This year, the number of people in Ho Chi Minh City changing their driving licenses increased by 80% compared to previous years, leading to a serious shortage of driving license blanks.
The above information was provided by Mr. Bui Hoa An - Deputy Director of Ho Chi Minh City Department of Transport - at a regular press conference this afternoon (November 28).
According to Mr. An, every year, the number of driving licenses that need to be issued or changed ranges from 550,000 to 600,000. Based on that, the Department of Transport orders driving license blanks and adds an additional 10% to the expected increase.
However, this year, the number of people in Ho Chi Minh City and neighboring provinces registering to renew their driving licenses has increased dramatically by 80% compared to previous years, so the city has run out of blank licenses to issue new ones. The shortage of blank licenses has been going on since October 15th.
"From now until December, Ho Chi Minh City needs 250,000 more diploma blanks to issue and exchange for people" - Mr. An informed.
According to Mr. An, the issuance of blank certificates must be organized by bidding and the blank certificates are imported from Japan, so it is difficult to do things quickly.
To reduce the pressure, the Department of Transport will have two solutions. One is to stop the driving license test, the other is to choose the method of issuing and exchanging driving licenses to extend the time. Mr. An said that the locality has chosen the second method and hopes that people will sympathize with the authorities. Although the driving license has not been issued or exchanged, the license number is already on the data system, people can use it through VNeID to travel and the traffic police also accept this.
The representative of the Department of Transport also said that due to a misunderstanding that after January 1, 2025, it is mandatory to change driver's licenses, people rushed to change their licenses without clearly understanding the matter.
"All types of driving licenses, if still valid, can still be used normally after January 1, 2025," Mr. An affirmed.
