At the decision announcement ceremony, Mr. Nguyen Tat Thanh, Senior Inspector, Deputy Director of Department II, Government Inspectorate - Head of the inspection team announced the full text of Decision No. 566/QD-TTCP of the Government Inspector General on the inspection of the management and use of land originating from agricultural and forestry companies under the Vietnam Paper Corporation in the Central Highlands provinces.
Accordingly, the inspection team consists of 7 members. The inspection period is from the date of land allocation or lease by the State to November 31, 2024 (if necessary, it can be considered before or after the above period). The inspection period is 60 actual working days at the unit, from the date of announcement of the Inspection Decision.
At the announcement of the inspection decision, Mr. Nguyen Manh Hung, Chief Inspector, Department of Supervision, Appraisal and Post-Inspection Handling, Government Inspectorate, Head of the Supervision Team announced Decision No. 621/QD-TTCP on the establishment of a team to supervise the activities of the Inspection Team according to Decision No. 566/QD-TTCP of the Government Inspector General.
Representatives of the People's Committees of Kon Tum, Dak Nong, Dak Lak, and Lam Dong provinces said they would strictly implement Decision No. 566/QD-TTCP of the Government Inspector General and the plan of the inspection team. At the same time, they affirmed that they would closely coordinate with the inspection team throughout the inspection process in the locality; coordinate to provide complete records and documents as required by the inspection team.
Speaking at the announcement ceremony of the inspection decision, Deputy Inspector General of the Government Le Tien Dat said that this is an inspection under the direction of the Prime Minister in Official Dispatch No. 2611/VPCP-VI dated July 5, 2024 of the Government Office on assigning the Government Inspectorate to preside over a comprehensive inspection of land use management at agricultural and forestry companies in the Central Highlands provinces according to regulations, first of all, cases that are at risk of forming "hot spots" in terms of security and order.
The purpose of the inspection is to assess the responsibility of the Central Highlands provinces (Kon Tum, Dak Nong, Dak Lak, Lam Dong) and Vietnam Paper Corporation in the management and use of agricultural and forestry land, to propose recommendations to competent authorities for adjustments, amendments and supplements to enhance the effectiveness of implementation, and at the same time to detect limitations, shortcomings and violations, and clearly identify the responsibilities of relevant collectives and individuals (if any).
Deputy Inspector General of the Government Le Tien Dat requested that the inspected units strictly implement the responsibilities and obligations prescribed in the 2022 Inspection Law, Decree 43/ND-CP of the Government detailing a number of articles and measures to implement the Inspection Law; Leaders of Kon Tum, Dak Nong, Dak Lak, Lam Dong provinces, and Vietnam Paper Corporation directed the inspected units to assign focal officers to closely coordinate with the Inspection Team in providing records, information, and documents in a timely manner as requested so as not to affect the inspection progress; reports sent to the inspection team must be accurate, honest, and ensure complete content.
For the inspection team, strictly implement the approved plan, minimize the impact on the regular work of the inspected units; have a specific scientific work plan, clearly notify the plan and working time so that the units can proactively coordinate; the inspection content has a focus and key points. Members of the inspection team strictly comply with the assignment of tasks by the Head of the Team; evaluate the contents accurately, objectively, and have full legal basis before concluding; The Head of the inspection team thoroughly informs each member of the inspection team to strictly comply with the regulations when conducting direct inspections, discipline statements and keep information confidential.
