This is a familiar image and has great motivation for thousands of officers, engineers and workers who are working hard day and night at traffic construction sites.
The Prime Minister and leaders of relevant ministries and branches moved around like shuttles. During the trip, the Prime Minister listened and observed very carefully.
Then, he directly resolved the difficulties and problems at the scene, suggesting many important solutions.
At the meeting on July 13, when listening to Minister of Transport Nguyen Van Thang propose to increase the exploitation time at sand mines on the river from 7am to 7pm (the regulation is 7am to 5pm) to ensure the capacity to serve the construction site (70,000 - 80,000m3 of sand/day is needed, while the exploitation capacity has not reached 50%), the Prime Minister immediately said: "We will consider allowing more exploitation time to ensure sand for the construction site, not necessarily at 7pm".
With the scarcity of sand and stone in projects in the Western region, the Prime Minister understood and shared. He assigned project management boards to work closely with localities and cooperate closely.
"The Government will do whatever is within its authority," he said.
The Prime Minister emphasized not to spread false information about the Government's policy on sea sand. The Prime Minister suggested that the eastern provinces, which have the advantage of having many stone mines, should share with the western region to get sand supply.
According to him, each locality has its strengths and needs to share with other localities so that everything can improve together.
Working with the provinces, he is concerned about the intersections connecting the highway to residential areas, "to avoid the situation where after completing the highway, we have to open more expensive intersections like recently in some places".
The Prime Minister called for and highlighted the determination of the Mekong Delta provinces to complete 600km of highways in this term; an additional 600km in the next phase.
That is also the desire of 20 million people in the rice granary, fruit and fish and shrimp growing region of the West for generations.
It can be said that Prime Minister Pham Minh Chinh is the one who visits many key transport projects of the country. He goes to grasp the reality and to remove obstacles.
It is difficult to list all the trips of the head of government. It can be weekends, holidays, Tet and even during Tet, across the country.
Wherever he went, he listened and promptly resolved difficulties, directed specific solutions, and from there many bottlenecks were solved.
Thanks to that, the progress and quality of projects are guaranteed, many projects are completed months ahead of schedule.
To date, all 11 North-South expressway projects in the 2017-2020 period with a length of 653km have been put into operation, bringing the total number of expressway kilometers nationwide to more than 2,000km.
That result was achieved due to many reasons, but certainly the spirit of "only discussing action, not retreating" that the Prime Minister has repeatedly emphasized has spread to every cadre, engineer, and worker.
"Only work, no retreat", "brave the sun, overcome the rain", "work in 3 shifts, 4 crews"... are now not only the motto of the transport industry, but have truly spread widely.
Although there are still many difficulties, with what has been done, it can be said that the goal of 3,000km of expressway by 2025 is not far away.
