On the afternoon of March 29, Prime Minister Pham Minh Chinh chaired a meeting on the results of the inspection and urging the implementation of the plan to complete 3,000 km of expressway by the end of 2025 by 7 working delegations led by Deputy Prime Ministers.
Also attending the meeting were Deputy Prime Ministers: Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son, Mai Van Chinh; Minister of Construction Tran Hong Minh; Minister, Head of the Government Office Tran Van Son; leaders of ministries, branches, and central agencies. Leaders of localities with expressway projects passing through attended online at local bridges.
To achieve the goal of having over 3,000 km nationwide by 2025, the Ministry of Construction, localities and Vietnam Expressway Corporation (VEC) are currently implementing 28 projects/component projects with a plan to complete in 2025 with a total length of about 1,188 km, of which the Ministry of Construction and VEC have 17 projects/889 km, and localities have 11 projects/299 km.
In addition, the two projects Dong Dang - Tra Linh (Cao Bang province, 93 km long) and Huu Nghi - Chi Lang (Lang Son province, 43 km long) are scheduled to be completed in 2026, but the two provinces have registered to strive to open the route before December 31, 2025.
In recent times, the Prime Minister and Deputy Prime Ministers have paid attention and spent a lot of time and effort directing ministries and branches to coordinate in removing obstacles related to mechanisms and procedures; directing localities to speed up site clearance and resolve procedures for granting mines; directing investors to speed up progress and pay attention to ensuring the quality of projects.
Up to now, the progress of most projects has been on schedule, many projects have been ahead of schedule. However, there are still some projects that are behind schedule, some problems and issues have not been thoroughly resolved, so the Prime Minister has established 7 inspection teams, headed by Deputy Prime Ministers and led by leaders of ministries, branches and localities, to directly inspect, direct and remove difficulties.
During the period from March 6 to 14, 2025, the inspection teams directly inspected the site, organized work with localities, investors, and contractors; issued 7 Notices assigning specific tasks to each agency and unit to focus on removing obstacles and promoting project progress. All localities committed to completing the milestones set by the inspection team.
The summary report of the Ministry of Construction and opinions at the meeting said that the inspection teams assessed that the competent authorities had made efforts in implementing the projects, and that the localities had also mobilized the entire political system to participate in the work of site clearance and handling procedures for granting construction material mines.
After the inspection teams gave instructions, the projects had many positive changes; some localities have basically completed the handover of site clearance and completed the procedures for granting material mines; many projects have been accelerated in construction progress such as Bai Vot - Ham Nghi, Bung - Van Ninh, Hoai Nhon - Quy Nhon, Khanh Hoa - Buon Ma Thuot, Tuyen Quang - Ha Giang through Ha Giang, Huu Nghi - Chi Lang, Ho Chi Minh City Ring Road 3 through Thu Duc City and Long An...
Regarding capital for the Tuyen Quang - Ha Giang expressway project and the Cao Lanh - An Huu project, the Ministry of Finance has reviewed and reported to the Prime Minister for arrangement.
Based on the actual situation, the inspection teams assessed the possibility of completion of 28 projects with a total length of 1,188 km, divided into 2 groups.
Group 1 is projects that ensure completion in 2025, including 18 projects/897 km (Ministry of Construction and VEC 16 projects/871 km; localities 2 projects/26 km) basically no longer have major difficulties or problems, the implementation progress closely follows the set plan.
Investors and contractors are making efforts to closely follow the plan. It is expected that by April 30, 2025, 2 sections of 90 km will be completed and put into operation (Ben Luc - Long Thanh project, section from National Highway 1A to Nguyen Van Tao intersection, 20 km long, the last section of Van Phong - Nha Trang project, 70 km long) and the main expressway routes of 4 projects, 158 km long, will be opened to traffic (Bai Vot - Ham Nghi project, 35 km, Ham Nghi - Vung Ang, 54 km, Bung - Van Ninh, 49 km, Bien Hoa - Vung Tau, section through Ba Ria - Vung Tau province, 20 km).
Five projects with a total length of 278 km are being focused on resolving existing problems and actively constructing to strive for traffic opening on September 30, 2025. The remaining eight projects are being scientifically implemented by investors and contractors, determined to strive to complete the main expressway opening by the end of 2025.
Group 2 is the projects that are still facing many difficulties, including 10 projects/291 km with plans to be completed in 2025 (Ministry of Construction 1 project/18 km; localities 9 projects/273 km) and 2 projects Huu Nghi - Chi Lang and Dong Dang - Tra Linh with plans to open the route in 2025. After the inspection teams gave instructions, the projects have had many positive changes. However, there are still some tasks related to site clearance and construction material sources that have not met the requirements.

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that completing at least 3,000 km of expressways by 2025 is the target according to the Resolution of the 13th National Congress, an important political task that must be completed, and the current requirement is to accelerate and make a breakthrough to reach the finish line.
This also contributes to disbursing public investment capital, achieving the growth target of 8% in 2025 and double-digit growth in the following years; opening up new development spaces, new industrial parks, urban areas, and services; reducing input costs, logistics costs, increasing the competitiveness of products and goods, promoting and attracting investment. Localities with favorable traffic conditions will attract investment easily, the Prime Minister pointed out.
The Prime Minister assessed that practice shows that the establishment of inspection teams led by Deputy Prime Ministers is effective, basically resolving difficulties and providing many solutions for ministries, localities and agencies to implement.
The Prime Minister welcomed and requested the Deputy Prime Ministers to continue to maintain and promote the spirit of active work, closely working with localities, inspecting and urging them every month until the set goals are completed, promptly detecting and promptly handling unexpected and arising problems.

