At 10:10 a.m. on January 7, the Traffic Police - Order Team, Gia Loc District Police, on patrol and control duty on National Highway 37, in Gia Loc town, discovered LGHT, born in 2008, in Hoang Dieu commune (Gia Loc), riding an electric motorbike and violating 4 violations. Those were the vehicle not having a left rearview mirror (fine from 400,000-600,000 VND), not having a vehicle registration certificate (fine from 2-3 million VND), not having a license plate (fine from 4-6 million VND), not having a valid compulsory insurance certificate of the motor vehicle owner (fine from 200,000-300,000 VND).
According to Decree 168/2024/ND-CP of the Government, the total fine for T.'s violations is up to more than 8 million VND. T. said: "I will never dare to violate again".
Lieutenant Colonel Pham Quang Hung, Captain of the Traffic Police - Order Team, Gia Loc District Police, said that in order to ensure traffic safety and order, social order during the New Year, At Ty New Year and spring festivals in 2025, the unit has increased propaganda, guidance and handling of violations. From January 1, 2025, implementing Decree 168, Gia Loc has installed propaganda signs about red light violations at all intersections with traffic lights. Currently, all intersections with traffic lights in the district have cameras installed.
From January 1-6, 2025, Gia Loc District Police discovered and handled 86 cases of traffic safety violations, fined more than 345 million VND, including 22 cases of alcohol concentration violations, 9 cases of speeding violations, 36 cases of not wearing helmets, 27 cases of not having a driver's license... As for the violation of running a red light, the district police have not recorded any cases.
On the afternoon of January 7, Mr. NHT from Bac Ninh province was riding a motorbike on Ngo Quyen Street (Hai Duong City) but the motorbike did not have a rearview mirror on the left side of the driver. When the traffic police stopped his vehicle for inspection, Mr. T. explained that he had just fallen off his motorbike the day before and the mirror was broken, so he took it off and did not have time to fix it. For this violation, Mr. T. was fined 500,000 VND (previously this violation was fined from 100,000-200,000 VND). Mr. T. said he would have the mirror replaced immediately.
Previously, at the Vu Huu - Nguyen Luong Bang intersection (Hai Duong city), Mr. VVK, born in 1997 in Van Ho district (Son La), drove his motorbike through a red light and was fined 5 million VND and had 4 points deducted from his driver's license. Just because he was subjective, thinking he would not see the traffic police, Mr. K. violated the law and was fined nearly a month's salary.
Violations decreased
According to the reporter's records at some intersections with traffic lights in Hai Duong city and Gia Loc and Nam Sach districts... people's awareness of obeying traffic laws is much better than before. The situation of running red lights has almost ended, people are also more serious about wearing helmets, driving in the correct lane, on the right part of the road...
Positive changes in people's awareness of traffic law compliance are encouraging signs since the implementation of Decree 168. Although there are still opinions that the fines under Decree 168 are "too harsh" and too high compared to people's income, these opinions are just excuses for violations.
According to the Law on Traffic Safety and Order, effective from January 1, 2025, a driver's license has 12 points, and if all points are deducted, the driver will not be allowed to drive for 6 months. After at least 6 months from the date of deduction of all points, the driver's license holder can participate in the test on knowledge of road traffic safety and order, and if passed, the 12 points will be restored.
Lieutenant Colonel Bui Van Hai, Deputy Head of the Road Traffic Police Team, Traffic Police Department of Hai Duong Provincial Police, said that in the first days of implementing Decree 168, the traffic police force deployed a series of measures to propagate, guide and handle violations. Increasing the level of fines for violations that cause traffic accidents aims to create good habits, raise awareness of law compliance, and civilized and safe traffic participation for traffic participants.
From January 1-9, 2025, the provincial traffic police force detected and handled 2,437 cases of traffic safety violations, fined 9.3 billion VND, revoked 158 driving licenses, and deducted points from 319 driving licenses. Of these, 460 cases were alcohol violations, 832 speed violations, 32 overload cases, 53 cases of running red lights, and 44 cases of going the wrong way.
Compared to the time before Decree 168 took effect, the number of violations detected and handled decreased by 40-60 cases per day.
