Why does Dong Nai have a surplus of more than 940 billion to clear the land for Long Thanh airport?

The work has been basically completed, but Dong Nai has a surplus of more than 940 billion VND from the site clearance compensation project. The province will complete procedures to cancel the budget and return it to the central budget.

On December 17, according to news from the Dong Nai Department of Planning and Investment, in 2024, Dong Nai will be allocated more than 2,500 billion VND by the Central Government to implement the land acquisition, compensation, support, and resettlement project of Long Thanh airport.

To date, Dong Nai province has basically completed the project's tasks and has a surplus of more than VND940 billion, most of which is contingency funds. Dong Nai will complete procedures to cancel the budget and return all remaining funds to the central budget.

Of the above 940 billion VND, about 630 billion VND is reserved for compensation and support when reclaiming land and building the Loc An - Binh Son resettlement area to serve Long Thanh airport. The remaining amount is money for the vocational training project and job creation for people in the project area.

The reason Dong Nai province no longer needs to use this amount of money is because Long Thanh airport was originally a large project, the process of land acquisition, compensation, and resettlement caused many problems, so when making estimates, units had to set up large contingency costs.

Furthermore, the province cannot implement the vocational training project and create jobs for workers because most of the people affected by the construction of Long Thanh airport do not have a need for vocational training.

The land acquisition, compensation, support and resettlement project for Long Thanh airport has a total initial investment of nearly 23,000 billion VND, implemented from 2017 to 2021. Due to many reasons, the project's progress is not guaranteed. In November 2023, the National Assembly passed a resolution allowing the extension of the site clearance period for Long Thanh airport until the end of 2024. At the same time, the project's investment level was adjusted down to more than 19,000 billion VND.

Currently, thousands of households that gave up land for the airport have built houses and settled down in the Loc An - Binh Son resettlement area.

To build Long Thanh airport, Dong Nai province must reclaim 5,000 hectares of land from thousands of organizations and individuals. Of these, about 4,400 cases need resettlement.
