Turn competitors into partners
In his speech, Prime Minister Pham Minh Chinh affirmed that having experienced much pain, sacrifice and loss from many wars, divisions, sieges and embargoes in the last century, Vietnam understands and appreciates the value of peace, cooperation and development.
With the spirit of "putting the past behind, overcoming differences, promoting similarities, and looking towards the future", through perseverance, effort and tireless efforts, Vietnam has turned enemies into friends, transformed confrontation into dialogue, both cooperated and fought, turned opponents into partners, and is considered by international friends as a model of cooperation, overcoming and reconciling after the war for the common development and prosperity of all parties.
Prime Minister Pham Minh Chinh said that only trust, sincerity and solidarity on a global scale, with the role of the United Nations (UN) and the active participation of all countries, can help the international community join hands to resolve difficulties, overcome challenges, promote peace, cooperation and prosperous development around the world, bringing happiness and prosperity to all people.

Assessing the current difficulties and challenges, the Prime Minister said that the world is currently hiding serious crisis factors in terms of trust, multilateral cooperation, principles and resources. The Prime Minister emphasized the task and responsibility of world leaders to work together to strengthen trust, sincerity, enhance solidarity, promote multilateral and bilateral cooperation; effectively respond to global and national challenges, promote sustainable development, taking people as the center, the subject, the goal, the driving force and the resource of development.

Strengthening strategic trust
To do that, Prime Minister Pham Minh Chinh suggested that the international community focus on implementing five main groups of global solutions, with a national, comprehensive, holistic and inclusive approach.
Firstly, we need to take sincerity and strengthen strategic trust as a premise, and raise the level of responsibility of nations as a foundation, in which major countries play a very important and pioneering role in cultivating trust, spreading sincerity and a sense of responsibility.
The second is a global solution to promote solidarity, international cooperation, multilateralism, uphold the central role of the United Nations, and support the Plan for promoting sustainable development goals; at the same time, it is necessary to replace division with unity, dialogue with confrontation, and cooperation with isolation.
Third is the nationwide solution to promote people-centered policies, which are the goal, subject, driving force and resource of sustainable development in all policy-making processes and in action; leaving no one behind.
Fourth, it is necessary to promote comprehensive economic, political and social solutions to ensure stability, security and safety, including building and transforming green economic models, digital economy, circular economy, sharing economy, knowledge economy, promoting innovation and startups, reducing trade and investment barriers, strengthening free trade agreements, and reforming international financial and monetary institutions.
Fifth, it is necessary to unblock, mobilize and effectively use resources; promote self-reliance, self-reliance, continuous innovation, and effectively promote all potentials and strengths; at the same time, developing and underdeveloped countries, especially those suffering severe consequences of climate change, natural disasters and epidemics, need support in finance, technology, human resource training and coordination management.
Prime Minister Pham Minh Chinh affirmed that Vietnam will continue to persevere in its foreign policy of independence, self-reliance, diversification and multilateralization; be a good friend, a reliable partner of all countries and an active and responsible member of the international community; and will contribute more strongly and responsibly to the priorities of the United Nations, including promoting participation in peacekeeping, striving to achieve net zero emissions by 2050, both ensuring domestic food security and contributing to ensuring global food security.
Recalling the development history and current position of Southeast Asia, Prime Minister Pham Minh Chinh affirmed his commitment to working with countries in and outside the region to maintain peace, stability, security, safety and freedom of navigation in the East Sea on the basis of international law, the 1982 United Nations Convention on the Law of the Sea (UNCLOS); to exercise restraint, avoid unilateral actions, and resolve disputes and differences through peaceful and cooperative measures, including fair diplomatic and legal processes.
After Prime Minister Pham Minh Chinh finished his speech, many international friends congratulated the Prime Minister, expressed their gratitude for Vietnam's positive and responsible contributions and highly appreciated Vietnam's role and position in the region and the international arena./.
