Deploying electronic health books and issuing criminal records nationwide

On October 2, Prime Minister Pham Minh Chinh chaired an online conference on the implementation of electronic health records and issuance of criminal records via the VneID application nationwide. The conference was held online to 63 provinces and cities nationwide.

Attending the conference at the Son La province bridge, there were comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of departments, branches, units, members of the Provincial Steering Committee 1168. The conference was broadcast online to the bridge points of districts, cities, communes, wards and towns.

As a standing agency, the Ministry of Public Security has coordinated with the Ministry of Justice, the Ministry of Health, the Vietnam Social Security, and local People's Committees to prepare legal conditions, technology infrastructure, data, and resources to deploy electronic health books and issue criminal records on VneID.

The Ministry of Health has created more than 32 million health records for people, of which more than 14 million citizens have integrated electronic health records on VNeID with 12,518/12,693 health insurance examination and treatment facilities and synchronized through Vietnam Social Security to integrate into VneID. The Ministry of Public Security in coordination with Vietnam Social Security and the Ministry of Health have created and integrated 911,696 data on referral papers and 2,629,117 data on re-examination appointment papers on VneID to be ready for nationwide publication.

Through the pilot implementation in Hanoi, the City People's Committee has created 2.5 million electronic health books for people with 48 information fields. The implementation of electronic health books helps people monitor their health status, reduce administrative procedures, and annually save an estimated 1,150 billion VND in medical records for 230 million people.

Regarding the implementation of issuing criminal records, after 4 months of pilot implementation in Hanoi and Thua Thien Hue, it has received support from the people. It is estimated that issuing criminal records on VneID will help save about 400 billion VND for the people and society. The Prime Minister has directed the expansion nationwide from October 1, 2024 to June 30, 2025. The Ministry of Public Security has coordinated with the Ministry of Justice to issue the implementation process.

Speaking at the conference, Prime Minister Pham Minh Chinh requested the Ministry of Public Security to take the lead in developing Government regulations on controlling data creation of localities, actively perfecting the Data Law, and coordinating with the Ministry of Justice to submit it at the 8th Session of the 15th National Assembly.

The Ministry of Health shall preside over and coordinate with the Vietnam Social Security to issue specific instructions on the implementation of electronic health records; the Vietnam Social Security shall continue to ensure infrastructure and provide technical guidance to medical facilities to implement the interconnection of electronic health records, referral papers, and re-examination appointment papers. The Ministry of Justice shall promptly clean up data in the criminal record database; coordinate with the Ministry of Public Security, the Court, the Procuracy and relevant units to synchronize data on criminal records, data on judgments, and serve the issuance of criminal record certificates.

The Prime Minister requested the People's Committees of provinces and cities to study and commit to the Government to seriously implement the pilot implementation of issuing criminal records via VneID, direct the review and cleaning of data, maintain data that is always "correct, complete, clean, and alive" on criminal records, criminal records, and criminal record deletion, and move towards synchronization, shortening the time for issuing certificates and handling administrative procedures for people. Step up propaganda and guidance for people to use electronic health books instead of paper health books; propose to integrate all types of documents on the VNeID application, pay attention to investing in developing digital infrastructure, thereby bringing practical benefits to people, businesses, and in State management.
