Recently, the Department of Education and Training of Thanh Hoa province met and agreed to issue disciplinary action against the two principals of Thanh Hoa Provincial Boarding High School for Ethnic Minorities and Ngoc Lac Boarding High School for Ethnic Minorities (Thanh Hoa).
The results of the inspection and review by the Department of Education and Training of Thanh Hoa province and related authorities showed that in the 2022-2023 school year, Thanh Hoa Ethnic Boarding High School enrolled 181 students (1 extra quota due to being admitted after the re-examination). However, only 28 students were admitted correctly, the remaining 153 students were not. The amount of money spent on the above students was 2.725 billion VND. Meanwhile, at Ngoc Lac Ethnic Boarding High School, the number of students who were incorrectly enrolled was 120 students, the amount of money violated was 2.146 billion VND.
The Department of Education and Training of Thanh Hoa province determined that the reason for the wrong enrollment was that many villages and hamlets in mountainous districts of Thanh Hoa province had been removed from the extremely difficult areas (Decision 861/QD-TTg dated June 4, 2021 regulating the approval of the list of regions III, II, I in mountainous ethnic minority areas and Decision 433/QD-UBDT dated June 18, 2021 of the Ethnic Committee on approving the list of extremely difficult villages and hamlets in the ethnic minority plains), but the above schools still recruited students from areas that had been removed from the list.
According to the schools' reports, in the admissions guidelines of the Department of Education and Training of Thanh Hoa province, there is an unclear section on the admission objects. When checking the list of candidates, although it was clearly stated in the notes section that the students are in priority categories such as: Ethnic minorities, ethnic minorities in particularly difficult areas, Kinh ethnic groups in area 135, the school did not receive feedback from the department about the incorrect objects.
When reviewing the admission list, the school also did not receive any feedback from the Department of Education and Training of Thanh Hoa province about the incorrect candidates and the department had approved the admission list for the school...
To remedy the consequences, all students who were incorrectly admitted for the 2022-2023 school year have stopped receiving subsidies since January 2025. However, because these students are currently in grade 12, the schools still create conditions for them to continue completing their studies and taking the graduation exam. Regarding the nearly 5 billion VND incorrectly granted to hundreds of students of the above 2 schools, the Department of Education and Training of Thanh Hoa province requires the Admissions Council to take responsibility for remedying the situation.
According to the reporter's investigation, in the 2021-2022 and 2022-2023 school years, many Ethnic Minority Boarding Secondary Schools in mountainous districts of Thanh Hoa province also recruited the wrong students. Currently, the schools have stopped subsidizing and allowed the above students to return to their localities to continue studying.
