Tran Quyet Chien and Bao Phuong Vinh are not banned from international competition by Asia, why?

On July 13, 2024, the Asian Confederation of Billiard Sports (ACBS) issued a 6-month suspension order (from June 13, 2024 to January 12, 2025) against the Vietnam Billiards & Snooker Federation (VBSF).

Accordingly, all VBSF officials and athletes are also not allowed to attend, participate in or organize any billiards tournaments, events or activities related to billiards & snooker in Asia and internationally, including Asian sports festivals (such as Indoor Games and SEA Games).

Before this ban, the audience wondered, will famous Vietnamese athletes such as Tran Quyet Chien, Bao Phuong Vinh... be allowed to participate in international competitions in the next 6 months?

Responding to Thanh Nien Newspaper, a sports official said: “This suspension is currently applied to pool, snooker and regional and continental sports events (under the management of ACBS). Therefore, Tran Quyet Chien, Bao Phuong Vinh and athletes competing in 3-cushion carom billiards are still allowed to participate in international tournaments.”

Recently, the Ministry of Culture, Sports and Tourism has decided to organize the 76th 3-cushion billiards world individual championship - 2024 from September 25 to 29, 2024 in Binh Thuan province. Accordingly, the Department of Sports and Physical Training, VBSF are responsible for coordinating with the Department of Culture, Sports and Tourism of Binh Thuan province and related units to organize and operate the tournament in accordance with the Competition Law and Regulations; at the same time, ensuring security and safety during the organization of the tournament and strictly implementing the provisions of law. The budget for organizing the tournament is covered from the VBSF budget and other sources of funding.

Will this tournament be suspended as ordered by ACBS? On July 30, 2024, in response to the letter of VBSF, Mr. Farouk Barki - President of the World Carom Billiard Federation (UMB) affirmed that the 3-cushion carom world championship (World Championship) and the 2024 UMB General Assembly meeting with the participation of leaders of carom billiard federations around the world in Binh Thuan are not affected by the suspension order and will still take place according to the announced schedule.

Returning to the penalty that ACBS will apply to VBSF, according to our research, ACBS does not have a clear legal basis to issue a suspension order against the Vietnamese side.
