Hanoi Department of Transport announced a change in the location for receiving and returning results of administrative procedures (the "One-stop" department) and stopped receiving procedures for testing, issuing, and exchanging road motor vehicle driving licenses.
Specifically, from March 5, the department of receiving and returning administrative procedure results of the Department of Transport (merged with the Department of Construction) moved to the Tay Ho Public Administration Service Center Branch, floors 1, 2, 3 of the inter-agency building at 258 Vo Chi Cong and 657 Lac Long Quan, Xuan La ward (Tay Ho district).

Administrative procedures related to testing and granting of road motor vehicle driving licenses are transferred to Hanoi City Police for implementation.
Thus, the department of receiving and returning administrative procedure results of the Department of Transport at 2 Phung Hung (Ha Dong district) and 16 Cao Ba Quat (Ba Dinh district) will receive and process procedures until February 28.
The department receiving and returning results of handling administrative procedures at the district level is authorized by the Department to carry out administrative procedures for granting and exchanging driving licenses (including 13 districts, towns: Ung Hoa, My Duc, Phu Xuyen, Dong Anh, Son Tay town, Nam Tu Liem, Dan Phuong, Long Bien, Soc Son, Me Linh, Thanh Oai, Quoc Oai, Ba Vi) to directly receive documents until 11:00 a.m. on February 28 and synchronize data, hand over documents to the Hanoi Department of Transport before 2:00 p.m. on the same day to hand over to the City Police.
Previously, the Vietnam Road Administration sent a telegram to the Department of Transport of provinces and cities; driver training facilities; and driver testing centers regarding the handover of state management of testing and granting driving licenses.
According to the Vietnam Road Administration, implementing Conclusion No. 121/2025 of the Party Central Committee on summarizing the implementation of Resolution No. 18 on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient, and Resolution No. 190/2025 of the National Assembly on handling a number of issues related to the reorganization of the state apparatus, on February 27, the Ministry of Transport and the Ministry of Public Security signed a record of handover of management tasks on testing and granting driving licenses.