The Prime Minister requested localities to mobilize the entire political system to participate, especially to completely complete site clearance with flexible application of policies, not to let people suffer, pay attention to the material and spiritual life and livelihood of the people, ensure that the new place of residence is better than or equal to the old place of residence, special subjects must have special policies; at the same time, ensure the supply of raw materials for the projects.
Noting a number of specific tasks, the Prime Minister stated that the provinces of Dong Nai, Vung Tau, Khanh Hoa, Tuyen Quang, Ha Giang, Binh Duong, and Ho Chi Minh City have focused on directing and need to properly implement the commitment to complete site clearance for projects before April 15, 2025.
Localities: Dong Nai, Khanh Hoa, Dak Lak, Da Nang, Hau Giang, Ca Mau, Soc Trang, Bac Lieu, Can Tho coordinate with EVN to relocate electrical engineering works; leaders of the Ministry of Industry and Trade immediately inspect, urge, coordinate, and support localities.
Da Nang city (Hoa Lien - Tuy Loan project) and Tuyen Quang and Ha Giang provinces (Tuyen Quang - Ha Giang project) speed up licensing procedures, increase capacity of rock and soil mines, to be completed in April 2025.
Long An Province (Ho Chi Minh City Ring Road 3 project) speeds up the progress of the intersection project with Ben Luc - Long Thanh Expressway to ensure the synchronous exploitation of 20 km of Ben Luc - Long Thanh project by April 30, 2025. VEC reviews the progress, accelerates the completion of bidding packages to soon put these 20 km into operation, and urgently completes the selection of contractors for the bidding package for the Ben Luc - Long Thanh project, no later than April 2025.
Lang Son province (Huu Nghi - Chi Lang and Dong Dang - Tra Linh projects) directed investors to resolutely deploy to open the route and complete it in 2025.
An Giang province urgently completes procedures to increase Antraco stone mine reserves to prioritize supply for key projects in the region planned to be completed in 2025.
Ho Chi Minh City and the provinces of Dong Nai, Binh Duong (Ho Chi Minh City Ring Road 3 project), Dong Thap (An Huu - Cao Lanh project) and the provinces of Tuyen Quang, Ha Giang (Tuyen Quang - Ha Giang project) review progress, proactively source materials, have appropriate and effective technical solutions, do not delay the progress of the projects, and be responsible to the Government and the Prime Minister for the implementation results.
Expressing sincere thanks to the people who have given up their land for the projects, the Prime Minister requested that localities coordinate with investors to confirm the status of the houses during the counting process, and take care of the people who have given up their land for the projects; the authorities should take action to strictly handle cases of law violations and increase the mobilization of people to share and support during the construction process.
Contractors continue to promote the construction spirit of "overcoming the sun, overcoming the rain", "working overtime", "eating quickly, sleeping urgently", "working at night when there is not enough work during the day", "working in 3 shifts, 4 shifts, through holidays and Tet"; ensuring progress, quality, technique, aesthetics, safety, bright green and clean landscape, environmental sanitation; taking care of material and spiritual life, applying bonus policies, ensuring labor regeneration for cadres, workers and laborers at the construction site.
The Prime Minister emphasized that projects completed ahead of schedule and on schedule should be rewarded according to regulations; there should be sanctions for agencies, units and contractors that do not complete projects on schedule.
Stating that capital sources for projects are guaranteed, the Government will balance capital to prioritize projects to be completed in 2025. The Prime Minister assigned the Ministry of Finance to preside over and coordinate with localities to review and allocate sufficient capital for these projects, handle them according to authority and report if they exceed authority, to be completed in April 2025.
In particular, the Prime Minister agreed to the policy of allocating capital for projects such as the Tuyen Quang - Ha Giang expressway project (Tuyen Quang province proposed to add 1,800 billion VND, Ha Giang province proposed to add 1,387 billion VND), Cao Lanh - An Huu project (Dong Thap province proposed to add 350 billion VND for capital needs in 2025)...
Agencies urgently complete procedures for appraising and adjusting investment policies for projects in Bien Hoa - Vung Tau, Nam Dinh - Thai Binh - Hai Phong, Dak Nong - Binh Phuoc, and provide guidance on appropriate implementation methods.
The Ministry of Agriculture and Environment urgently reviews regulations and guides localities on procedures for returning waste dumps and excess materials after construction is completed.
The Ministry of Home Affairs monitors, inspects, and urges the emulation movement of 500 days and nights to complete 3,000 km of highway; organizes the preliminary and final review of the movement. The military and police forces are involved to do the work that can be done at the projects.
Assigning specific tasks and solutions to group 1 and group 2 projects according to the report of the Ministry of Construction, the Prime Minister requested the Ministry of Construction and the Government Office to coordinate and review projects completed on the occasion of April 30 and September 2 (in which Rach Mieu 2 Bridge must strive to open to traffic on this occasion) and by the end of 2025, organize the inauguration of many projects at the same time to celebrate major holidays.
Resolutely requiring that by December 2025, the expressway from Cao Bang through Lang Son to Hanoi, to Ho Chi Minh City and to Dat Mui (Ca Mau) must be opened. The Prime Minister also directed urgent research and investment in the construction of an expressway from Ca Mau to Hon Khoai port (about 90 km).
The Prime Minister noted that work should be assigned and contracts should be awarded to contractors who perform well in the next major infrastructure projects; major contractors should assign subcontractors, and central contractors should connect with local contractors and share work so that they can grow, mature, and create more jobs and livelihoods for local people.
