Important force promoting social development
Emphasizing the particularly important role of talents in the cause of national prosperity, Head of the Central Propaganda Department Nguyen Trong Nghia said that in all eras and in all countries, the intellectual community has always been an important force promoting the development of society. This was further affirmed at the 13th National Party Congress as "Building an increasingly strong and high-quality intellectual community to meet the requirements of national development in the new situation".
Summarizing the results of 15 years of implementing Resolution No. 27-NQ/TW on "Building a contingent of intellectuals in the period of accelerating industrialization and modernization of the country" (Resolution No. 27), the Head of the Central Propaganda Department said that awareness in the Party, political system and society about the important position and role of the contingent of intellectuals is increasingly complete, comprehensive and profound. Attention is paid to institutionalizing the Resolution; mechanisms and policies, especially policies to attract, employ, honor and reward to promote the role of the contingent of intellectuals, continue to be improved.
The Vietnamese intellectual community has developed in both quantity and quality; is a leading force in research, innovation, application of science and technology, and international integration; is interested in training, fostering, investment in resources and facilities, and creating a favorable working environment.
Many valuable scientific, technological, cultural, literary and artistic works and products of the intellectual community have made important contributions to the industrialization and modernization of the country, and to the cause of building and defending the Fatherland. A group of intellectuals have the capacity and level approaching that of advanced countries in the region and the world. Typically, in the medical field, Vietnam has mastered the technical process of kidney, liver and heart transplantation; mastered the process of isolating, processing and preserving stem cells in the treatment of cancer, myocardial infarction, etc.; mastered the technique of endoscopic surgery to replace open surgery; successfully researched and produced most types of vaccines to serve the expanded immunization program, etc.
Intellectual organizations have been consolidated, improved, and their content and methods of operation have been innovated, enhancing their role in representing the legitimate and legal rights and interests of intellectuals. Propaganda and mobilization work has been enhanced, creating consensus among intellectuals on the Party's guidelines and policies, and the State's policies and laws; serving as an important bridge between the Party, the State and the intellectual community.
In addition to the achieved results, some contents of Resolution No. 27 are slow to be institutionalized; policies and laws are not yet complete and consistent; there is a lack of breakthrough mechanisms and policies in investment, resource mobilization, training, fostering, attracting, promoting and honoring intellectuals, especially the elite intellectuals, scientists and great cultural figures. The structure, quantity and quality of the intellectual team are not reasonable, there is a shortage of leading experts in important fields; a favorable environment has not been created to encourage intellectuals to proactively research, apply science and technology, impart knowledge, provide advice and social criticism; the building of the intellectual team is not yet linked to the goals and tasks of each sector and locality...

Emphasizing the need to issue a resolution on continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development, the Head of the Central Propaganda Department informed that on November 24, 2023, on behalf of the 13th Party Central Committee, General Secretary Nguyen Phu Trong signed and issued Resolution No. 45-NQ/TW on continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development in the new period (Resolution No. 45).
Accordingly, the viewpoint of Resolution No. 45 has inherited Resolution No. 27 and supplemented and clarified the intellectual content in terms of qualifications, moral qualities, and dedication; in terms of the position, role, and responsibility of the intellectual team... Specifically, the intellectual team is a workforce of intellectuals, with high educational qualifications, deep expertise in a field, and the ability to think independently and creatively. Intellectuals are patriotic, have ethics and revolutionary ideals, and are attached to the Party, the State, and the nation. The intellectual team is a force that plays an important role in the alliance of the working class and farmers under the leadership of the Party; has the responsibility to pioneer and create high-quality spiritual and material products for society. This is a special resource in the development of the knowledge economy, industrialization, modernization, international integration, and the development of an advanced Vietnamese culture imbued with national identity...
Along with that, Resolution No. 45 clearly orients the viewpoint that building a strong and comprehensive intellectual team is an investment in building and nurturing the "national spirit" and continues to affirm that building an intellectual team is the responsibility of the Party, the State, the political system and society. At the same time, focusing on developing the Vietnamese intellectual team both at home and abroad, having breakthrough mechanisms and policies to attract and make use of intellectuals, especially elite intellectuals, leading experts and talents of the country; paying attention to training and fostering the next generation of young intellectuals. Respecting and promoting freedom of thought, academics, practicing democracy in scientific research, technology, and innovation activities of intellectuals for the goal of a rich people, a strong country, democracy, fairness and civilization; creating an environment, conditions and motivation to promote the role and particularly important contributions of the intellectual team.
Notably, Resolution No. 45 encourages Vietnamese intellectuals to uphold their pride, honor and responsibility towards the Fatherland and people, and to constantly strive to improve their political qualities, ethics, capacity and qualifications to contribute to the country's development.
By 2030, the goal is to develop the intellectual team in terms of quantity and quality, especially the team of leading experts and scientists in key, important and new fields to meet the requirements of industrialization and modernization of the country. Perfecting mechanisms and policies to ensure feasibility, synchronization, creating opportunities, conditions and motivation for the intellectual team to develop comprehensively, improve capacity, qualifications and contribute to the country.
Prioritize ensuring resources for investment in science and technology development, especially high technology, core, source and spearhead technology; pay attention to investment in basic research, applied research in areas where Vietnam has strengths, social sciences and humanities, political theory, management, education and training, healthcare, culture, literature and art. This is the content that many agencies, organizations and individuals are interested in proposing, especially in perfecting mechanisms and policies to overcome limitations and inadequacies in mechanisms and policies for intellectuals.
In addition, increase the number of inventions, innovations, scientific works in the regional and world rankings; scientific and technological products, top literary and artistic works; works published in prestigious domestic and international journals. Improve the quality of Vietnamese scientific journals to reach regional and international levels.
By 2045, Vietnam's intellectual community will be strong, high-quality, reasonably structured, among the top in the region and approaching developed countries. Many scientists will be influential in the world, winning international awards in various fields. Many scientific and technological organizations, educational and training facilities will meet international standards, meeting the requirements of developed countries.
The Head of the Central Propaganda Department said that Resolution No. 45 sets out 5 groups of tasks and solutions. Each group of major tasks and solutions includes many specific tasks and solutions and is carried out by different entities.
Specifically, raising awareness of Party committees and authorities at all levels about the important position and role of intellectuals; innovating the training, fostering, using, rewarding and honoring intellectuals, and making good use of talents; strengthening state management, perfecting the legal system, mechanisms and policies for intellectuals; increasing resources to build a proactive and active intellectual team that integrates internationally; promoting the role and responsibility of intellectuals; innovating the content and methods of operation of intellectual associations.
