has carried out foreign affairs activities well, exchanged contacts and shared rescue experiences with professional agencies of Myanmar, Türkiye, the United Arab Emirates...

Viettel Military Telecommunications Group alone has ensured adequate communications and equipment for the two Army and Police Delegations on duty; provided free telecommunications support to more than 4.5 million customers in Myanmar; provided phone SIM cards to more than 30,000 people and international rescue teams; provided thousands of tents and gifts worth more than 4 billion VND to the Myanmar Government.

Together with the Army, the Ministry of Public Security sent 26 officers and soldiers, along with 2 service dogs and more than 1 ton of supplies, goods, specialized equipment for combat, and nearly 3 tons of medical supplies to Myanmar to support earthquake recovery.

In harsh, deprived and dangerous weather conditions, with enthusiasm and skills, the Ministry of Public Security Delegation directly brought out the bodies of 7 victims from the collapsed area, and at the same time coordinated to detect the location and support the functional forces and other international delegations to bring 7 victims and hand them over to their families and authorities.

The Ministry of Public Security has provided 2 batches of medicine, medical equipment, necessities, and accommodation supplies to Myanmar with a total volume of 11 tons; provided financial support to 7 families of deceased victims, presented gifts to 185 patients at 2 field hospitals, and supported people affected by natural disasters through the Myanmar Disaster Relief Agency with a total amount of 20 million Myanmar Dong; organized medical examination and treatment, and distributed medicine to more than 50 patients; set up many tents as temporary shelters for victims in concentrated areas due to homelessness and patients at the Field Hospital; organized 5 activities to distribute food and drinking water to people in concentrated areas and at the place where the Working Group performed its tasks...

In addition, the Ministry of Public Security's working group also coordinated and provided professional guidance to Myanmar's rescue forces as well as played a good role in coordinating joint rescue activities with the participation of rescue forces from Singapore, Indonesia, the Philippines, etc.

The professionalism and dedication of the rescue soldiers of the Ministry of Public Security of Vietnam has received praise and admiration from rescue forces of other countries, thereby spreading and promoting the beautiful image of the People's Police soldiers in the eyes of international friends.

After representatives of the Army and Police rescue forces shared stories and emotional and proud details in the process of overcoming the consequences of the earthquake in Myanmar, speaking at the event, on behalf of the Government and People of Vietnam, Prime Minister Pham Minh Chinh sent his deep condolences to the Government and people of Myanmar for the damage and loss caused by the recent earthquake; believing that with the efforts and determination of the Government and people of Myanmar, along with the support and assistance of the international community, Myanmar will soon overcome these difficulties and challenges.

The Prime Minister said that immediately after the earthquake occurred, with the nation's humanitarian tradition, in the spirit of "Vietnam is a friend, a reliable partner and an active and responsible member of the international community," Vietnam decided to send a working support delegation of 106 officers and soldiers of the Army and Police to Myanmar to participate in humanitarian relief and earthquake recovery; at the same time, send 300,000 USD to support Myanmar in overcoming the consequences of the earthquake.

This is the third time Vietnam has sent forces directly to carry out humanitarian assistance and disaster relief missions abroad and was deployed very quickly; showing clear progress in capacity and experience, affirming the mettle and prestige of Vietnamese rescue forces in the face of non-traditional security issues, which are respected and highly appreciated by the international community and the Government and people of Myanmar.

“The Vietnamese delegation supporting the earthquake recovery in Myanmar demonstrates the heroic nature, maturity and strength of the Vietnamese Army and Public Security; beautifies the image of Uncle Ho's soldiers and the People's Public Security Forces sacrificing themselves for the country and serving the people; demonstrates the spirit of mutual love and affection; loyal affection; the culture of mutual assistance; the noble, impartial and pure international spirit of the Vietnamese people; demonstrates that Vietnam is a responsible member of the international community; contributes to peace, stability, cooperation and development in the region and the world,” the Prime Minister emphasized.

The Prime Minister acknowledged and highly appreciated the Central Military Commission, the leaders of the Ministry of National Defense, the Central Public Security Party Committee, and the leaders of the Ministry of Public Security for being sensitive and proactive in advising the Party and State in handling international issues.

