Kinhtedothi - On November 13, the People's Committee of Hoa Binh province held a meeting to deploy the Emergency Project to prevent and overcome the consequences of natural disasters at km 27+750 and km 28+400 of Road 435; the Inter-regional connecting road project from Ho Chi Minh Road, Thanh Hoa province to National Highway 6 and CT03 Expressway.
Accordingly, the inter-regional connecting road project from Ho Chi Minh Road, Thanh Hoa Province to National Highway 6 and Hoa Binh - Moc Chau Expressway (CT03) through Hoa Binh Province is implemented in accordance with the spirit of Resolution No. 420/NQ-HDND, dated August 30, 2024 of the Provincial People's Council on adjusting the medium-term public investment plan for the period 2021-2025 and unifying the list of projects allowed to carry out investment procedures.
The Provincial People's Committee Office has issued an official dispatch on project implementation; the Department of Transport has been assigned to prepare investment and is conducting appraisal, approval of tasks and cost estimates for survey, and preparation of a pre-feasibility study report.
Regarding the route plan, the project is being studied according to 2 plans: plan 1 goes through the central area of Mai Chau district to connect with the CT03 highway; plan 2 is the route avoiding the center of Mai Chau district to connect with the CT03 highway.
According to the survey research report of the consulting unit, option 2 has a large total investment, many unfavorable points when implementing and not convenient to connect with the economic and political centers of the province, especially Hoa Binh Lake Tourist Area. Regarding option 1, the research area has connection locations to the approved Hoa Binh - Moc Chau expressway at about km 46+650 (IC5) in Hoa Binh province, km 53+600 (IC6) and km 62+775 (IC7) in Son La province.
At the meeting, the consulting unit proposed 3 route options, giving specific analysis of the advantages and disadvantages when implementing. The relevant departments and agencies gave opinions to clarify some contents, propose options to select and edit some contents.
In this regard, Comrade Quach Tat Liem, Vice Chairman of the Provincial People's Committee, requested the Department of Transport to direct the consulting unit to continue researching route directions, road construction options, and tunnel construction if feasible; research and build the route at a guaranteed and reasonable speed, avoiding too many bends and fog spots to ensure traffic safety. Continue to survey, research and propose options to compare the total investment, socio-economic efficiency; calculate related issues such as administrative boundaries, safety during construction and when put into use...
Regarding the Emergency Project for prevention and overcoming the consequences of natural disasters at km 27+750 and km 28+400, Road 435 in Suoi Hoa Commune, Tan Lac District, according to the assessment and analysis report, the landslide occurred due to the terrain of the area, the right side (positive slope) is a high mountain, the left side is a deep abyss adjacent to Hoa Binh Lake. The terrain has a large horizontal slope, the height difference between the construction and the water's edge. Below the negative slope in the area of km 28+400 is a densely populated area. In the area where the landslide occurred, there are constructions such as a 35Kv power line and a road leading to the provincial tourist area. Therefore, it is urgent and necessary to handle the landslide to soon stabilize traffic and people's lives.
At the meeting, the consulting unit proposed 5 design options and clearly analyzed the advantages and disadvantages of construction.
In this regard, Vice Chairman of the Provincial People's Committee Quach Tat Liem requested the Department of Transport and the consulting unit to re-evaluate the cause of the landslide; re-survey the entire residential area. Relevant departments, branches, and the People's Committee of Tan Lac district continue to monitor, research, and have appropriate solutions to ensure the safety of people in the landslide area.
The Vice Chairman of the Provincial People's Committee agreed with the proposal to construct a reinforced concrete frame girder overpass. Assign the unit to review and recalculate to ensure the implementation plan is safe, long-term, and economical.
