According to the plan for the network of higher education and teacher training institutions until 2030, teacher training colleges will have to merge, and the number of teacher training universities will also be drastically reduced.
Mergers of teacher training colleges and a reduction in the number of universities offering teacher training programs are key points in Decision No. 452/QD-TTg of the Prime Minister approving the Plan for the Network of Higher Education and Teacher Training Institutions for the period 2021-2030, with a vision to 2050.
Accordingly, by 2030, the network of teacher training universities is expected to have between 48 and 50 institutions, a significant reduction compared to the present. Currently, the country has 103 teacher training institutions, including 15 teacher training universities (6 teacher training universities, 6 technical teacher training universities, 2 physical education and sports teacher training universities, and 1 arts teacher training university), 50 multidisciplinary and specialized universities that train teachers, 20 teacher training colleges, and 18 multidisciplinary colleges that train teachers.
Specifically, according to the plan, by 2030, the network of higher education institutions training teachers will reach a scale of 180,000 to 200,000 learners, of which approximately 85% will be at the university level and 15% at the college level. The distribution of scale in different regions is as follows:
The structure of teacher training colleges consists of three groups: the core group of colleges accounts for 64% of the training scale, the local group accounts for 30% of the training scale, and the group of colleges associated with specific fields accounts for 4% of the training scale.
Specifically, the key higher education institutions training teachers include 2 leading teacher training universities and 12 other higher education institutions under the Ministry of Education and Training, national universities, and regional universities. These universities play a core role in the network, focusing on research, development of educational science and technology, high-quality training, and teacher professional development, accounting for approximately 64% of the national teacher training scale, serving the needs of each region and the entire country. The list and training scale of the key higher education institutions training teachers are as follows:
Higher education institutions under the provincial People's Committee and some other public higher education institutions with a tradition of teacher training participate in training and developing teachers in many fields, accounting for about 30% of the national teacher training scale, mainly serving the needs of the localities.
Some higher education institutions with strengths in technology, agriculture and forestry, languages, physical education, sports, and arts participate in training teachers in specialized pedagogical fields, accounting for approximately 6% of the national teacher training scale.
Teacher training institutions are organized and developed according to the following plan: Hanoi University of Education and Ho Chi Minh City University of Education are upgraded and developed into key national higher education institutions specializing in teacher training, with a research-oriented and high-quality training focus, playing a pivotal and leading role in the network of higher education institutions training teachers.
Physical education and sports teacher training universities, and arts teacher training universities are reorganized according to the following options: merging with a teacher training university or a multidisciplinary higher education institution with a teacher training school or basic science faculty; merging or consolidating with each other or with specialized physical education, sports, and arts schools to develop into a multidisciplinary university that includes physical education, sports, and arts teacher training programs.
Teacher training colleges are reorganized according to the following options: merging into a teacher training university or a multidisciplinary higher education institution with a teacher training or basic science faculty; merging into a local or regional higher education institution; or merging or consolidating with other local educational institutions.
Restructuring and developing technical teacher training universities into multidisciplinary higher education institutions with a focus on technology and engineering; continuing to play a core role in training teachers and lecturers in vocational education to meet the requirements of developing a network of vocational education institutions.
