The Ho Chi Minh City People's Committee is seeking opinions on the draft Resolution of the City People's Council regulating special policies to support people with revolutionary contributions and their relatives in the city.

According to the draft, Ho Chi Minh City plans to support 10 groups of people with revolutionary contributions and relatives of people with revolutionary contributions who are in difficult circumstances.
The monthly regular subsidy level proposed by the city is equal to 1.5 times the standard preferential subsidy level for people with revolutionary contributions according to the Government's regulations in Decree No. 77/2024/ND-CP (currently 2,789 million VND).
If the Resolution is passed, the standard monthly allowance for people with revolutionary contributions and relatives of people with revolutionary contributions in difficult circumstances in Ho Chi Minh City will be 4,183 million VND.
In particular, the draft Resolution also proposes to support the cost of compensation for people with revolutionary contributions and their relatives who need to be equipped with assistive devices and orthopedic devices.
Accordingly, the city budget will support the difference between the actual price of assistive devices and orthopedic devices (at orthopedic and rehabilitation facilities appraised and approved through bidding) and the support level prescribed in Decree No. 75/2021/ND-CP of the Government.
The reason is that the support level stipulated in Decree No. 75/2021/ND-CP is much lower than the actual price.
According to a survey by the Ho Chi Minh City People's Committee, the Government's regulation on support for purchasing rehabilitation equipment for the group of knee prostheses is 4.34 million VND. Meanwhile, the actual price through bidding in 2024 is 42.5 million VND.
Therefore, the maximum price supported for purchasing these tools in Ho Chi Minh City is many times higher than the regulations in Decree No. 75/2021/ND-CP.
For example, for shoulder prosthetics, the government's support level is 3.1 million VND, the maximum level proposed by HCMC is 42 million VND. For above-elbow prosthetics, the government's support level is 3.38 million VND, HCMC proposes the maximum level is 39 million VND. For above-knee prosthetics, the government's support level is 3.8 million VND, HCMC proposes nearly 44 million VND...
According to the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City, implementing special preferential policies, especially immediately adjusting the monthly preferential subsidy support level to the highest level, is very necessary.
Because the age of people with meritorious services is high (about 75 to 95 years old), the natural decline rate is rapid, so the period 2024-2034 is an important 10 years to implement preferential policies for people with meritorious services to the revolution.
