Handling difficulties and obstacles for key traffic projects in the Mekong Delta region
The goal is to complete 3,000 km of expressways nationwide by 2025, of which the Mekong Delta region must strive to complete about 600 km, responding to and effectively implementing the emulation movement "500 peak days and nights to successfully complete expressway projects".

The Government Office has just issued Notice No. 335/TB-VPCP dated July 19, 2024, concluding Prime Minister Pham Minh Chinh's working trip and meetings with ministries and localities on handling difficulties and obstacles for key transport projects in the Mekong Delta region, Ho Chi Minh City and related provinces.
On July 12-13, 2024, Prime Minister Pham Minh Chinh made a working trip to the provinces of the Mekong Delta region, directly inspecting the construction of the Can Tho - Ca Mau Expressway Project, Component Project 2 and Component Project 3 of the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project; on the afternoon of July 13, 2024, in Can Tho city, the Prime Minister chaired a meeting to handle difficulties and obstacles for key transport projects in the Southern region.
Prime Minister Pham Minh Chinh assessed that the investment in the construction of key transport projects, including expressway projects in the Southern region, is of utmost importance, aiming to concretize the goals in the Resolution of the 13th National Party Congress; along with the synchronous implementation of construction, renovation, expansion and upgrading of seaports and airports to complete a relatively complete transport system and solutions to respond to climate change, subsidence, landslides, drought, saline intrusion in the Mekong Delta... to facilitate and promote localities in the Region and the whole Region to develop rapidly and sustainably, contributing to the overall development of the country.
On behalf of the Government, the Prime Minister acknowledged, commended and highly appreciated the active participation, efforts and spirit of working with all their might of ministries, branches, localities, project management boards, enterprises, construction contractors, supervision consultants, especially the team of officers, engineers, workers and laborers working directly at project sites; families, people and communities who actively supported and promptly handed over the site for project construction; Local authorities at all levels have demonstrated political determination, unified awareness and drastic actions, made efforts to overcome difficulties and challenges, focused on leadership and direction to remove difficulties and obstacles so that basic projects can ensure progress, in which they have agreed on the policy to solve the most difficult stage, which is to arrange enough materials to fill the roadbed to strive to complete about 600 km of highways in the Mekong Delta region in the period of 2021 - 2026, as a premise to continue investing in the construction of highways in the region according to the plan in the following period.
Up to now, in addition to the basic results achieved, the implementation of projects still has some limitations, shortcomings and continues to encounter difficulties and obstacles. Site clearance has not been completely completed in some projects; although the remaining proportion is not large, it is difficult; if it is not completely resolved by July 2024, it will greatly affect the progress of the projects. The management of supply and coordination of filling materials in some places is still cautious and not timely, causing shortages, leading to slow project implementation, while in some places it is loose and not strict, leading to violations that must be handled...
The causes of the above limitations and shortcomings are mainly due to the slow implementation of the Government and Prime Minister's directives in some places and at other times; the lack of decisive and proactive participation of some localities in performing their assigned functions, tasks and powers; especially the advisory agencies that synthesize proposals are not bold enough and have not carefully studied the instructions of ministries and branches to have sufficient information to advise local leaders in directing and implementing the project. Information and communication work is sometimes and in some places not accurate, complete, timely, and has not created high consensus in the implementation of people, businesses, agencies, units, etc.
Some important lessons learned
Through the practice of leadership, direction and implementation of projects, some important lessons can be drawn. To fulfill assigned tasks well, ministries, agencies and localities, especially leaders, must uphold personal responsibility, put national and ethnic interests and the interests of the people above all; promote high responsibility in the spirit of always listening, learning and self-improvement.
State management and business administration must be promptly and flexibly changed to suit requirements, tasks and practical situations, promote digitalization, improve in a smart direction, reduce hassles, reduce administrative procedures, and help reduce costs for people and businesses.
It is necessary to focus on promoting the spirit of solidarity, unity, support and mutual sharing among state management agencies, leaders, local authorities, businesses and people, especially mutual support between localities in common construction materials because if one locality finishes but another locality does not, the road cannot be effectively exploited.
In the process of performing tasks and handling difficulties, we must boldly and creatively apply the Party's guidelines, policies, and the State's laws and policies, maximize the potential differences, outstanding opportunities, and competitive advantages of each locality for rapid and sustainable development in the spirit of "Turning nothing into something, turning difficult into easy, turning the impossible into possible", maximizing the spirit of self-reliance, self-improvement, and striving to overcome difficulties and challenges to rise up.
At the same time, continue to do a good job of information and communication, especially policy communication, ensuring objectivity and honesty, contributing to creating social consensus, with the spirit of "People know, people discuss, people do, people check, people supervise and people benefit".
The goal is to complete 3,000 km of expressways nationwide by 2025, of which the Mekong Delta region must strive to complete about 600 km to respond to and effectively implement the emulation movement "500 peak days and nights to successfully complete expressway projects" to welcome Party Congresses at all levels, towards the 14th National Party Congress, the 80th anniversary of the founding of the country, the 50th anniversary of the Liberation of the South and the reunification of the country. The early completion of expressway projects contributes significantly to creating new development space, new industrial parks, new urban areas, new service areas, new values, creating jobs, income and better livelihoods for local people in particular and the people of the whole country in general.

Regarding the key tasks in site clearance, the Prime Minister requested the Chairmen of the People's Committees of the provinces and cities: Dong Thap, An Giang, Can Tho city, Hau Giang, Bac Lieu, Soc Trang, Ca Mau to direct departments, branches, and local authorities at all levels to speed up the progress and have committed to handing over the entire site for expressway projects in the area in July 2024. In particular, Kien Giang province needs to complete the procedures and hand over the entire site of the Ho Chi Minh Road Project, Rach Soi - Ben Nhat, Go Quao - Vinh Thuan sections, Tien Giang province to hand over the site of Component Project 2 of the Cao Lanh - An Huu Expressway Project before September 30, 2024.
