From December 1, the fee for changing driver's license online is 115,000 VND.
From December 1, 2023, Circular 63/2023/TT-BTC amending the Circular regulating fees and charges to encourage the use of online public services issued by the Minister of Finance will officially take effect.
In particular, Circular 63/2023/TT-BTC has regulated the fee for online driver's license exchange.
Specifically, in case organizations and individuals submit applications for new issuance, re-issuance, or exchange of driving licenses (national and international) online:
- From December 1, 2023 to December 31, 2025, the fee is 115,000 VND/issuance.
- From January 1, 2026 onwards, the fee collection rates specified in the Fee and Charge Rate Schedule issued with Circular 37/2023/TT-BTC will apply.
Thus, from December 1, 2023, individuals who change their driver's license online will have to pay 115,000 VND/time of issuance.
Currently, the fee for issuing and exchanging driving licenses (national and international) directly is 135,000 VND/issuance.
Regulations on procedures for changing driving licenses issued by the Department of Transport
Specifically, Article 38 of Circular 12/2017/TT-BGTVT (amended in Circular 01/2021/TT-BGTVT) stipulates the procedures for exchanging driving licenses issued by the Department of Transport as follows:
(1) Application for changing driver's license issued by the Department of Transport, including:
- Application for changing driving license according to the form prescribed in Appendix 19 issued with Circular 12/2017/TT-BGTVT;
- Health certificate of the driver issued by a competent medical facility as prescribed, except for the following subjects:
People with driving license class A1, A2, A3;
People who need to separate a limited-term and unlimited-term driving license;
- Copy of driver's license, identity card or citizen identification card or valid passport with the identity card number or citizen identification card number (for Vietnamese) or valid passport (for foreigners, Vietnamese people residing abroad).
(2) Individuals prepare 01 set of documents according to the provisions in (1), send directly or via the online public service system to the Vietnam Road Administration or the Department of Transport.
(3) In case of direct submission of documents, the driver must take a photo directly at the driving license issuing agency when coming to carry out the driving license exchange procedure and must present the originals of the above documents for comparison, except for the documents specified in Point a, Point b, Clause 1, Article 38, Circular 12/2017/TT-BGTVT.
(4) In case of submitting documents via the online public service system, individuals must declare according to the instructions and be responsible for the accuracy and legality of the declared content; when receiving a driver's license, the old driver's license must be returned for filing.
(5) The return of driving licenses is made at the agency receiving the application or through the public postal service at the request of the individual; in case of submitting the application via the online public service system, the driving license is returned to the correct individual exchanging the driving license.
Note: The following cases are not allowed to change driver's license:
- Temporary foreign driving license; international driving license; foreign, military, or police driving license that has expired according to regulations, has been erased, torn, or no longer has the necessary elements to exchange the driving license, or has differences in identification; foreign driving license not issued by a competent authority;
- Driver's license of the Department of Transport but not in the driver's license information system, list of driver's license issuance (management book);
- People who do not meet health standards according to regulations.
- Vietnamese people with foreign driving licenses who stay abroad for less than 03 months and the stay period is not consistent with the driving training period of the country that issued the driving license
