Ho Chi Minh City People's Committee issued a vocational training plan for rural workers in the area in 2025 with the expectation of training more than 4,170 people.
The city plans to train 1,648 people in agricultural occupations and 2,522 people in non-agricultural occupations; the employment rate after vocational training will reach at least 85%.

Ho Chi Minh City People's Committee requested to step up propaganda work to carry out the task of vocational training for rural workers in districts, Thu Duc City and wards, communes and towns; Prioritize vocational training for rural workers who are entitled to preferential policies for people with revolutionary contributions, poor households, ethnic minorities, people with disabilities, people whose agricultural land has been recovered, near-poor households and female workers.
Relevant units are also directed to review, update and supplement vocational training needs of rural workers according to the requirements of restructuring the agricultural sector and shifting the economic and labor structure according to the socio-economic development orientation of the city. Ensure vocational training for rural workers linked to the recruitment needs of enterprises; have stable jobs and income.
In order to achieve practical results in vocational training, the Ho Chi Minh City People's Committee requires qualified establishments to provide agricultural vocational training for rural workers located in the area to contact the Department of Agriculture and Rural Development and relevant units for guidance on developing and approving programs and curriculum for elementary-level agricultural vocational training and vocational training under three months in the locality according to regulations. Units must adjust the issued agricultural vocational training curriculum in the direction of reducing the duration of theory, increasing the duration of practice to create production models, supplementing and updating new programs and curriculum on high-tech agricultural production occupations and agricultural biotechnology.
In addition, the Ho Chi Minh City People's Committee also requested the Social Policy Bank, City Branch, to preside over and coordinate with localities to guide the implementation of loans for rural workers who are vocationally trained and need to borrow capital from the student credit program according to current regulations. In addition, the Social Policy Bank, City Branch, presides over and coordinates to guide the implementation of preferential loans for rural workers after vocational training who need and are eligible to borrow capital from preferential credit programs according to regulations of the Government and the City.
