At a working session with Deputy Prime Minister Tran Hong Ha, Dong Nai province leaders said they would basically complete procedures to exploit enough soil and rock for the Bien Hoa - Vung Tau expressway and Long Thanh airport in February.
On February 13, Deputy Prime Minister Tran Hong Ha had a working session with the People's Committee of Dong Nai province, the Ministry of Transport, the Ministry of Natural Resources and Environment, and investors of the Long Thanh airport project, Bien Hoa - Vung Tau expressway, and Ho Chi Minh City Ring Road 3 on the supply of construction materials for key projects.

Reporting to the working group, Deputy Minister of Transport Le Anh Tuan said that the Southern region is implementing 15 key transport projects. Many of these projects are entering the peak phase to be completed in 2025, so the demand for earth and construction stone materials is increasing.
The Long Thanh airport project alone needs about 4.9 million cubic meters of rock in 2025, while component 1 and component 2 of the Bien Hoa - Vung Tau expressway project still lack about 4 million cubic meters of fill.
However, supply is limited due to factors such as mining capacity and transportation waiting time. In addition, transporting large volumes of materials will also put great pressure on the transportation system in the region.

The Ministry of Transport also requested that localities continue to pay attention to, regulate, and ensure traffic so that vehicles serving construction and transporting materials can move smoothly and safely.
To ensure the progress of the projects, the investors also recommended that Dong Nai province and relevant agencies carry out procedures to extend and increase the capacity of stone quarries in the province in February so that they can start supplying construction stone for the projects from the beginning of March.
The demand for filling stone for Long Thanh airport, especially the parking lot package next to the terminal package, is very large.
Mr. Nguyen Tien Viet, Deputy General Director of Vietnam Airports Corporation (ACV), said that most of the important items of Long Thanh airport currently require a huge amount of rock for filling, about 4.9 million m3. Of which, the parking lot package needs about 2 million m3 of rock, the connecting road package needs about 2,00,000 m3...
ACV proposed that Dong Nai province increase capacity, increase mining capacity, and add more production lines at mines to meet the project's needs. Along with that, it is necessary to extend the time for transporting materials because every day, more than 1,000 trucks of 20-25 tons are needed to transport materials to meet the material needs of the Long Thanh airport project.
Similarly, ACC contractor constructing Long Thanh airport also hopes that the locality will soon support procedures related to mining to meet the needs of the airport project.
As for the Bien Hoa - Vung Tau expressway project, contractor Truong Son proposed that Dong Nai province quickly complete procedures for lowering the mine foundation in the shortest time possible, in time for exploitation and completion of the expressway foundation in the dry season.

Dong Nai must complete quarry extension procedures in February
Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee, said that in order to mobilize soil and rock resources for key projects, Dong Nai is focusing on removing difficulties and obstacles in procedures and land for soil and rock mining projects in the area. Establishing procedures to extend mining licenses for 5 expired quarries; increasing the capacity of some soil and rock mines according to specific mechanisms. Continuing to work with units to grasp the demand for construction soil and rock in terms of types and quantities by week and month to promptly organize supply, ensure traffic as well as protect the environment.
According to Mr. Duc, Dong Nai currently has 44 valid mineral exploitation licenses. By the end of 2024, the remaining construction stone reserves are nearly 294 million m3, with an exploitation capacity of 22.7 million m3/year. Construction sand has a remaining reserve of 3.6 million m3, with an exploitation capacity of 0.5 million m3/year. Filling materials have a remaining reserve of 0.8 million m3, with an exploitation capacity of 0.06 million m3/year.
Dong Nai province has calculated and planned to explore and exploit 26 construction stone areas with an area of 714ha, with an estimated reserve of 56 million m3. Construction sand is planned to explore and exploit 3 areas with an area of 84ha, with an estimated reserve of 2 million m3. Filling materials are exploited in 89 areas with an area of 149ha, with an estimated reserve of 56 million m3.
Through reviewing the licensed reserves for exploitation in Dong Nai compared to the current demand for construction materials, only construction stone can meet the demand. The remaining minerals such as construction sand, filling sand, and embankment soil have not met the demand.
According to contractors, the embankment work on the Bien Hoa - Vung Tau expressway must be carried out quickly and completed before this year's rainy season.
Mr. Duc said that he has agreed with the Ministry of Transport and the Ministry of Natural Resources and Environment to adjust the investment certificates for stone mining projects according to the registered volume of the investors. At the same time, he directed the Department of Planning and Investment to complete before February 18. Regarding the procedure to extend the exploitation period of 5 stone mines, the province also assigned the competent authorities to complete before February 28.
"The province will continue to work with the working group of the Ministry of Natural Resources and Environment to remove difficulties and obstacles in February so that stone mines can be exploited according to special mechanisms and supplied to projects in March 2025," said Mr. Duc.

A representative of Dong Nai Province Police said that National Highway 51 is currently overloaded with traffic ranging from 40,000 to over 100,000 vehicles per day. However, since Decree 168 took effect, public awareness has increased and accidents have decreased.
"The traffic police have mobilized their forces, especially during rush hours, to regulate traffic and help vehicles move more smoothly, including vehicles serving the project. The local police have also ensured that there are no difficulties for vehicles. There are no road restrictions on the sections leading to the airport and highway. When the contractor makes a request, the force will also support and immediately resolve difficulties," the provincial police leader informed.
According to plan, in February, the procedures for filling land for Bien Hoa - Vung Tau expressway and other projects will be completed.
Concluding the working session, Deputy Prime Minister Tran Hong Ha said that key projects in Dong Nai province play a very important role, so Party, State and people leaders are very interested.
The Deputy Prime Minister requested that investors review the demand to have an accurate report. The Ministry of Transport will compile a report to the Prime Minister and accurately monitor the registered demand data.
For Dong Nai province, based on the registration needs of investors, the Chairman of the Provincial People's Committee must direct relevant units to complete procedures to increase capacity and extend the exploitation of stone mines before February 18.
"The province should establish a working group, simultaneously carry out necessary procedures and invite relevant ministries to participate to quickly resolve the issue," Deputy Prime Minister Tran Hong Ha suggested.
The Deputy Prime Minister also agreed to add the Long Thanh airport and Ho Chi Minh City Ring Road 3 projects to the list of projects that are subject to special mechanisms on construction materials, based on the principle of strictly implementing regulations on special mechanisms and avoiding loss and waste. The Ministry of Transport will complete the procedures to add the two projects subject to special mechanisms on construction materials to report to the National Assembly.
At the meeting, Deputy Minister of Transport Le Anh Tuan said that the Ministry of Transport proposed that the fuel pipeline to the border outside Long Thanh airport be assigned to the People's Committee of Dong Nai province to call for investment. Similarly, the construction of the airport city, the construction of hotels, resorts, entertainment and services will also be assigned to Dong Nai. In particular, the airport industrial park will also be assigned to Dong Nai.
Regarding this content, Dong Nai province leaders said they are planning the area around the airport and calling on investors to build restaurants, hotels, and services within a 10km radius.
