Yen Bai province mobilized the participation of the entire political system, determined to complete the plan to build houses for poor households.
Meaningful numbers
From 2016 to present, Yen Bai province has supported the construction of over 16,000 houses, including nearly 2,400 houses for families of people with revolutionary contributions, over 13,600 houses for poor and near-poor households.
In 2023, Yen Bai province issued a project to support the construction of houses for poor and near-poor households in the period of 2023 - 2025, with the goal of repairing and renovating 3,022 houses. By the end of 2024, Yen Bai had completed 3,022/3,022 houses, reaching the target one year ahead of the project target. In addition, in 2024, the province supported the construction of 1,523 houses for households damaged by storm No. 3 (Yagi) in the whole province with a total support fund of over 98 billion VND, from socialized sources.
Next, implementing the direction of the Prime Minister, Yen Bai issued a Project to eliminate temporary and dilapidated houses in 2025, with the goal of supporting the construction of 2,208 houses (of which 1,815 houses will be rebuilt and 393 houses will be repaired), including 272 houses for people with revolutionary contributions and relatives of martyrs; 1,546 houses for poor households, 390 houses for near-poor households. The support level is 60 million VND/new house, 30 million VND/repaired house; the total estimated cost of the Project is 120,690 million VND from the state budget and socialized sources; striving to complete before August 30, 2025.
As of March 15, 2025, the whole province has started construction on 1,580/2,208 houses (1,317/1,815 new houses, 263/393 houses repaired), reaching 67% of the plan, the number of completed houses is 245, the number of houses under construction is 1,335. Localities have mobilized the participation of the entire political system, determined to complete the plan's goals, in which, some localities have actively started construction on houses, contributing to speeding up the implementation progress of the whole province, such as: Mu Cang Chai district reached 90.7%, Nghia Lo town reached 86.9%, Tram Tau district reached 75.9%, Yen Bai city reached 70.6%, Van Chan district reached 70.5%...
The above results have significantly contributed to fundamentally improving housing conditions for households with revolutionary contributions; timely housing support for households affected by natural disasters, storms and floods, eliminating dilapidated houses for poor and near-poor households, helping households have conditions to "settle down and make a living", stabilize and improve the quality of life...
The results of eliminating temporary and dilapidated houses in recent years have contributed to reducing the poverty rate of the whole province from 32.21% (2016) to 7.04% (2020), an improvement of 10 ranks compared to the beginning of the term. In the period 2021-2024, the poverty rate of the whole province decreased by an average of 4.13%/year; by the end of 2024, the poverty rate of the whole province will be 5.68%. Notably, the multidimensional poverty rate of Yen Bai province ranked 15th out of 63 provinces and cities, an improvement of 5 ranks compared to the beginning of the term, ranking 4th out of 14 provinces in the Northern Midlands and Mountains (after Thai Nguyen, Bac Giang and Phu Tho).
Yen Bai has issued housing design models suitable for each locality and traditional customs of local ethnic groups.
Creative ways of a poor province
Speaking to reporters, Ms. Vu Thi Hien Hanh, Vice Chairwoman of the Provincial People's Committee, Deputy Head of the Steering Committee for the Project to eliminate temporary and dilapidated houses in Yen Bai province by 2025, said: "In order to promptly implement the Prime Minister's direction and effectively implement the province's Project, the Yen Bai Provincial People's Committee has directed localities to review and carefully assess the current housing status of households with meritorious services to the revolution and relatives of martyrs, poor households, and near-poor households, identify the need for support to build houses to ensure the right subjects; direct the timely allocation of support funds to localities for implementation (while the Central Government has not yet allocated funds, the province has proactively arranged from the provincial budget to localities right from the first months of the year for implementation). Along with that, the province has connected with corporations and enterprises to propose additional funding support for Yen Bai province to achieve the goal of eliminating dilapidated houses by 2025".
Practice shows that Yen Bai province has had innovative, creative and effective ways of doing things, suitable to the actual situation of the locality.
Yen Bai has mobilized the participation of Party committees and authorities at all levels, the strength of the political system and people, and mobilized all resources, especially socialized resources, in implementing support for house building.
In addition, integrating support resources from central programs and projects with resources from the provincial budget and socialized resources to effectively implement the Project (socialized resources account for over 70%). In recent years, implementing the Provincial Housing Support Project, each completed house has a value higher than the State support level (average 120 million/new house, 40 million/repaired house).
Yen Bai has issued housing design models suitable for each locality and traditional customs of ethnic minorities; specific regulations on processes, procedures, and support methods to unify implementation, creating convenience for localities and people in implementing policies.
Every year, the province organizes to mobilize contributions and support from the Standing Committee, the Party Executive Committee, agencies, departments, branches, and organizations at the provincial and district levels in the province to directly contribute and support funding for building houses for poor households. Actively mobilize contributions and support from businesses, collectives, and individuals inside and outside the province to implement the Project.
At the same time, mobilize more resources, labor, materials, land... from families, clans, and communities to support families and households in especially difficult circumstances who are unable to build their own houses.
To complete the goal of "eliminating 100% of temporary and dilapidated houses" in Yen Bai province, along with determination, great efforts, the participation of the entire political system, resources mobilized from the business community and all classes of people in the whole society, the decisive factor for the success of the Project is the will, determination, and efforts of each household supported to build a house./.
