Nghi Son town focuses on directing to speed up site clearance progress

In the first quarter of 2025, Nghi Son town completed the land allocation for resettlement of Lam Quang village, Tan Truong commune to implement Project No. 1 - Duc Giang Nghi Son Chemical Complex.

Having undertaken a large amount of work when many public and key investment projects passed through such as: North-South Expressway, 500kV Circuit 3 Project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen)... with high determination and flexible working methods, on the basis of transparency and publicity, the progress of site clearance of projects passing through Tan Truong commune in the past time has always ensured progress.

Chairman of Tan Truong Commune People's Committee Nguyen Anh Hung shared: “In 2024, we have successfully implemented 19 projects requiring land acquisition, creating a clean and timely site for investors to implement the project. In 2025, we are continuing to implement land acquisition for the North-South Expressway connecting project, National Highway 1A to Nghi Son Port; Technical Infrastructure Project of Industrial Park No. 3... Along with promoting propaganda, dissemination and education of laws on land, planning, and land acquisition to all cadres and party members, we carry out with high responsibility the work of examining the origin, time, process of land use, examining eligible subjects for resettlement, conditions for enjoying support policies in accordance with the provisions of law..., ensuring that people enjoy legitimate rights, thereby creating consensus and unity in land acquisition work".

In 2025, Nghi Son town was assigned to carry out site clearance with a total area of ​​256.68 hectares for 56 projects. Of the 56 projects requiring site clearance this year, there are 20 transitional projects and 36 new projects. In addition, in the total site clearance area, 138.74 hectares are for public investment projects and 117.94 hectares are for direct investment projects. According to the urgent nature of the projects, the Town People's Committee has reviewed and classified them in order of priority to focus on implementing site clearance tasks in 3 groups of projects, including: groups of projects with large and key public investment capital sources; groups of infrastructure investment projects of enterprises that have a major impact on the socio-economic development of the town; groups of public investment projects, projects planning and auctioning land use rights of the town.

With the group of projects with large and key public investment capital, the town is currently focusing on prioritizing the implementation of site clearance at projects invested by the town People's Committee, the Management Board of the Economic Zone and Industrial Zones, the Management Board of Investment and Construction Projects in the Economic Zone and Industrial Zones, and projects of the Project Management Board of the Ministry of Transport, such as: The Project for Comprehensive Development of Dynamic Urban Areas - Tinh Gia Urban Sub-project; the North-South Expressway connecting road, National Highway 1A to Nghi Son Port; the Hanoi - Vinh Railway Upgrading Project of the Hanoi - Ho Chi Minh City railway line; East-West Road 2, East-West Road through Tinh Hai Ward; Road 513 to Nghe An; the road from National Highway 1A to the southwestern industrial parks to Set mine; upgrading the road from National Highway 1A to Industrial Park No. 20; the road from National Highway 1A to Industrial Park No. 17 and resettlement areas...

For the group of infrastructure investment projects of enterprises that have a major impact on the socio-economic development of the town, including the projects: Dong Vang Industrial Park; Industrial Park No. 3; Metallurgical Industrial Park; BT Hai Hoa - Binh Minh route; Nghi Son International Iron and Steel Port. Along with that, public investment projects, land use rights auction projects including residential planning areas in the communes and wards: Hai Ninh, Hai Hoa, Binh Minh, Hai Chau, Hai Linh, Tung Lam, Phu Lam...

According to the Board of Compensation, Support and Resettlement of Nghi Son town, based on the targets and planning of priority projects in the compensation, support and resettlement, the People's Committee of the commune has directed specialized departments and offices to advise on the development of a master plan for all project categories. In addition, a detailed plan is developed for each project. The compensation, support and resettlement councils have also developed a 2025 compensation, support and resettlement plan for each project, detailing each work content, with completion times according to the committed content. In the first quarter, the town also organized meetings with project investors to assess the implementation status and sign a commitment to the progress of compensation, support and resettlement as a basis for implementation.

With key solutions and drastic direction, by the end of the first quarter of this year, the town has completed land acquisition of 26.76 hectares, reaching 19.29%, approximately the target of 20% set at the beginning of the year. The town has completed land allocation for resettlement projects: Resettlement of Lam Quang village, Tan Truong commune; Coastal road project in Hai Chau and Hai Ninh communes and wards; Dynamic urban project in Ninh Hai, Hai Hoa and Binh Minh communes and wards, BT Hai Hoa - Binh Minh road...

According to the Board of Land Acquisition, Support and Resettlement of Nghi Son town, in the second quarter, the unit will continue to work with project investors to assess the implementation status, remaining workload, capital allocation capacity and signing of commitments on land acquisition progress including new projects outside the plan. From there, the town will review projects that are slow to implement or not implemented after having investment policies and do not properly implement commitments to report to the Provincial People's Committee for consideration and adjustment to remove them from the plan. Striving for the end of the second quarter of 2025, the town will complete land acquisition for 102.67ha/256.68ha, reaching 40% of the plan.

According to the representative of Nghi Son Town People's Committee, along with focusing on the organization and apparatus arrangement, together with the whole province to successfully carry out the work of merging administrative units at all levels, the task of land acquisition and clearance is always of special interest to the town. Along with strengthening the work of inspection, urging, managing the progress and workload of land acquisition and clearance on a weekly and monthly basis, evaluating the results, reviewing and drawing lessons, the town will focus on directing the serious and effective implementation of the instructions of the Provincial Party Committee and the Provincial People's Committee; closely coordinating with project investors, creating all favorable conditions to speed up compensation and land acquisition and clearance work, meeting the requirements of project investment progress.

In particular, for large and key projects, the Standing Committee of the Town Party Committee continues to monitor and direct the timely resolution of arising problems; report and make recommendations to the Provincial People's Committee to supplement, adjust and issue policies on compensation, support and resettlement in accordance with the practical situation. The Town also continues to strengthen inspection, supervision, direction and strict handling of collectives and individuals who violate the land acquisition and clearance work, show signs of shirking responsibility, and slow down the progress of implementing land acquisition and clearance tasks.
