Accordingly, the Provincial Party Standing Committee requested Party committees at all levels, Party organizations, and collective leadership of agencies and units to deploy and disseminate Regulation No. 142 to all cadres and Party members.
At the same time, lead and direct the implementation of Regulation No. 142 to ensure the principle of the Party's unified leadership of all personnel work, the principle of democratic centralism, impartiality, objectivity, publicity, transparency, maintaining internal solidarity, promoting the responsibility of the head and Party committee, Party organization, and collective leadership of agencies and units in introducing candidates for election, appointing deputies of the head; electing additional members of the Standing Committee of the Party Committee at the same level; appointing and dismissing subordinate leaders directly under their management.
Party committees and collective leaders of leadership agencies must strictly implement regulations on personnel work, regulations on controlling power and preventing corruption and negativity in implementing pilot regulations on delegating power and responsibility to leaders in personnel work.
The head may or may not exercise the assigned authority and responsibility in introducing candidates for election, appointing deputies; introducing candidates for election to the Standing Committee of the Party Committee; appointing and dismissing direct subordinate leaders as prescribed in Articles 3, 4 and 5 of Regulation No. 142 and is responsible for his/her decisions even after transferring jobs or retiring.
Party committees, party organizations, and collective leadership of agencies and units must discuss and report to the Provincial Party Committee Standing Committee before piloting the delegation of authority and responsibility to leaders in personnel work for cadre positions under the management of the Provincial Party Committee Standing Committee (implemented simultaneously with requesting approval for staff consolidation).
The Provincial Party Standing Committee assigned the Provincial Party Committee's Organizing Committee to preside over and coordinate with relevant agencies to guide, inspect, supervise, summarize, and evaluate the results of the pilot implementation of this regulation and report to the Provincial Party Standing Committee.
Party committees, party organizations, and collective leadership of agencies and units shall implement and annually report results to the Provincial Party Committee Standing Committee (through the Provincial Party Committee's Organization Committee) for monitoring and direction.
According to Regulation No. 142, the pilot delegation of authority to the head in personnel work is carried out according to three principles: (1) Ensuring the Party's unified leadership in personnel work and management of the cadre team; the principle of democratic centralism; impartiality, objectivity, openness, transparency, and maintenance of internal solidarity; promoting the responsibility of the head and the Party Committee, Party organization, and collective leadership of the agency or unit in the political system. (2) The head may or may not exercise the authority assigned under this Regulation and is responsible for his or her decisions. (3) The Party Committee, Party organization, and collective leadership of the agency or unit have the authority to review and implement the personnel work process for personnel introduced by the head according to regulations.
