The plan aims to strengthen inspection and control of food safety (FS) in the production, processing, trading, import and use of food to ensure good food poisoning prevention and minimize food poisoning incidents during the New Year, Lunar New Year and Spring Festival in 2025.
Enhance responsibility in directing and managing food safety at all levels and sectors; deploy measures to ensure food safety during the New Year, Lunar New Year and Spring Festival 2025 at all levels and sectors from the city to districts, towns and communes, wards and townships. Thereby, assess the current status of compliance with legal regulations on ensuring food safety by establishments producing, trading and importing food for the New Year, Lunar New Year and Spring Festival 2025.
According to the Plan, strengthen communication and dissemination of the Plan to implement food safety assurance, food poisoning prevention, and protection of consumers' rights and health. Focus on promoting knowledge, attitudes, and practices on food safety and hygiene during Tet and festivals; enhance the role and responsibility of People's Committees at all levels, managers, producers, traders, and consumers; promote the use of alcohol poisoning prevention, knowledge in selecting, preserving, processing, and consuming food during Tet and the festival season.
Strengthening inter-sectoral inspection and examination: The subjects of inspection and examination focus on establishments producing, processing, trading, and importing food, wholesale markets, supermarkets, commercial centers, food service establishments, street food businesses, focusing on establishments producing, trading, and importing food items that are widely used during the Lunar New Year and festivals, and food service establishments.
City, district and commune level delegations shall conduct inspections according to their management levels; when violations are detected, they must be handled in accordance with the provisions of the law; absolutely do not allow products that do not ensure food safety, are of unknown origin, do not comply with labeling regulations or have other violations to circulate on the market; do not allow products that are advertised in violation of regulations to continue to circulate; do not allow production, business, food service and street food establishments that do not ensure food safety to continue operating without implementing effective remedial measures.
The City People's Committee assigned the Department of Health as the Standing Agency of the City's Food Safety Steering Committee to organize and implement inter-sectoral food safety inspection activities; organize inspection and examination activities according to the functions and tasks of the sector, focusing on inspecting food additive production and trading establishments and catering services. Strengthen food safety activities at locations hosting New Year's Eve, Lunar New Year and Spring Festival 2025. Prepare professional staff, equipment, medicines and chemicals to promptly respond when food safety incidents occur in the area.
The Hanoi People's Committee requested that inspection and examination work be focused and key, focusing on product groups that are consumed a lot during Tet, festivals and have high risk factors, food processing villages, business establishments in markets and supermarkets, and inter-sectoral inspection from the city level to the commune, ward and town levels. Timely detect, prevent and strictly handle violations of food safety in accordance with legal regulations.
During the inspection and examination process, it is necessary to combine propaganda and education on knowledge and legal regulations on food safety, raising awareness and consciousness of the community in food safety work. At the same time, promote communication activities to disseminate legal regulations on food safety as well as knowledge in selection, preservation, processing and consumption to the people.
