Many people debate whether children should stay home from school when it's below 10 degrees Celsius.
Hanoi and many northern provinces are immersed in cold weather. At 6am this morning, according to the weather forecast of VTV ( Vietnam Television ), Hanoi was below 10 degrees Celsius (specifically 9.9 degrees Celsius). Many schools in some localities have announced that preschool and primary school students will be off school.
However, there are still schools operating normally. The head of the school said that they are still open to welcome students because parents are still working. If any child is absent, they need to notify the teacher in advance so that the school can prepare meals for the boarding students.
Some people support vacation, others say "should go to school"
"It is reasonable to let children stay home from school. It is warm in class but very cold on the way, children can easily catch a cold and get respiratory diseases. Not everyone has the means to have a car to take their children to school, it is common to take their children to school by motorbike," said Ms. Thu Ha, a parent in Quang Ninh.
However, many other parents believe that it is not necessary to let their children stay home from school. Parent Pham Tho, living in Hanoi, posted two photos on his personal Facebook page this morning, taking a thermometer reading on the balcony and in the room at the same time early this morning. On the balcony it was approximately 10 degrees Celsius, and in the house without the heater on it was 20.5 degrees Celsius.
"If the temperature is below 10 degrees Celsius, primary school children are allowed to stay home. That was the old rule during the subsidy period when there was a shortage of food and the school facilities were degraded and windy. But now, most schools are designed to install air conditioning, so you just need to close the doors, the temperature inside and outside can be different like in the picture. Parents are afraid that their children will be cold, but if they let their children go to school, they might even take off all their clothes and sweat when they play with each other. My two children walked home from school, and when they got home, they took off their shirts," this parent shared on her personal page.
Talking to Thanh Nien Newspaper reporter, parent Pham Tho said he still defends the view that "children must go to school, except in natural disasters such as floods, storms when they cannot go out or during war".

"Children need to be trained to get used to natural conditions. If they are sick or have poor health, it's a different story. If they are normal, they have to endure the heat and wear more clothes when they are cold. Because raising children in a test tube style makes it difficult for them to be healthy, what is needed is to take care of their diet and let them exercise to improve their physical health," said a parent living in Hanoi.
At the same time, parent Pham Tho shared: "Below 10 degrees Celsius is not much of a problem. Later, if parents want their children to study abroad in a cold country and get a little nervous, how will their children be able to integrate into the new environment?"
"Children need to go to school, but school hours need to be delayed"
Ms. Ngoc Lien, whose child attends preschool in Hanoi, said that when the temperature is below 10 degrees Celsius, many schools have announced that children will be off school, but parents cannot take time off from work. "So the problem is who will look after the children, children at home may even watch TV and play. If parents have to take their children to work, the children will also have to endure the cold on the way there. So children should be allowed to go to school, because the schools now are spacious, solid, and warm," this mother stated her opinion.
Sharing this opinion, Ms. Minh Hang, whose child attends kindergarten at GCA Kindergarten in Bac Tu Liem District, Hanoi, said that this morning, January 23, her child's school is still open. The teacher sent a message to parents who are worried about the cold weather below 10 degrees Celsius to let their children stay home, otherwise the school will operate normally.
"There are still many parents who send their children to school because they cannot take time off from work to look after them. It may be a little cold when traveling, so just dress your children warmly. It is very warm in class. Children go to class at 8am. Children who want to have breakfast need to be there before 8:20am. I think it is not appropriate to let children stay home from school when it is below 10 degrees Celsius, but it is reasonable to delay the school start time," said a parent.

Talking to Thanh Nien Newspaper reporter, Doctor Truong Huu Khanh, Children's Hospital 1, Ho Chi Minh City said: "When the temperature is below 10 degrees Celsius, preschool and primary school children should be off school because they need to stay home to keep their bodies warm. Children's safety is the most important. Children spend half a day to a whole day at school. It is difficult to ensure that all schools are warm enough, and the conditions of the playground when children participate in activities... The way children travel from home to school is very cold, children who catch a cold will get many diseases, commonly respiratory diseases".
In response to the view of many parents that children should be familiarized with harsh weather, so that later if they study abroad in temperatures below zero degrees Celsius, they will be used to it, Dr. Truong Huu Khanh said: "The number of children studying abroad like that is also very small. We are in a country where the time it takes for temperatures to drop below zero is very little. If you want a child to get used to a certain temperature, what percentage of time in a year must the child live at that temperature for the child to get used to it?"
"In Vietnam, on average, normal children are used to temperatures of around twenty degrees Celsius. When the temperature drops below 10 degrees Celsius, the difference is huge. In a short period of time, immediately forcing children to get used to very cold temperatures, forcing them to go to school outside is not recommended. In cold weather, it is necessary to keep children warm, children need to stay in a room with no wind, if there is a heater or two-way air conditioning to increase the temperature, it is even better. However, it is important to pay special attention not to burn coal for heating," Dr. Truong Huu Khanh advised.
What does the Ministry of Education and Training instruct about the school year time frame?
According to the 2023-2024 school year schedule issued by the Ministry of Education and Training, the Director of the Department of Education and Training decides to let students stay home from school in case of extreme weather or natural disasters and arrange make-up classes; ensure teachers' time off during the school year.
The school year schedule needs to ensure consistency for all levels of education in a residential area, especially in general schools with many levels of education.
The Chairman of the People's Committee of a province or centrally-run city decides on the school year schedule for preschool education, general education and continuing education in accordance with local realities.
The time to return to school early and the time to extend the school year shall not exceed 15 days compared to the provisions in Article 1 of this Decision to ensure the implementation and completion of preschool education, general education and continuing education programs in case of natural disasters and epidemics; report to the Ministry of Education and Training for special cases arising before implementation.
