On March 27, Mr. Le Duc Tien, Vice Chairman of Quang Tri Provincial People's Committee chaired a meeting with departments, branches and investors to remove difficulties and obstacles in the implementation of the Quang Tri Airport project.

Some households in Gio Quang commune, Gio Linh district have agreed to temporarily reside and dismantle their houses to hand over the construction site for the Quang Tri Airport project.

Reporting at the meeting, the Quang Tri Provincial Investment and Construction Project Management Board and Gio Linh District People's Committee said that, up to now, Gio Linh district has completed site clearance of 239.4ha/265.3ha and is actively clearing the remaining 25.9ha.

Quang Tri Provincial People's Committee has leased the first phase of land to the investor with an area of ​​140.56 hectares and is constructing the parking lot. The investor has also submitted a request for the second phase of land allocation with an area of ​​98.9 hectares; of which, the total volume of surface soil to be separated is 81,176m3 and the project only needs to use 19,764m3 within the project scope.

The remaining volume is 61,412m3, the investor requested the People's Committee of Quang Tri province to support this unit in working with localities to have a treatment plan.

Regarding the relocation of the 110kV power transmission line and 2 BTS stations to ensure flight safety, the Quang Tri Provincial Investment and Construction Project Management Board proposed 2 options to the Provincial People's Committee.

Specifically, in case the investor organizes the relocation of technical infrastructure works, the investor is requested to work, sign a contract and organize the implementation of compensation, support and resettlement tasks with Gio Linh district to carry out procedures for relocating items according to the provisions of the law on land.

In case the investor proposes to assign the state agency to organize the relocation, separate the relocation items of 110kV power lines, Viettel and Mobifone BTS stations into a new project and assign an agency as the investor to have a basis for implementation.

The Eastern bypass project of Dong Ha city, Doc Mieu - National Highway 9 section, is under construction near the intersection with the project of the route connecting Quang Tri airport with National Highway 1, phase 1.

For the water connection item outside the project scope, the Provincial Investment and Construction Project Management Board coordinated with Quang Tri Clean Water Joint Stock Company and the investor to survey the site and agree on the water connection location at Quan Ngang Industrial Park.

Regarding the power connection item, Quang Tri Electricity Company has conducted a site survey and agreed on the power connection location. However, because the investor of the connection items has not been identified, there is no basis for allocating funds to hire a consulting unit to develop a connection plan.

Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien emphasized that in order to implement the Quang Tri Airport project on schedule, it is necessary to speed up site clearance and propose specific solutions to remove obstacles in the construction of project items.

Therefore, the Vice Chairman of the People's Committee of Quang Tri province requested the People's Committee of Gio Linh district to organize direct work and mobilize households to agree to the temporary resettlement plan to clear the land, and soon hand over the remaining land to the investor to organize construction to ensure progress.

The leaders of the Quang Tri Provincial People's Committee also requested the investor to coordinate with relevant agencies to complete the dossier on the plan for using the topsoil as soon as possible to submit to the competent authority for consideration and decision.

Regarding the relocation of works to ensure flight safety, the leaders of the Quang Tri Provincial People's Committee assigned the Provincial Investment and Construction Project Management Board to deploy a plan to relocate the 110kV power transmission line and 2 BTS stations in accordance with regulations.

As for the connection points for technical infrastructure of electricity and water supply outside the project scope, the Provincial Investment and Construction Project Management Board shall establish an investment policy to implement the items of electricity and water connection outside the project scope and report to the competent authority for consideration.

The Quang Tri Airport construction investment project has been approved by the Prime Minister in principle for investment and construction under the public-private partnership (PPP) method and the Quang Tri Provincial People's Committee has approved the feasibility study report.

The project includes component project 1 (Land clearance and construction of state agencies at the airport) implemented in the form of public investment and component project 2 (Airport construction) implemented in the form of public-private partnership (PPP), Build - Operate - Transfer (BOT) contract.

The Quang Tri Airport site clearance project (phase 1) had its feasibility study report approved by the Quang Tri Provincial People's Committee in December 2023.

Accordingly, the total area of ​​project implementation in Gio Quang, Gio Mai and Gio Hai communes of Gio Linh district is more than 265.3 hectares, of which shared land is more than 177.6 hectares, civil airport land is more than 87.7 hectares (military land of 51.2 hectares has not been implemented).

Total investment is over 233.1 billion VND, with Gio Linh District People's Committee as the investor. Project implementation period 2023 - 2025.

Component project 2 - Construction of the airport under the Quang Tri Airport construction investment project, with a total investment of VND 5,821 billion, was held a groundbreaking ceremony in July 2024 by the consortium of T&T Transport Infrastructure Investment and Development Company Limited - CIENCO4 Group Joint Stock Company in coordination with the People's Committee of Quang Tri province.
