The Government Office has just issued Notice No. 114/TB-VPCP dated March 17, 2025, concluding the work of Deputy Prime Minister Le Thanh Long, Head of Inspection Team No. 03, on reviewing and removing difficulties and obstacles of 4 projects: Chi Thanh - Van Phong and Van Phong - Nha Trang under the North - South Eastern Expressway Construction Project in the 2021 - 2025 period, component project 1 and component project 3 under the Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project.

The announcement stated: The Resolution of the 13th National Party Congress continues to identify synchronous development of infrastructure as one of the three strategic breakthroughs (perfecting synchronous institutions, developing human resources and building a synchronous and modern infrastructure system); in which the goal is to strive to have 3,000km of expressways by 2025 and about 5,000km of expressways by 2030.

The Government and the Prime Minister have focused on directing and requesting relevant ministries, branches, localities, agencies, units, organizations and individuals to resolutely and synchronously implement solutions to strive to complete the target of 3,000km of expressway by the end of 2025, including 4 projects of Inspection Team No. 03: Chi Thanh - Van Phong and Van Phong - Nha Trang sections of the North - South Eastern Expressway, component project 1 and component project 3 of the Khanh Hoa - Buon Ma Thuot Expressway with a total length of about 199.3km (accounting for about 20% of the total number of expressway kilometers to be completed in 2025).

Therefore, the completion of these four projects is of utmost importance, contributing to the achievement of the goals set by the 13th National Party Congress; at the same time, promptly promoting the effective exploitation of these important expressway projects to serve the socio-economic development of localities in the area, region and the whole country.

The Deputy Prime Minister acknowledged, commended and highly appreciated the efforts of the Ministry of Construction, ministries, branches, localities, investors, contractors, and supervision consultants who have made efforts, actively coordinated closely to implement the projects, proactively removed obstacles to promote the progress of the projects; especially thanked the local people for giving up land and housing for the projects. Up to now, the projects have basically completed the site clearance and relocation of technical infrastructure works; ensured the reserves and quality of construction material supply; of which 3 out of 4 projects have shortened the progress, completed 70km (out of the total length of 83km) of the Van Phong - Nha Trang project; the Chi Thanh - Van Phong project reached 70% of the contract value...

In addition to the achieved results, the implementation process still has some tasks and tasks that have not been completed as planned and have not ensured the set progress. In particular, the site clearance and relocation of technical infrastructure in Khanh Hoa and Dak Lak provinces of the Khanh Hoa - Buon Ma Thuot project have not been completed according to the direction of the Prime Minister (the section through Khanh Hoa province still has 40 households with a total length of 2.2 km, 3 high-voltage power lines are being relocated; the section through Dak Lak province still has 10 hectares of site clearance, 1 high-voltage power line location). The construction progress of component projects 1 and 3 of the Khanh Hoa - Buon Ma Thuot expressway and the Chi Thanh - Van Phong project have not been as expected, while the remaining workload is very large.

Clearly identifying the completion of the four projects in 2025 as a particularly important political task, Deputy Prime Minister Le Thanh Long requested the Ministry of Construction, relevant ministries, agencies, local People's Committees, investors, contractors, supervision consultants, relevant organizations and individuals to urgently and seriously implement the tasks and solutions set out to complete the four projects on schedule, ensuring quality, safety, efficiency and compliance with regulations.

In particular, the People's Committees of Khanh Hoa and Dak Lak provinces continue to be determined and resolute in propagating and mobilizing people to promptly hand over the site and direct the acceleration of the relocation of technical infrastructure works, completing and handing over the entire site before March 31, 2025 according to the direction of the Prime Minister and the commitment of the Provincial Leaders at the 16th meeting of the State Steering Committee for important national and key projects of the Transport sector.

Increase human resources, construction equipment, and financial resources to organize construction in 3 shifts and 4 shifts.

The Ministry of Construction, Khanh Hoa Provincial People's Committee, Dak Lak Provincial People's Committee (as the governing body) direct investors, consultants, and contractors to update the overall construction progress and detailed construction progress, clearly defining the "critical" path to complete the projects in 2025 (there must be solutions to compensate for the delayed volume, reserve time in case of unfavorable weather conditions); increase human resources, construction machinery and equipment, and financial resources to organize construction in 3 shifts and 4 teams to ensure the completion of projects according to the set plan; strengthen periodic and surprise inspections, urge investors, contractors, and related units to deploy to ensure quality, safety, efficiency, and compliance with legal regulations.

