The organizational structure of the Army has been adjusted between components and forces, in accordance with the established strategies and determination to protect the Fatherland.
On March 17, in Hanoi, Politburo members: Party Central Committee Secretary, Chairman of the Central Inspection Commission Nguyen Duy Ngoc, Head of the Inspection Delegation and General Phan Van Giang, Deputy Secretary of the Central Military Commission, Minister of National Defense, co-chaired Inspection Delegation Conference No. 1913 of the Politburo and the Secretariat to approve the Draft Report on Inspection Results for the Central Military Commission.
Also attending the Conference were members of the Inspection Delegation and representatives of the Central Military Commission and the Ministry of National Defense.
The Draft Report of the Inspection Delegation assessed that the Central Military Commission and the Central Military Commission Standing Committee have seriously and fully disseminated, with various forms, the implementation of Resolution No. 18-NQ/TW, Directive No. 35-CT/TW, Resolution No. 57-NQ/TW, Conclusion No. 123-KL/TW and documents of the Central Committee, Politburo, Secretariat (Central Committee documents) to 100% of cadres, party members, and soldiers, including Conclusion No. 127-KL/TW dated February 28, 2025; proactively, actively, and promptly issued many documents to lead and direct party organizations, agencies, and units to implement documents of the Central Committee and the Central Military Commission.
Specifically, 21 resolutions, conclusions, decisions, and directives; 1 project; 54 decisions, plans, instructions, and documents directing the entire army were issued.
The Central Military Commission and the Ministry of National Defense promptly developed inspection and supervision plans, assigned tasks for regular inspection and supervision of the implementation of Central documents; assigned functional agencies to assist the Central Military Commission Standing Committee in developing inspection plans and organizing implementation in subordinate party organizations in combination with comprehensive inspections and combat readiness inspections during holidays and Tet to grasp the situation of preparations for party congresses at all levels.
The General Department of Politics of the Vietnam People's Army has established working groups to inspect the preparation and organization of the congress at each level, promptly drawing experience from the preparation work to ensure the organization of the congress in accordance with procedures, principles and quality.
The Central Military Commission and the Central Military Commission Standing Committee have led and directed agencies and units throughout the army to thoroughly grasp and strictly implement Conclusion No. 16-KL/TW and Resolution No. 05-NQ/TW, and have achieved many important results, exceeding the set target by one year.

Agencies and units at all levels are adjusted in the direction of being streamlined, compact, and strong, reducing intermediate organizations, reducing military numbers, ensuring service, prioritizing military numbers for units performing combat training and combat readiness tasks, and gradually overcoming overlapping functions and tasks.
The system of schools, hospitals, research institutes, production facilities, repair shops, warehouses... has adjusted its organizational structure to meet the goals and requirements of assigned tasks.
In addition, the Central Military Commission and the Standing Committee of the Central Military Commission seriously and resolutely directed the preparation work for the 12th Party Congress of the Army for the 2025-2030 term and actively participated in giving opinions and drafting documents to be submitted to the 14th National Party Congress; directed and organized the implementation of personnel work close to reality, ensuring principles, standards, criteria, conditions, structures and numbers according to regulations; closely combined ideological work, organizational work and policy work, creating high consensus, contributing to improving the quality of personnel at all levels.
The Central Military Commission and the Ministry of National Defense urgently and promptly grasped, directed the review and development of the Project "Organization of local military agencies according to the 2-level local government organization model" according to Conclusion No. 127-KL/TW; resolutely led, directed, organized the implementation and achieved important results, which have fundamental significance to continue to carry out the tasks set out in Resolution No. 3488, Plan No. 536/KH-BQP to implement Resolution No. 57-NQ/TW; proactively deployed solutions to implement Resolution No. 01/NQ-CP; Allocate public investment capital in 2025 to reach 100% of the State-assigned plan, promptly urge units and enterprises to implement from the beginning of the year, strive to comprehensively complete military and defense tasks in 2025, contribute with all levels and sectors to determine to successfully achieve the economic growth target in 2025.
The inspection team also highly appreciated the Central Military Commission and the Central Military Commission's Standing Committee for their serious compliance, close and effective coordination throughout the inspection process; their attention to directing relevant party organizations and units to prepare reports and documents thoroughly and seriously as required; and their timely adjustment, supplementation of information, reports, and clarification of issues pointed out by the team during the inspection process.
The inspection delegation believes that the Central Military Commission and the Central Military Commission Standing Committee are actively and resolutely leading and directing the implementation of the tasks and solutions set out to quickly realize a number of important contents of Resolution No. 57.
Expressing gratitude and fully accepting the opinions and assessments of the Inspection Team in the draft report, General Phan Van Giang analyzed and clarified a number of limitations and shortcomings; at the same time, emphasized a number of specific activities of the Army.
In his concluding remarks, Chairman of the Central Inspection Commission Nguyen Duy Ngoc, Head of the Inspection Delegation, acknowledged and highly appreciated the achievements of the Central Military Commission and the Ministry of National Defense in the dissemination and implementation of resolutions, directives and documents of the Central Committee related to the inspected contents; agreed on a number of contents in the draft inspection results report; at the same time, suggested a number of issues related to the fields of economic-defense production, military science and technology, biotechnology, military medicine and pharmacy...; requested the Central Military Commission to continue to research, organize leadership and direct appropriate and effective implementation in the coming time.
On behalf of the Inspection Delegation, the Chairman of the Central Inspection Commission requested the Central Military Commission to continue promoting its strengths and achievements; focus on leading and directing the implementation of resolutions, directives and conclusions of the Central Committee, Politburo and Secretariat with a spirit of urgency and determination to achieve even greater results./.