In particular, the Prime Minister warmly commended the efforts and achievements of the Military and Police Working Group participating in supporting the recovery of the earthquake consequences in Myanmar; as well as the agencies and units that have led, directed, and proactively coordinated to ensure that the forces participating in supporting the recovery of the earthquake consequences in Myanmar successfully completed their tasks; contributing to enhancing the prestige and position of the Army and the country in the international arena; acknowledged and commended the news agencies and newspapers that promptly reported and reflected the activities of the Working Group, creating a widespread influence on officers and soldiers of the entire force and the people of the whole country; and airlines such as Vietnam Airlines and Vietjet that supported the transportation of people, vehicles, equipment, medicines, and supplies to serve the Working Group in overcoming the consequences of the earthquake in Myanmar.

The Prime Minister said that through participating in the rescue and relief activities of the earthquake disasters in Turkey and Myanmar, many lessons have been drawn in implementing activities abroad and thoroughly assessing Vietnam's capacity to respond to non-traditional security issues.

In particular, grasp the situation, when problems arise, incidents and disasters appear to proactively, sensitively, promptly advise and propose; leadership and direction must be drastic, close, sensitive, timely, appropriate and effective to the situation; have plans to mobilize appropriate, practical and effective forces and means; proactively prepare early and from afar in terms of forces and means suitable for all types of incidents and disasters; do a good job of selection, training, coaching, and drills, ensuring readiness to respond promptly and effectively to emergency situations.

The Prime Minister said that the implementation organization must unify the plan, assign tasks clearly and specifically, and coordinate closely; strictly implement orders and commands at the scene; focus on information and reporting work to ensure smooth and effective communication; promote communication to promote Vietnam's foreign relations and policies; spread a good image of the Vietnamese people and country, and demonstrate sincerity, affection, and sharing with the people of other countries.

The Prime Minister said that in 2025 and the coming time, non-traditional security challenges, especially natural disasters and catastrophes in the world and the region, will become increasingly complex and unpredictable, and domestically, floods, droughts, and saltwater intrusion will be of increasing intensity. Therefore, preparing for and dealing with these challenges and risks will become more urgent and urgent.

Besides, in the coming development stage, our country will further promote the human factor, human security, security and safety of people's lives.

Considering that the above context and situation pose higher requirements and tasks for raising awareness, responsibility and capacity in preventing, responding to and overcoming consequences of incidents, natural disasters, epidemics and catastrophes, the Prime Minister requested to thoroughly grasp resolutions and directives of the Party, State, Government and Prime Minister on responding to non-traditional security challenges; effectively implementing strategies on civil defense; preventing and combating natural disasters, catastrophes, responding to climate change...

Along with that, continue to perfect the system of legal documents, supplement and perfect mechanisms and policies; strengthen information and propaganda, raise awareness and knowledge of prevention and overcoming the consequences of natural disasters, catastrophes, epidemics, etc.; increase investment in disaster response forces; search and rescue; build specialized forces along with improving the capacity of on-site forces; promote research, transfer, application of science and technology, improve forecasting and warning capacity; strengthen international cooperation in responding to and overcoming the consequences of disasters, incidents, natural disasters, and epidemics.

The Head of Government requested to proactively review and improve plans and solutions for flood and storm prevention, search and rescue, overcoming the consequences of natural disasters and catastrophes, and organize practice drills to master the plans; prepare well in terms of forces, means and equipment to be ready to mobilize to carry out tasks both domestically and internationally, in all conditions and in all locations.

The Prime Minister assigned the Ministry of National Defense, the Ministry of Public Security, and the Ministry of Foreign Affairs to evaluate, learn from experience, and overcome limitations and shortcomings in preparation, organization of forces, means, and equipment; and to study and absorb experiences from other countries to supplement the training program to improve the quality and effectiveness of work to prevent and overcome the consequences of natural disasters and catastrophes.

Emphasizing that the work of natural disaster prevention, search and rescue, including the deployment of forces abroad to participate in search and rescue activities, is of great significance to socio-economic development and effective implementation of foreign policy, promoting international cooperation, enhancing the prestige and position of the country, Prime Minister Pham Minh Chinh said that the results of the Working Group to support the recovery of the consequences of the earthquake in Myanmar this time contributed many good experiences and useful lessons for the work of rescue, relief, and overcoming natural disasters and catastrophes in the coming time.

At the event, Prime Minister Pham Minh Chinh and Permanent Deputy Prime Minister Nguyen Hoa Binh presented the President's Third-class Fatherland Protection Medal to 2 groups and 3 individuals; and the Prime Minister's Certificate of Merit to 8 groups and 17 individuals with outstanding achievements in supporting earthquake recovery in Myanmar./.
