The report at the conference showed that in 2024, the Department of Organization and Personnel received attention from the Party Executive Committee, directly from the Secretary and the Government Inspector General. The Department had 4 comrades transferred, appointed and transferred to combat units and 2 additional civil servants transferred to work at the Department.
With efforts, responsibility, solidarity, intelligence, collective leadership, civil servants of the Department of Organization and Personnel have overcome all difficulties, made efforts, maintained political courage, set an example in strictly complying with the provisions of the law, regulations and rules of the agency and unit, and strived to complete all assigned tasks in all aspects of work such as personnel work, focusing on advising and implementing well the appointment process of 1 Deputy Inspector General of the Government; implementing well the plan for rotation, transfer and change of work positions for civil servants and public employees at all levels of leadership at the Department and Division levels and civil servants not holding leadership and management positions on a large scale and in large numbers.
In the work of giving opinions on planning, mobilization, appointment and reward, the urgent progress and large quantity have been met according to the requirements of the Central Organizing Committee, the Central Emulation and Reward Committee and the Central Steering Committee for Strategic Cadre Planning. The work of institution building has been very active in completing a large volume, issuing many legal documents, projects, regulations and provisions of the agency.
The Department has made efforts and promptly advised on the establishment of the Steering Committee and the Working Group of the Government Inspectorate to summarize Resolution 18 - NQ/TW under the direction of the Central Government and the Government and has developed and issued documents in accordance with requirements, which have been highly appreciated by the Government Inspector General and the Central Steering Committee on apparatus arrangement.
Training and fostering of cadres is focused on, focusing on training in expertise, profession, state management, and political theory to improve the qualifications and capacity of cadres and civil servants, especially coordinating with the National Academy of Public Administration to open a training course for senior specialists at the Government Inspectorate; reviewing and synthesizing a large volume of application files for card issuance of all civil servants of the Government Inspectorate.
Policies and regimes are guaranteed to be correct, fair and take into account the rights and interests of cadres, civil servants, public employees and workers of the Government Inspectorate.
In addition, synthesizing emulation results, advising on timely and appropriate rewards for the right subjects; proactively advising the Government Inspectorate leadership to seriously organize and implement emulation movements launched by the Prime Minister; promptly developing plans and directives to launch emulation movements in the entire Inspectorate sector; emulation content and emulation criteria closely follow the requirements of the Prime Minister, based on the functions and tasks of the Sector to ensure effective emulation movements; giving opinions on emulation and reward work when requested by the Government Office and the Central Emulation and Reward Committee.
At the meeting, the participants basically agreed with the draft annual work report of the Department as well as the achievements, besides also pointing out some shortcomings that need to be overcome in the coming time.
Speaking at the meeting, Director of the Department of Organization and Personnel Nguyen Huu Hoa said that although there are still many difficulties, with the close and direct direction and regular attention of the Party Committee Secretary, the Inspector General and the leaders of the Government Inspectorate, especially in perfecting the leadership of the Department and giving timely opinions on handling difficulties in implementing tasks.
The Department's leadership has made many innovations in direction and operation, especially in coordinating the implementation of the Department's political tasks, strengthening administrative procedure reform in handling work; ensuring democracy, enhancing the responsibility of cadres, party members, department leaders, and department leaders in handling work and promoting administrative reform in all activities, encouraging the proposal of solutions to meet the requirements of the task of organizing cadres in the new situation.
Over the past year, the leaders and civil servants of the Department have been united, maintained political will, set an example in strictly complying with the provisions of the law and regulations of the agency, and successfully completed assigned tasks.
Regarding the direction of tasks for next year, Director Nguyen Huu Hoa requested the collective leadership and civil servants of the Department to continue promoting the achievements and results that have been achieved, while overcoming the limitations in 2024, striving to well perform the political tasks assigned by the leaders of the Government Inspectorate.
Focus on implementing the Party Committee's Resolution, the 2025 Work Plan of the Department of Organization and Personnel; programs and work plans for 2025.
Effectively implement the training and fostering plan; strengthen inspection work; continue to coordinate with the Inspectorate Cadre School and related units to innovate training and fostering content and methods to improve the quality of training and fostering for officials and civil servants of the Government Inspectorate and the entire Inspectorate sector.
Continue to advise the leaders of the Central Committee of the Vietnam Competition Authority and the Standing Committee of the Vietnam Competition Council to effectively carry out the work of emulation and reward, focusing on the work of synthesizing, reviewing, guiding emulation and reward, and inspecting the implementation.
On the same day, the Party Cell of the Department of Organization and Personnel held a meeting to review the Party's work in 2024, and the direction, tasks, and solutions for work in 2025.
