Experts suggest that Hanoi build a shared database such as a transport and logistics exchange, and apply technology to help businesses improve their competitiveness.
The proposal was made at the workshop "Promoting logistics and linking development in the Capital region", within the framework of Techfest Hanoi 2023, on the morning of October 13.
According to Director of Hanoi Department of Science and Technology Nguyen Hong Son, to develop rapidly and sustainably and promote the growth model, Hanoi prioritizes high-tech manufacturing and industries with high added value, including logistics. This is considered a spearhead in the strategy for developing the service, trade and import-export sectors.
The Capital Region has great potential for development, but still faces challenges and needs a new direction. Mr. Son hopes that experts will advise on building an applied logistics model for the Capital, focusing on human resources to find solutions for industry development, infrastructure, technology connection, and linkage with other regions.

Dr. Le Thu Huyen, University of Transport, cited lessons from real urban logistics models in Regensburg (Germany), Spain or Bristol (UK) to see the common point of distribution centers needing to build platforms, information systems and smart operations. "Successful urban logistics models all need technological support," she said.
Ms. Huyen said that logistics infrastructure is the biggest problem for the capital region, long-distance transport connections depend on roads, and multimodal connections are still low. In the context of rapidly increasing demand for goods transport and logistics, the explosive development of e-commerce, unconnected infrastructure, lack of technology, facilities and fragmented legal institutions become "bottlenecks" for regional logistics services.
Accordingly, Dr. Huyen proposed developing a model of a hub and logistics center to serve the distribution of goods, clearly separating the demand for long-distance goods and regions. This solution is based on an urban logistics model that integrates applied technology and information management through a shared database, for example, a transportation and logistics trading floor. "It is possible to apply integrated logistics and scientific urban logistics models," she proposed.

Sharing the transformation goals in the transport sector, Mr. Do Cong Thuy, Vietnam Road Administration, proposed creating digital platforms to connect multimodal transport services, promoting digital transformation in transport enterprises. By 2030, a passenger and freight transport exchange will be established to enhance connectivity, provide convenient, safe and reliable transport services. "This solution helps reduce the rate of empty vehicles, reduce traffic congestion, environmental pollution, and reduce logistics costs," said Mr. Thuy.
Mr. Thuy also proposed to build a centralized model of shared data under the supervision of the Government, the Ministry of Transport and the Departments, Services and enterprises. The management system operates based on technology platforms such as artificial intelligence, Big Data and cloud computing, providing online monitoring tools on digital maps of all vehicles in real time, forming maps of traffic warnings, vehicle warnings and driving times.
To achieve the goal, experts also emphasize the role of human resources. Associate Professor, Dr. Trinh Thi Thu Huong, Vice President of the Vietnam Logistics Human Resources Development Association, cited data from the General Statistics Office, that by 2030, the demand for logistics human resources will reach 1 million, requiring about more than 54,000 workers each year. According to a survey by the Vietnam Logistics Service Enterprises Association in July 2021, there is still no high-quality source of logistics human resources.
Ms. Huong said that the Capital Region has many strengths such as the concentration of colleges and universities, many large commercial production enterprises and logistics enterprises. However, enterprises have not really focused on human resource development, and have not been interested in cooperating with schools to develop plans for human resource development needs for each type. This has led to scattered training. Therefore, Ms. Huong believes that in the Development Strategy of some provinces in the Capital Region, it is necessary to prioritize the development of high-quality human resources and support for logistics-related industries.