Request the Minister of Industry and Trade and the Chairman of the State Capital Management Committee to direct Vietnam Electricity (EVN), local agencies and power companies to urgently relocate power infrastructure works before July 31, 2024 to ensure the project is completed on schedule. EVN must take full responsibility before the Government and the Prime Minister if it delays relocating power infrastructure, leading to delays in the progress of key transport projects in the Southern region and the whole country.
Apply the most favorable mechanism to solve the problem of sufficient material resources.
Regarding construction materials, the Prime Minister requested the Minister of Transport to preside, especially the Minister of Natural Resources and Environment to continue to direct, support and promptly guide localities with sources of roadbed filling materials (An Giang, Dong Thap, Vinh Long, Tien Giang, Ben Tre, Soc Trang...) to proactively and urgently resolve the licensing of mining, increase the capacity of sand mining when qualified, and extend mines according to authority and regulations of law.
The Prime Minister noted that during the settlement process, regulations should not be set up that cause difficulties or hinder the supply of sand for roadbed construction, slow down progress, or increase project costs.
The Chairmen of the People's Committees of the provinces with sources of filling materials (Tien Giang, Ben Tre, Vinh Long, Dong Thap, Soc Trang, An Giang...) and the localities with demand for filling materials (Ho Chi Minh City, Binh Duong, Dong Nai, Ba Ria - Vung Tau, Can Tho, Hau Giang, Ca Mau...) proactively discuss, work, apply all specific mechanisms and policies and the most favorable mechanisms to solve the problem of sufficient material sources according to the assigned targets, as well as the commitments (ensuring reserves and capacity), ensuring the completion of licensing procedures in July to exploit all mines in August 2024; consider implementing flexible coordination of filling materials for roadbeds according to the progress of projects in accordance with the provisions of law.
Investors, project management boards, construction contractors, and supervision consultants must closely follow the work and proactively work with local People's Committees, departments, and branches to speed up the progress of resolving the supply of materials for roadbed leveling.
The Chairmen of the People's Committees of the provinces: An Giang, Kien Giang, Dong Nai, Binh Duong, Binh Phuoc, Tay Ninh, Ba Ria - Vung Tau urgently decide according to their authority to grant licenses and increase the capacity of quarry exploitation to serve expressway projects, including expressways in the Mekong Delta region (especially the Can Tho - Ca Mau route and Chau Doc - Can Tho - Soc Trang expressway) when requested by investors. Investors, project management boards, construction contractors, and supervision consultants urgently complete documents and proactively work with localities that have sources of stone and sand materials to resolve supply procedures for the projects. At the same time, the provinces of the Southwest region actively and urgently support the provinces of the Southeast region with filling materials (river sand, sea sand) when requested.
Maximize human resources, machinery, and modern equipment, strive to shorten project completion time.
Regarding construction work, the project management agency directed the Investor and the Project Management Board to request the construction contractor and supervision consultant to mobilize maximum human resources, machinery, modern equipment, improve processes, work with the spirit of "overcoming the sun, overcoming the rain", "only working, not backing down", "3 shifts, 4 shifts", "eating quickly, sleeping urgently", "going through holidays, Tet, and days off", "doing each job and finishing it", resolving any problems at any stage, uniting to overcome difficulties; striving to shorten the completion time of projects compared to the set plan.
Construction contractors and supervision consultants actively support and help local businesses with management experience, construction organization, etc. to develop together, confidently and competently undertake large-scale projects in the area in the coming time.
Consulting units, especially supervision consultants, must enhance their professionalism, independence, and closely follow the construction site to promote project progress, ensure quality, technical and aesthetic standards, and labor safety in accordance with the law.
Focus on promoting good lessons, good people, good deeds, and selfless dedication of engineers, workers, and laborers.
Regarding information and communication work, the Prime Minister requested the Central Propaganda Department, the Ministry of Information and Communications and the People's Committees of localities to direct news agencies and newspapers to step up propaganda work on the Party's guidelines and policies, the State's policies and laws on investment and development of the transport infrastructure system; focus on propagating good lessons, good examples, good deeds, and selfless dedication of engineers, workers, and laborers who "overcome the sun and rain", "only discuss work, not retreat" at construction sites; the consensus and support of the people, actively contributing to preventing and repelling negative information and exploitation of sabotage by hostile and reactionary forces.
For problems that are not good, it is necessary to provide honest and objective information, associated with solutions to solve them, avoiding only reporting on difficulties and problems, leading to conflicting opinions, negatively affecting the implementation of projects.
Do a good job of supporting and resettling people, ensuring that their lives in the new place are better than in the old place.
The Prime Minister requested Party committees at all levels and local authorities to continue to do a good job in supporting and resettling people, taking care of their material and spiritual lives, and ensuring that their livelihoods in their new places of residence are better than their old places of residence so that people can confidently support the Party and State's policies on investing in developing the country's socio-economic infrastructure.
Direct local agencies, units, and socio-political organizations to support and accompany contractors at construction sites in all material and spiritual aspects, so that engineers, workers, and laborers do not have to be "alone on modern highway construction sites".
At the same time, maintain security, order, social safety and political stability in the area, especially the project area; do not allow negativity and corruption to occur in projects under management.
Proactively coordinate well between agencies, units, and localities, resolve arising problems right at the base to speed up work progress, ensure construction quality, ensure environmental hygiene, technical and aesthetic standards, landscape and labor safety.
