Businesses are tired of waiting for the red book
This is a fact pointed out at the meeting of the Da Nang City People's Council on July 29, when discussing policies to support businesses.
Speaking about the difficulties of businesses operating in industrial parks in the area, delegate Vu Quang Hung reiterated the concerns raised by businesses at a recent business dialogue conference.
According to Mr. Hung, many businesses in industrial parks in Da Nang reported that the delay in receiving red books made it difficult to invest in expanding production.
Mr. Hung requested the People's Committee of Da Nang City to direct the removal and settlement of long-standing problems in granting land use right certificates to companies doing business in industrial park infrastructure.
In addition, regarding the issue of construction planning, Mr. Hung said that most of the existing industrial parks were formed nearly 30 years ago. The detailed planning and industry zoning are no longer suitable for reality.
"Many businesses and investors are having difficulty in implementing investment project goals. The procedures for consulting with relevant departments and agencies are lengthy and time-consuming for businesses," said Mr. Hung.

Supporting businesses is supporting the city's economy.
This session of the Da Nang City People's Council lasted only half the usual length, but spent a lot of time discussing issues related to business support.
Discussions focused on resolving difficulties and policies to support businesses.
According to the report, from 2021 to present, the city has implemented 38 policies issued by the central government and 11 groups of local policies.
Delegate Luong Cong Tuan said that these policies are important, creating conditions for businesses to overcome difficulties after the pandemic, but there are still many limitations in policy making.
There are even cases where business support policies are lower than the central government's prescribed support spending.
Mr. Tuan cited policies such as the support level of the industrial promotion policy according to Resolution 324 of the City People's Council; the trade promotion support policy according to Decision No. 13 of the City People's Committee; the policy to support technological innovation in the field of intellectual property...
"We need to identify that supporting businesses is supporting the city's economy and be more bold in proposing policies that ensure both quantity and quality to support businesses. Only then can we avoid the situation where beneficiaries lack enthusiasm," said Mr. Tuan.
Mr. Tuan noted that civil servants must be dedicated in resolving policies and avoid the situation of "asking and giving" in resolving policies.
To thoroughly resolve the issue, Mr. Tuan noted the need to review policy implementation to promptly correct shortcomings.

Businesses are also "afraid" of support policies
Accepting the above opinions, however, Mr. Tran Chi Cuong, Vice Chairman of the People's Committee of Da Nang City, also pointed out the situation where businesses are "afraid" to access support policies from the budget.
Because there are some regulations in economic partnership agreements signed with international organizations, when businesses access budget capital, there will be issues of import and export control.
In addition, when enterprises receive support from the state budget, there will be some state inspection and audit activities for the supported industries, so enterprises are also hesitant. These are subjective reasons from the enterprises.
