The Prime Minister requested that social housing does not mean building in the middle of nowhere; if commercial housing cannot be built, then build social housing. Priority must be given to social housing before commercial housing.
On the afternoon of March 6, Prime Minister Pham Minh Chinh chaired a national online conference on removing difficulties and obstacles and promoting the development of social housing.
Speaking at the conference, Prime Minister Pham Minh Chinh affirmed that the current demand for social housing is very large, so agencies must put themselves in the position of those in need to solve and implement tasks according to their functions, tasks and powers. In particular, localities have been assigned specific targets for social housing construction, and must consider this a political task, with the viewpoint of taking people as the center, the subject, people as the decisive factor for development, all policies must be directed towards people.
Regarding procedures, the Prime Minister said it is necessary to create mechanisms and policies, calling on businesses to act quickly, cutting down procedures, with the spirit of serving the people and the country.
“Why haven’t businesses done it yet? Is it because the government doesn’t dare to assign the work? Can we assign it directly to businesses, without going through bidding, as long as we ensure publicity, transparency, and prevent corruption, negativity, and waste? If we bid, we must ensure substance, no formality, no ‘blue team, red team’, to avoid a very long process, wasting time without achieving anything,” the Prime Minister asked.
From there, the Prime Minister requested local authorities to accompany and support contractors, not leaving them alone at the construction site. In addition, mobilize the participation of the entire political system.

“Social housing must have full infrastructure conditions for transportation, healthcare, education, sports, society, and environment like commercial housing, but the only difference is that the State has support policies,” the Prime Minister stated.
Speaking at the conference, Deputy Minister of Construction Nguyen Van Sinh said that, synthesizing reports from localities, nationwide, 1,309 locations with a scale of 9,737 hectares of land have been planned for social housing.
Accordingly, most localities have allocated enough land for social housing development. Many localities have paid attention to and allocated social housing land in convenient locations, near urban centers and industrial parks, ensuring technical and social infrastructure requirements such as: Dong Nai (1,064 ha), Quang Ninh (666 ha), Hai Phong (336 ha), Binh Duong (408 ha). However, Mr. Sinh also pointed out that some localities have allocated land for social housing development that is not commensurate with the demand.
According to Mr. Sinh, in 2024 alone, the whole country has 28 projects with a scale of 20,284 completed units; 23 projects with a scale of 25,399 units have been licensed and started construction; the number of projects approved for investment policy is 113 projects, equivalent to 142,450 units. Regarding the 2025 target, Mr. Sinh said that the construction of 100,000 social housing units will be completed, and at the same time, he proposed that the Prime Minister assign the Ministry of Construction to research and preside over the development of a pilot Resolution on specific mechanisms and policies on social housing development, including policies on selecting investors for social housing construction investment projects without bidding and a number of policies to remove obstacles in social housing development.
According to Prof. Dr. Hoang Van Cuong, National Assembly delegate of Hanoi City, real estate, especially social housing, will be the driving force for growth. The development of social housing not only addresses housing needs but also plays an important role in improving the quality of life and creating a sustainable socio-economic momentum.
From there, Mr. Cuong suggested that it is necessary to review the land use planning for social housing in localities. It is important to check whether localities have properly implemented this land allocation plan or not. Without close supervision, the implementation of social housing will continue to face obstacles, affecting both businesses and people with real needs.
In addition, social housing planning needs to be carried out in locations suitable for workers' living places, especially in densely populated areas. Currently, although some localities have allocated land for social housing, many locations are too far from the center, causing difficulties in accessing utilities and means of transport.
“Social housing needs to be located near areas with basic living conditions to ensure feasibility and efficiency,” said Mr. Cuong, adding that planning for social housing areas needs to be centralized instead of dispersed. If only small-scale projects with limited investment are implemented, it will be difficult to form residential areas with full necessary facilities such as healthcare, education and commerce.
In addition, Mr. Cuong also suggested that it is necessary to review and simplify administrative procedures related to social housing development. Because in reality, many businesses encounter many obstacles that hinder project implementation. With social housing, we can completely standardize the procedure for handling procedures and set specific processing times. This will help avoid unnecessary delays and reduce administrative burdens for businesses.
Referring to the fact that according to the Resolution of the National Assembly, the research on the establishment of a Social Housing Fund has been mentioned, Mr. Cuong proposed to officially form this Fund, using the money from the contribution of 2% of land use fees of social housing projects that enterprises pay. This fund will be used to invest in developing social housing in the future.
