Ho Chi Minh City will continue to pilot offline fines through weighing stations until December 31, 2024.
On November 12, the Ho Chi Minh City People's Committee officially extended the pilot implementation period of administrative sanctions for individuals and organizations transporting goods by car through the use of automatic load weighing equipment.

The leaders of the Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Department of Transport to preside over and coordinate with the Ho Chi Minh City Police and related units to agree on a plan to coordinate in handling overload violations from January 1 , 2025, to ensure compliance with the Road Law and the Law on Road Traffic Order and Safety and related regulations.
The City People's Committee requests a report before November 20.
Previously, from October 2023, Ho Chi Minh City will pilot the fines for overloaded vehicles at Vehicle Weight Inspection Station No. 3 in the Ong Lon Bridge area (from Binh Chanh District to District 7) and Weight Inspection Station No. 6, 7 at An Suong - An Lac Toll Station (Binh Tan District).
After a year of piloting, the HCM City Department of Transport Inspectorate received the weighing slips and issued 2,003 decisions to impose administrative fines totaling VND47.8 billion.
The Inspectorate of the Ho Chi Minh City Department of Transport also applied additional penalties of temporarily revoking driving licenses in 408 cases and temporarily revoking badges in 905 cases.
This result shows that, compared to the same period before the pilot, the number of overload violations decreased significantly by nearly 93%, from 61,302 cases to 4,347 cases.
The Ho Chi Minh City Department of Transport stated that the pilot implementation of fines for overloaded vehicles is consistent with the city's determination to transform digitally and implement Resolution 98.
Thereby, raising awareness of both drivers and vehicle owners increases, helping to ensure traffic safety and order. The automatic weighing system also contributes to eliminating human intervention, reducing the possibility of fraud and negativity in handling vehicle weight violations.
Thanks to that, the handling is also objective and transparent, creating deterrence and overcoming the situation of stopping many vehicles for inspection and handling, which easily causes traffic congestion.
