Renovation and upgrading of Thach That District General Hospital

Vice Chairman of the City People's Committee Vu Thu Ha has just signed and issued Decision No. 4385/QD-UBND dated August 21, 2024 approving the project to renovate and upgrade Thach That District General Hospital, in Kim Quan commune, Thach That district, Hanoi city.

The project aims to build a 500-bed general hospital (350 newly built beds and 150 renovated beds) meeting the criteria of a grade II general hospital according to Decision No. 1895/1997/QD-BYT on promulgating hospital regulations of the Minister of Health, including 29 specialties and 6 functional rooms, with modern facilities, advanced equipment, a team of highly qualified doctors and nurses, and professional service quality to meet the needs of medical examination and treatment and health care for the people.

This is a Group B project, civil works, level I (Type of medical works) invested by the People's Committee of Thach That district, scale: Investing in new construction and renovation of construction items: 2-storey surgical department; 2-storey emergency resuscitation department; 2-storey conference hall; 2-storey internal medicine department; 2-storey pediatric department; 2-storey nutrition department and liquid waste collection system; Technical and professional building - Building C, 6 floors high, total construction floor area of ​​about 17,442 m2; Inpatient treatment building - Building D, 7 floors high, total construction floor area of ​​about 20,712 m2; Renovation of administrative area - Building A, 6 floors high, total construction floor area of ​​about 7,317 m2; Infectious disease building - Building B, 2 floors high, total construction floor area of ​​about 1,490 m2; Dai The Building - Building E is 01 floor high, total construction floor area of ​​about 234 m2; Auxiliary technical items: Pumping station + underground tank, Pumping station house has an area of ​​about 116m2; Power station has a construction area of ​​about 149m2; Wastewater treatment station, garbage collection: area of ​​about 194m2; Central medical treatment station has an area of ​​about 91m2; Asphalt road; Brick pavement; Outdoor parking lot; Trees, ...; Investment in purchasing and synchronous installation of medical equipment, fire prevention and fighting system.

The City People's Committee assigns the Investor - Thach That District People's Committee to be responsible before the law for the accuracy of volume and cost; structural calculation results and legality of the documents submitted for approval; capacity of organizations and individuals conducting surveys and project preparation; organizing the preparation and submission for appraisal and approval of construction drawing designs - estimates to ensure compliance with planning, synchronous connection of technical infrastructure, optimization of economic and technical aspects of the project, savings and efficiency; to prevent waste and loss of investment capital. Manage construction investment costs in accordance with the provisions of Decree No. 10/2021/ND-CP dated February 9, 2021 of the Government and current regulations of law. Organize project management and select contractors in accordance with current regulations of the State and Hanoi City on management of construction investment projects using State budget capital, on bidding and selection of contractors. Conduct investment monitoring and evaluation reports and coordinate community monitoring according to current regulations.

Assign the Department of Health to guide the Investor and Thach That District General Hospital in selecting equipment suitable to industry standards and norms, investment objectives and implementing other contents of the project according to regulations; Preside over and guide Thach That District General Hospital to complete the job position project and have a recruitment and training plan to meet the requirements of medical examination and treatment, health care for people according to the hospital's development roadmap and plan,...

The Department of Construction is responsible for managing construction quality according to its functions, tasks and in accordance with current regulations.

Other relevant City Departments and branches coordinate and guide the Investor to implement the project in accordance with current regulations; take responsibility for State management in their management areas for work related to the implementation of the investment project.
