Construction of Hanoi Kidney Hospital's second facility in Ha Dong district

The project aims to provide modern facilities and equipment to serve the emergency, medical examination, and inpatient and outpatient treatment in the field of Nephrology - Urology for people in Hanoi and neighboring areas. After completion, the hospital bed capacity will reach 250 beds.

This is a group B project, a level II project according to capacity scale (level I project according to structure scale); the term of use is not less than 50 years, invested by the Hanoi City Civil Construction Investment Project Management Board. In which, the main building block is built (from 02 to 08 floors above ground, 01 basement), construction area is about 6,355m2. Investment in technical infrastructure and auxiliary items (Transformer station, generator, wastewater treatment plant, medical gas house, garbage collection area, pumping station, underground tank, guard house, internal traffic road, parking lot, trees, ...). Investment in equipment (office equipment, fire protection equipment, medical equipment ...) to serve the project.

The City People's Committee assigns the Investor - Hanoi City Civil Construction Investment Project Management Board to be responsible before the law for the accuracy of volume, budget; structural calculation results and legality of the documents submitted for approval; capacity of organizations and individuals conducting surveys and project preparation. Continue to organize inspection, review, acceptance and completion of appraisal opinions of relevant agencies on the investment project and the contents noted in the appraisal result notice of the Department of Construction to organize the preparation and submission for appraisal and approval of construction drawing design - estimate to ensure compliance with planning, synchronous connection of technical infrastructure, optimization of economic and technical aspects of the project, savings and efficiency; to prevent waste and loss of investment capital. Manage construction investment costs in accordance with the provisions of Decree No. 10/2021/ND-CP dated February 9, 2021 of the Government and current regulations of law. Organize project management and select contractors in accordance with current regulations of the State and Hanoi City on management of construction investment projects using State budget funds, on bidding and contractor selection; Carry out investment monitoring and evaluation reports and coordinate community monitoring in accordance with current regulations.

Assign the Department of Health to be responsible for the conformity of the project's objectives and investment efficiency with the investment policy approved in Resolution No. 28/NQ-HDND dated September 22, 2023 of the Hanoi People's Council; perform the functions and tasks of a specialized agency under the investment decision maker in the field of industry management, guide the Investor to implement the contents according to the field of industry management; guide the Investor and Hanoi Kidney Hospital in selecting equipment suitable to the standards and norms of the industry, investment objectives and implementing other contents of the project according to regulations; preside over and coordinate with relevant units and Hanoi Kidney Hospital to advise the City People's Committee on the contents according to the management function to ensure effectiveness when the project is put into operation.

Other relevant City Departments and branches are responsible for coordinating and guiding investors to implement the project in accordance with current regulations; and are responsible for state management in their respective management areas for work related to the implementation of investment projects.
