Untie the "knot" of waiting and relying on others

Implementing the National Target Program on New Rural Construction, with the participation of all levels, sectors and local authorities, especially the consensus of the people, Nghe An has achieved many encouraging results.

Cao Son is currently a disadvantaged commune in the mountainous district of Anh Son, striving to reach the new rural commune goal in 2023. Mr. Ha Huy Nam in hamlet 4 said that his family used to be poor and then rose to near-poor. Recently, the hamlet re-elected poor and near-poor households so that the commune could meet the new rural criteria, and the family rose to average household status. "Previously, near-poor households were given health insurance cards and reduced tuition fees for their children to go to school, so when the hamlet removed them from the list of near-poor households, the family was a bit hesitant at first, but the family realized that they should not wait and rely on the State forever," Mr. Ha Huy Nam shared.

Mr. Tran Van Tuan - Head of Hamlet 4 said: When the commune strives to reach the new rural destination, it means that the number of poor and near-poor households must be significantly reduced to meet the criteria for poor households. Therefore, when evaluating poor and near-poor households, people's thoughts were not clear at first, they still wanted to enjoy the support policies of the State. However, for the common benefit of building the locality to reach the new rural destination, people's thoughts have been clarified. Therefore, recently, the hamlet held a meeting to vote for poor and near-poor households, accordingly, the rate of poor households has decreased to 6.6%, near-poor households to 13.9%.

Mr. Nguyen Hong Son - Chairman of Cao Son Commune People's Committee said that the locality had a plan to reach the new rural area by 2022, but it did not meet the target. The reason is that some criteria have not been completed such as: Traffic, environment... and there is another obstacle that a part of the people still have the mentality of waiting and relying.

Therefore, to change the mindset of waiting and relying on people is a process of "slow and steady wins the race" in propaganda and mobilization work. To do that, the locality mobilizes the entire political system to participate actively and regularly. Thanks to that, up to now, the mindset of the majority of people has been clear, actively participating in movements to contribute to traffic construction and other activities. Many households are willing to contribute tens of millions of dong to build concrete roads, not to mention contributing to building a cultural house in the hamlet...

Dong Van Commune (Tan Ky) is also striving to reach the new rural area goal by the end of 2023. Mr. Nguyen Van Thang - Chairman of Dong Van Commune People's Committee also admitted that as the most difficult commune in the district, the process of building a new rural area has encountered many disadvantages. The biggest obstacle is still the people's mentality of waiting and relying on others. Therefore, right from the beginning of the new rural area construction, the Party Committee and the commune government determined how to untie the "knot" of the mentality of waiting and relying on the State's regime and policies.

With the spirit of the entire political system participating in extensive propaganda, making each citizen understand the common benefits of building a new countryside, up to now, the majority of people have turned to open thinking, integrating with society to develop the economy. With that spirit, Dong Van commune has been quite successful in implementing the criteria for building a new countryside: Traffic has been solidified along 90% of the length of the route; the rate of multidimensional poor households has decreased to 6.26%...

In the mountainous districts, in recent years, many communes have strived to reach the new rural finish line with pride. First was Thach Giam commune (Tuong Duong), then a series of localities: Que Son (Que Phong), Chau Tien (Quy Chau), Huu Kiem (Ky Son) and some communes in particularly difficult areas of Tuong Duong, Con Cuong districts... To achieve these successes, first of all, it is thanks to the determination of Party committees at all levels, local authorities and the will to rise of ethnic minorities.

Afraid of losing support policies?

The communes that have not yet reached the new rural area target in mountainous areas are all disadvantaged and extremely disadvantaged localities. For a long time, these communes have enjoyed many support programs from national target programs as well as other specific policies of the State.

Mr. Lo Kham Kha - Head of the Department of Agriculture and Rural Development of Tuong Duong district said: When the district assigns a plan to a locality to reach the new rural area, the first difficulty is the mindset of waiting and relying on the State of a part of the people. Because they think that after reaching the new rural area, they will have their support policies that they have enjoyed for a long time cut. However, this does not affect the new rural construction movement, but the top priority is to do a good job of propaganda. Therefore, up to now, the communes that have achieved new rural area in the previous period such as Thach Giam, Tam Quang, Tam Thai, Tam Dinh, Xa Luong have all reached the new rural area on schedule. Only Luu Kien commune did not reach the new rural area on schedule this year because the criteria are higher in this period.

Up to now, Que Phong district has only one commune reaching the new rural finish line, which is Que Son (now Muong Noc commune). Mr. Bui Van Hien - Vice Chairman of Que Phong district People's Committee said: In remote and isolated communes, when building new rural areas, people are still hesitant because after reaching the new rural finish line, all the support policies of the State, especially the two policies that greatly affect the lives of the people, are health insurance and tuition fees for children attending all levels. Therefore, the situation of people not wanting to reach the new rural finish line is real. If propaganda work is not done well, people in some remote and isolated areas will not want their communes to reach the new rural finish line.

Talking to reporters, Mr. Nguyen Van Hang - Deputy Chief of the Provincial Office of New Rural Area Program Coordination said that in reality, there is a situation where some communes do not want to reach the new rural area finish line. The reason is that communes in the particularly difficult area, when reaching the new rural area finish line means being removed from the list of difficult and extremely difficult areas. At that time, the State's support policies on health, education, etc. are cut. Even local officials do not enjoy the policies of special areas, so there is a lack of interest in building new rural areas.

From that reality, not only Nghe An but also many other provinces are proposing to the Central Government that for communes with special difficulties, after reaching the new rural finish line, they should continue to enjoy the State's support mechanisms and policies as before within the next 2-3 years, in order to encourage localities to build new rural areas. In addition, localities also need to do a good job of propaganda, raising people's awareness, inspiring people to rise up and escape poverty, abandoning the mindset of waiting and relying on others...

Up to now, Nghe An province has had 309/411 communes meeting new rural standards, of which 53 communes have met advanced NTM standards, 6 communes have met model new rural standards, and 7 district-level units have met new rural standards. Resolution No. 18/2020/NQ-HDND dated December 13, 2020 of the Provincial People's Council has set a target of building new rural areas by 2025 with 82% of communes meeting new rural standards (of which 20% of communes have met advanced new rural standards, 5% of communes have met model new rural standards) and 11 district-level units have been recognized for completing the task of building and meeting new rural standards (of which 1 district has met model new rural district). Currently, many communes in mountainous areas are focusing on implementing the criteria to reach the finish line on schedule.
