After merging communes and wards in the area, Dong Trieu City (Quang Ninh) is urgently arranging redundant staff.
Arrangement of redundant staff after merger
According to Resolution No. 1199 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Quang Ninh province in the period of 2023 - 2025, from November 1, 2024, the arrangement of commune-level administrative units of Dong Trieu town and the establishment of Dong Trieu city have been implemented.
Specifically, the entire Tan Viet commune was merged into Viet Dan commune; Dong Trieu ward was merged into Duc Chinh ward; Binh Duong ward, Thuy An ward, Binh Khe ward, Yen Duc ward were established on the basis of commune level and Dong Trieu city was established with 19 commune-level administrative units including 13 wards and 6 communes.
After the merger, Dong Trieu is gradually arranging the staff at the newly merged commune/ward level units. Accordingly, the number of civil servants in Viet Dan commune and Duc Chinh ward will be arranged according to the roadmap to 2030, reducing from 59 to 43 positions.
Currently, Dong Trieu City has completed the arrangement of key positions such as Secretary, Chairman and some commune-level civil servant positions in Viet Dan commune and Duc Chinh ward to ensure operations and implementation of socio-economic development tasks. Regarding non-professional staff after the merger, Viet Dan commune and Duc Chinh ward have proactively arranged 10 people/unit, lower than current regulations.
"After the merger, Viet Dan Commune and Duc Chinh Ward have ensured the apparatus in accordance with the regulations on key officials. Regarding the number of Executive Committee members, they will be arranged step by step according to the regulations of the Central Government, which are allowed to last until 2030, but we strive to arrange them in the shortest time after the Congress, expected to complete this by the end of 2026. As for the 4 communes upgraded to wards, they have met all the conditions in terms of human resources and apparatus, ready to operate," said Dong Trieu City Party Secretary Nguyen Van Cong.
Training staff to meet job requirements
The transformation from "town to city" marks a new milestone for Dong Trieu, opening up new opportunities and new tasks for this young city.
In particular, building and improving the quality of cadres and civil servants in accordance with local realities in the new situation continues to be identified by Dong Trieu as a key task.
Secretary of the Dong Trieu City Party Committee Nguyen Van Cong emphasized: Clearly identifying the challenges when becoming a city, Dong Trieu will continue to do a good job in personnel work, ensuring that there are at least 50% of qualified human resources in key sectors and fields such as urban management, land, finance, environmental resources, and industry. The city will also strengthen training and retraining of cadres to meet practical situations, standardize cadres, rejuvenate the team of cadres at the commune and ward levels, and use cadres with degrees and proper training. The appointment and planning of cadres will also be carried out according to the principle of "for the sake of selecting people", ensuring the requirements of tasks, capacity, professional qualifications and work experience.
It is known that right from the development roadmap to become a city, Dong Trieu has always paid attention to building a team of cadres and civil servants in the direction of comprehensive and synchronous innovation, ensuring a steady transition between generations.
In particular, the locality has given priority to the work of planning cadres, ensuring that it is implemented in accordance with the prescribed procedures. Since the beginning of the term, Dong Trieu has proposed planning 193 cadres under the management of the Provincial Party Committee Standing Committee; decided to approve the planning of more than 3,100 cadres under the management of the City Party Committee Standing Committee to promptly review and adjust the planning according to regulations.
The city has done a good job of preparing personnel for the election of People's Council delegates at all levels for the 2021-2026 term; consolidating and rearranging the staff from the city to the grassroots level for 355 staff, of which 62 were appointed through examinations... Up to now, Dong Trieu has built a fairly abundant reserve staff with quality and reasonable structure, overcoming the passive situation in staff work.
Dong Trieu also pays attention to training and fostering to improve the quality of cadres and civil servants. Training and fostering have been linked both in terms of expertise and political theory in the direction of both improving the quality of current cadres and creating a source of cadres for the next terms, in order to meet the requirements and tasks in the new situation...
