Ho Chi Minh City proposes to complete 355 km of metro line in 10 years instead of 183 km

On the afternoon of December 10, at the 20th session of the 10th term Ho Chi Minh City People's Council, Director of the Ho Chi Minh City Department of Transport Tran Quang Lam, on behalf of the City People's Committee, presented a report on the project to develop the Ho Chi Minh City urban railway system according to Conclusion No. 49 of the Politburo on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045.

According to the report, the metro project was previously reported to the Party Committee of the City People's Committee, submitted to the Standing Committee of the City Party Committee for consensus, and the City Party Executive Committee approved the policy.

The City People's Council has agreed on the basic contents of the project to submit to the competent authority for consideration and decision. At the same time, it has asked for opinions from the National Assembly Party Delegation, the National Assembly Chairman, and the National Assembly Economic Committee and received high consensus.

The Ministry of Transport then organized a consultation on the metro project in Hanoi and Ho Chi Minh City from central agencies, National Assembly committees, and relevant ministries.

Regarding the project content, the City aims to complete 6 metro lines with a length of 183 km by 2035. The preliminary total investment for this phase is about 37.20 billion USD.

By 2045, the City will build an additional 168.36 km, bringing the total length to about 351.08 km. By 2060, an additional 159 km will be completed to complete the entire metro network of about 510 km.

On November 25, the Ministry of Transport submitted to the Government Standing Committee the metro project in Hanoi and Ho Chi Minh City by 2035. The conclusion of the Government Standing Committee stated that the project had been carefully prepared, had good quality, and acknowledged and highly appreciated the results and efforts of the Ministry of Transport, Hanoi, Ho Chi Minh City and related agencies and units.

Regarding the objectives, the project must demonstrate modern thinking, strategic vision with new ways of thinking and doing; must have a strategic vision, ensuring consistency with the national railway master plan...

Based on the direction of the Government Standing Committee and the opinion of the Ministry of Transport, the City has urgently reviewed and updated the project with the goal of shortening the investment time to complete the metro network according to the plan.

Accordingly, the City proposes to invest in and complete 7 metro lines with a length of about 355 km by 2035 with a preliminary total investment of about 40.21 billion USD. By 2045, an additional 155 km will be completed, bringing the total length to about 510 km.

Thus, compared to before, the City has increased the investment scale for the period up to 2035 from 183 km to 355 km, increasing investment capital by more than 3 billion USD.

The proposal aims to shorten the process of completing the entire planned 510 km network by 2045 instead of 2060. Early coverage of the metro network aims to solve urban traffic problems and the requirements for developing a modern, civilized city in the future.

To successfully implement and soon complete the goal, the City People's Committee proposed 30 policies under the authority of the National Assembly and 13 policies under the authority of the Government to prioritize capital mobilization and capital allocation; strongly decentralize and delegate power to the City; shorten procedures, speed up implementation progress; develop urban areas in the direction of TOD; attract strategic investors, diversify investment resources.
