On the afternoon of July 17, at the Government Headquarters, Prime Minister Pham Minh Chinh received Mr. Thomas Vallely, former Director of the Vietnam Program at Harvard University (USA), Chairman of the Board of Trustees of Fulbright University and experts from Fulbright University Vietnam.

Speaking at the reception, Prime Minister Pham Minh Chinh expressed his pleasure in meeting Mr. Thomas Vallely again; said that since the last meeting with Mr. Thomas Vallely, the situation has changed a lot; therefore, he really hopes to discuss with him his assessment of the situation in the context of the strong development of Vietnam-US relations and many changes in the world...
The Prime Minister hoped that Mr. Thomas Vallely would share his advice with Vietnam in accordance with the situation; and thanked him for organizing a class for senior Vietnamese officials in the VELP Program.
The Prime Minister suggested that Mr. Thomas Vallely promote bilateral relations, focusing on the fields of education, training, information exchange, etc. This is valuable because the information exchanged between the two sides brings efficiency in Vietnam's economic management, while contributing to strengthening the cooperative relationship between the two countries.
The Prime Minister hopes that Mr. Thomas Vallely will share his assessment of the world and US economic situation as well as propose solutions and directions for Vietnam's development in the coming time.
The Prime Minister shared that in the first 6 months of the year, Vietnam's macro economy was stable, inflation was controlled, and major balances were ensured; this year, Vietnam ensured more adequate electricity supply; public debt, government debt, and foreign debt were under control. Thanking Prime Minister Pham Minh Chinh for taking the time to meet him, Mr. Thomas Vallely said that he regularly monitors and updates Vietnam's macroeconomic situation. According to him, Vietnam is facing many difficulties and challenges; although GDP growth averages about 6.5% per year, Vietnam has not yet fully exploited its potential. Vietnam is growing rapidly but facing long-term difficulties.
He also highly appreciated the Vietnamese students of the VELP Program. Expressing his desire to learn, analyze, and evaluate the challenges that Vietnam is facing, Mr. Thomas Vallely said that it is not just about stopping at the current growth rate of 6.5% but Vietnam needs to improve its growth model, apply technology... He also hopes that the Prime Minister will support the development of Fulbright University Vietnam.
On this occasion, the leaders of Fulbright University Vietnam assessed that the establishment of the school is a symbol of the relationship between the two countries; has a good position to contribute much to the Ho Chi Minh City high-tech park, develop emerging industries and fields; promote new initiatives in the field. artificial intelligence, bringing high value to Vietnam. University experts suggest that Vietnam should pay attention to developing infrastructure for digital economy, electric power, transportation, etc. To do so, Vietnam needs a clear legal framework.
Regarding some proposals of Mr. Thomas Vallely and Fulbright University Vietnam, Prime Minister Pham Minh Chinh requested ministries, branches, and Ho Chi Minh City to flexibly apply policies to create favorable conditions for people, businesses in general, and Fulbright University Vietnam to develop on the basis of compliance with the law.
Mr. Thomas Vallely expressed his gratitude to Prime Minister Pham Minh Chinh and Vietnamese ministries and sectors for supporting and creating favorable conditions for Fulbright University Vietnam to develop smoothly; he said that the strategic point for Vietnam is to be more successful economically in areas that have not been fully exploited. Fulbright University Vietnam wants to become a top university in technology.
Studies show that Vietnam needs to develop new technology fields. The economy is competitive, however, the Vietnamese economy needs to remove difficulties, obstacles, and barriers, especially in the energy sector, to develop green energy and new energy.

He emphasized that the issue is how the private sector is the driving force for technological growth. Mentioning that Vietnam needs to develop the semiconductor sector, he suggested that Vietnam needs to remove all barriers to develop important infrastructure for technological development, in which the world's new energy source comes from computing. To do so, we need electric power, promote AI, need greener electric power; need to connect strong computing capacity in Vietnam, have a cloud computing model.
He suggested that the Vietnamese government should change its approach to suit the situation. For example, Vietnam should build infrastructure similar to some countries in Southeast Asia following the US cloud computing development model to develop strongly. This field does not require a lot of investment, just need to change policies, then many large technology corporations will invest in Vietnam, helping to solve problems in the semiconductor industry. In addition, Vietnam needs to strongly develop the field of artificial intelligence, then Vietnam can participate in the world technology playground.
Thanking Mr. Thomas Vallely for his comments, Prime Minister Pham Minh Chinh stated that Vietnam is changing its economic model after 40 years of innovation, namely green economy, circular economy, digital economy, knowledge economy, sharing economy, rapid and sustainable development, based on science and technology, innovation, reducing the use of labor and resources. The greatest resource is people, so it is necessary to actively use them.
The Prime Minister said that in discussions with leaders of major US technology corporations such as NVIDIA, Apple, etc., Vietnam has agreed with the leaders of these corporations to bring cloud computing and research and development centers to Vietnam. The development model must be suitable for green economy and digital economy; barriers must be removed to rapidly develop technology. Vietnam will build a new economic model, taking advantage of the advantages of the 4.0 Industrial Revolution. Vietnam is gradually removing obstacles, building incentive policies, and attracting resources from outside to invest in this field.
The Prime Minister asked Mr. Thomas Vallely, Fulbright University Vietnam, to support Vietnam in the fields of intelligence, wisdom, and knowledge; help transfer technology, cloud computing; support investment in non-profit universities; train human resources, smart management, virtuous, talented, dedicated, and intelligent officials; digital management; and modern infrastructure, following green and digital trends.
Agreeing with Prime Minister Pham Minh Chinh, Mr. Thomas Vallely stated that Vietnam needs a more dynamic private sector in the technology field; Vietnam has strong human resources in Southeast Asia, even the best, however, the infrastructure is not yet developed. When Vietnam has the best infrastructure and an effective private sector, it will develop more smoothly.
Prime Minister Pham Minh Chinh emphasized the role of human resources, digital infrastructure, green infrastructure, and transport infrastructure. These three infrastructures need to be breakthroughs, mechanisms need to be removed, and public-private partnership resources need to be mobilized, especially in the private sector. To increase confidence in the sector, after August 1, 2024, a number of laws such as the Law on Credit Institutions (amended), the Land Law (amended), the Real Estate Business Law (amended), and the Housing Law (amended) will come into effect, contributing to promoting the development of the private sector.
The Prime Minister added that Vietnam is having to renew old growth drivers and promote new growth drivers, including digital economy, green economy, circular economy, green energy, and green transportation. The issue is how to prioritize resources. Through practice in the past few years, this is feasible for Vietnam, for example, issues related to land, energy, and digital economy. The Prime Minister expressed optimism about the development of Vietnam's economy in the coming years, which will be shaped in the coming years.
Thanking Prime Minister Pham Minh Chinh for his comments, Mr. Thomas Vallely expressed that Vietnam needs to focus on developing the cloud computing sector; assessing that Vietnam has the world's leading experts in artificial intelligence, thus having great potential for development in this field.
