Public sector AI applications face many challenges

DNVN - Although the application of AI in particular and the application of digital technology in general to public services in Vietnam has a lot of potential, it still faces many challenges. The success rate in applying AI to the activities of organizations and businesses is still quite limited.

Great potential but not effective

At the seminar "Assessing the overall landscape of artificial intelligence in the public sector in Vietnam" on March 18, Mr. Tran Anh Tu - Deputy Director of the Department of Science, Technology and Technology (Ministry of Science and Technology) emphasized that artificial intelligence (AI) is no longer a technology of the future but has been widely used. The Vietnamese Government is also aware of the role of AI. Resolution 57-NQ/TW of 2024 of the Politburo set a goal that by 2030, Vietnam will be among the top 3 countries in AI in Southeast Asia. This not only demonstrates a long-term strategic vision but also shows the determination to make AI a key technology in the digital transformation, contributing to the country's socio-economic development.

Currently, there are central and local government agencies that have initially applied AI to state management activities, providing public services in many forms such as virtual assistant systems in the field of public administration, facial recognition software in security and order, intelligent traffic monitoring systems...

Mr. Nguyen Quang Dong - Director of the Institute for Policy Studies and Media Development (IPS) acknowledged that the potential for AI applications in particular and digital technology applications in general in public services is huge. Technology can support leaders of state agencies, ministries, branches, and localities in management and decision-making. This is a huge space for Vietnam to continue to explore and apply in the coming time.

Support civil servants to directly do daily work to shorten tasks, increase work efficiency of local civil servants. At the same time, it has the effect of supporting and improving the quality of public services for Vietnamese people and businesses.

However, both Mr. Dong and Mr. Tu said that the application in Vietnam's public sector still faces many challenges. The success rate in applying AI to the activities of organizations and businesses is still quite limited.

Explaining this situation, according to Mr. Tu, Vietnam still lacks operational experts, and policy development has not kept up with the development of technology such as AI ethics and responsible AI application. Therefore, there needs to be an acceleration in policy development to keep up with the development.

In addition, there are difficulties in data connection and applications are not synchronized, so the application of AI tools in public services is still limited.

Assessing the effectiveness of using AI in Vietnam's public sector, Mr. Vo Xuan Hoai - Deputy Director of the NIC Innovation Center said that integrating new technology such as AI into an organization is not a simple matter.

"Many people think that applying new technology like AI to work today will be successful. However, AI is like many previous technology waves when penetrating into organizations as well as areas of the economy, requiring much more than technology.

It can be said that applying AI is not simple at all. Even if everyone is good at applying AI now, there is no guarantee that using AI in a business will be successful if all factors are not taken into account," Mr. Hoai shared.

According to Mr. Hoai, AI is a very special technology and different from all other technologies. This is a technology that changes and transforms. This feature is very important. The story of integrating AI and applying it to businesses and organizations or any organization, the ultimate goal is to completely change the operation of that organization for any activity.

To apply AI and integrate it with the destination will take a long time, completely changing businesses and organizations. Meanwhile, AI technology has not stopped, it is still developing very quickly.

Avoid blindly following technology trends

Experts believe that Vietnam has the opportunity to overcome challenges but needs a comprehensive plan on AI application strategy in the public sector.

Enhance digital technology capacity in state agencies through investment in data, data centers and high-performance computing systems for AI, while promoting training of human resources capable of developing and operating AI systems.

Build a clear legal framework and mechanism, issue regulations on accountability when using AI, ethical standards, risk management and privacy protection.

Developing public-private partnerships to encourage technology businesses and research organizations to participate in developing AI products and solutions for the public sector is essential.

In addition, it is necessary to promote open data, simplify administrative procedures related to data and invest in computing infrastructure and data centers serving AI.

Experts emphasized that Vietnam needs to apply AI selectively, practically and appropriately to actual conditions as well as specific needs in the public sector, avoiding blindly following technology trends to ensure real efficiency and public benefits.