At the same time, direct to speed up the implementation of the remaining items of the intelligent traffic management system, toll stations, vehicle load control works, and rest stops to complete synchronously when putting the works into operation; strengthen inspection, supervision, and prevention of corruption, negativity, and waste.

Timely handling of contractors behind schedule

Investors, contractors and related units urgently mobilize financial resources, machinery, equipment, proactively gather sufficient supplies, materials, etc., work overtime, take advantage of favorable weather conditions to speed up construction progress, promptly handle contractors behind schedule, and ensure the set schedule.

Strengthen inspection and closely monitor construction quality to ensure compliance with the requirements of the project's design documents and technical instructions; ensure traffic safety, labor safety, and environmental sanitation; absolutely do not lose labor safety and traffic safety; review and thoroughly handle existing local items that have been pointed out by the State Inspection Council for Construction Acceptance during site inspections.

The Ministry of Agriculture and Environment urgently reviews legal regulations to guide the settlement of issues related to the return of excess material dumping sites after the completion of construction works for traffic projects in general and component project 3 of the Khanh Hoa - Buon Ma Thuot project in particular.

The Ministry of Industry and Trade coordinates and supports localities in relocating high-voltage power lines to meet required progress.

The Ministry of Construction, as the standing agency of Inspection Team No. 03, continues to proactively monitor and grasp the progress of project construction, coordinate with the Government Office to urge competent agencies to perform tasks, promptly synthesize and report to competent authorities to resolve difficulties and problems, ensuring progress, quality, safety and efficiency.

Deputy Prime Minister Le Thanh Long also assigned specific tasks to each project. Specifically:

(1) Chi Thanh - Van Phong Project : The Ministry of Construction is responsible for directing the investor and contractor to organize construction to ensure the completion of the project in 2025, paying attention to strengthening construction teams, proactively providing materials for roadbed filling; proactively coordinating materials between bid packages to ensure sufficient materials to complete the roadbed loading work in March 2025 (calculating necessary technical solutions to shorten the waiting time for subsidence).

For sections that do not require weak ground treatment, focus on accelerating construction progress to complete in September 2025.

(2) Van Phong - Nha Trang Project : The Ministry of Construction directs investors and contractors to complete all relevant procedures to hand over and put into operation the last 70km of the route on April 30, 2025; take advantage of favorable weather conditions, organize construction in "3 shifts, 4 teams" to complete the entire 13km of the first section of the route, ensuring the goal of completing the entire route by June 30, 2025.

(3) Component 1 project of Khanh Hoa - Buon Ma Thuot Expressway: Khanh Hoa Provincial People's Committee directed to focus on leadership, direct resolutely, resolve difficulties to hand over the remaining 2.2km of land due to 40 households, at the same time proactively and prepare for forced eviction plans; speed up the relocation of 3 locations of 220KV power lines. Complete the handover of the entire land in March 2025 in accordance with the direction of the Prime Minister.

The investor and contractor updated the progress and organized construction in "3 shifts, 4 teams" to complete the roadbed, foundation, traffic safety items, etc. to ensure the goal of completing the first 20km of the route in 2025 as planned.

(4) Component 3 project of Khanh Hoa - Buon Ma Thuot Expressway : Dak Lak Provincial People's Committee directed to urgently complete site clearance procedures for the additional 10ha and accelerate the relocation of the 500kV power line; directed the Department of Agriculture and Environment to handle procedures for contractors to lease Ea Kenh mine land; guided investors, contractors, and district People's Committees on procedures to hand over the project's excess material storage sites for management according to regulations. Progress is expected to be completed in March 2025.

Investors and contractors must urgently update the progress accordingly, must not be negligent or subjective because this is a section of the route through an area with unfavorable weather conditions, the rainy season comes early (June every year); focus on accelerating construction, organizing construction in "3 shifts, 4 teams" to ensure the completion of the entire lower asphalt concrete layer before the rainy season. Absolutely do not let weather conditions affect the goal of completing the project in 2025 as directed by the Prime Minister.
