Nam Dinh proactively develops energy infrastructure

In order to effectively implement Resolution No. 55-NQ/TW dated February 11, 2020 of the Politburo on the strategic orientation of national energy development, in the context of increasingly fierce competition to attract investment, Nam Dinh province has been proactively investing in modern energy infrastructure. With a strategic vision and a desire for innovation, the locality aims to ensure a stable and sustainable power source - a key factor to attract large-scale industrial projects, promoting socio-economic development in the area.

Effective Resolution Implementation

Immediately after Resolution No. 55-NQ/TW was issued, the Standing Committee of Nam Dinh Provincial Party Committee promptly issued Plan No. 92-KH/TU (dated August 21, 2020) on studying, disseminating, propagating and organizing the implementation of the resolution. A conference of key officials of the whole province was held to unify awareness, thereby building Action Program No. 40-CTr/TU (dated August 25, 2020) to specify tasks and solutions in the area. On that basis, departments, branches and localities have developed specific action plans, and at the same time proactively advised the Provincial Party Committee and the Provincial People's Committee to issue many important directives, contributing to creating a favorable legal corridor, promoting investment attraction and developing local energy infrastructure.

In the planning work, Nam Dinh province has identified key industries including: textiles; mechanical engineering and shipbuilding; chemical - pharmaceutical - plastic; electricity production and distribution; wood - paper - forestry processing; food - beverage production; construction materials and agricultural - aquatic product processing. To meet the development requirements of these industries, the province has oriented the development of energy infrastructure in a synchronous, appropriate and long-term manner. Many important plans related to investment in energy infrastructure development have been built and adjusted promptly.

The province also proactively includes the land use needs of power projects in land use planning and plans; ensures that the conversion of rice fields, protective forests, and special-use forests is carried out in accordance with legal regulations. In addition, administrative procedures related to land are simplified, obstacles in compensation and site clearance are focused on being resolved; at the same time, guidance and support for investors to complete procedures quickly and in accordance with regulations are strengthened. These solutions contribute to accelerating the implementation of power projects, especially power source systems, transmission lines, and transformer stations - key factors to ensure stable power sources, serving sustainable industrial development.

After 5 years of implementing Resolution No. 55-NQ/TW, Nam Dinh province has achieved many remarkable results in developing energy infrastructure. In particular, the power grid system has been invested in a modern and synchronous manner, not only meeting the electricity demand in the area but also contributing significantly to the stability of the power system in the Northern region, with the ability to effectively connect with the power grids of Ninh Binh and Thai Binh provinces.

Currently, the province's 110kV power grid has a total length of 404.4km, including 20 transformer stations with a total installed capacity of 1,371.5MVA. This system is connected to the intra-provincial circuit and expanded to connect with Ha Nam, Ninh Binh and Thai Binh provinces. The medium and low voltage power grid covers the entire province. Of which, the medium voltage system is 2,819.6km long and the low voltage system has a total length of 15,546.1km, ensuring stable power supply to 100% of households and production facilities.

Methodical and synchronous investment in the power grid system not only helps Nam Dinh ensure a stable supply but also creates a competitive advantage in attracting investment, especially for key industries such as steel production, high technology and agricultural processing.

Driving force for investment attraction and sustainable development

Not only focusing on investing and upgrading the power grid system, Nam Dinh province also focuses on developing clean energy sources, contributing to environmental protection and realizing the goal of building a green economy and sustainable development.

Currently, the province is implementing the Greenity Nam Dinh Waste-to-Energy Plant project, with a designed capacity of 15MW and a total investment of VND1,437 billion. The project is expected to be operational in 2025, not only contributing to solving the problem of urban waste treatment but also creating an environmentally friendly power source, in line with the trend of green energy conversion.

Regarding renewable energy, up to now, the solar power capacity connected to the grid in the province has reached 15.41 MW. These solar power systems are all under 1 MW in scale, mainly rooftop solar power invested by people and businesses, connected to the medium and low voltage grid. This is a positive signal, demonstrating the increasingly widespread participation of the community in renewable energy development.

In the period of 2025 - 2030, Nam Dinh's electricity sector will continue to receive strong investment with many key projects on the 220kV grid. Specifically, the projects that are being and will be implemented include: Hai Hau 220kV transformer station (under construction, expected to be energized in 2025), Nam Dinh 2 220kV transformer station, and Nghia Hung 220kV transformer station. These are key projects to enhance transmission capacity, serving industrial development and people's lives in the whole province.

With its geographical location and natural conditions, Nam Dinh is considered a locality with great potential for developing renewable energy sources, especially wind power and solar power. The province is gradually implementing the construction of power sources with their own strengths, contributing to the effective exploitation of local energy resources while ensuring the criteria of sustainable development and environmental protection.

Notably, in the Draft National Marine Spatial Planning for the period 2021 - 2030, with a vision to 2045, Nam Dinh is one of the provinces prioritized for offshore wind power development (DDG2 area: including the sea areas of Nam Dinh, Ninh Binh and Thanh Hoa with an area of ​​142,809 hectares). On that basis, the Provincial People's Committee has agreed in principle to allow a number of enterprises such as: AMI AC Renewables Joint Stock Company, Hoang Son Construction Energy Investment Joint Stock Company, Xuan Thien Group... to conduct research, survey and evaluate offshore wind potential.

In particular, the province is proposing to add to the National Power Development Plan many large-scale offshore wind power projects, applying modern technology, with a total capacity of up to 12,000 MW, deployed in the coastal areas of Hai Hau, Nghia Hung and Giao Thuy districts. With strategic steps in developing energy infrastructure, Nam Dinh not only meets the electricity demand for production but also positions itself as a new energy center of the region, creating a driving force to attract investment, promote economic growth and improve the quality of life for the people.
