On November 1, 2024, Dong Trieu officially became the 5th city of the province. In response to the development requirements in the new situation, building and improving the quality of cadres and civil servants in accordance with local realities continues to be identified as a key task of the young city.

Thoroughly implementing President Ho Chi Minh's ideology and the Party's policy on personnel work, in the roadmap to develop into a city, Dong Trieu always pays attention to building a team of cadres and civil servants in the direction of comprehensive and synchronous innovation, ensuring a steady transition between generations. In particular, the work of cadre planning is given priority by the locality, implemented in accordance with the prescribed procedures. Since the beginning of the term, Dong Trieu has proposed planning 193 cadres under the management of the Provincial Party Committee Standing Committee; decided to approve the planning of more than 3,100 cadres under the management of the City Party Committee Standing Committee to promptly review, adjust and supplement the planning according to regulations.
The city has done a good job of preparing personnel for the election of People's Council delegates at all levels for the 2021-2026 term; consolidating and rearranging the staff from the city to the grassroots level for 355 staff, of which 62 were appointed through examinations. Through the process of reviewing, planning and supplementing the planning, Dong Trieu has so far built a fairly abundant reserve staff with quality and reasonable structure, overcoming the passive situation in staff work.
The city also actively directs the implementation of training and fostering to improve the quality of cadres and civil servants; encourages cadres to self-study to improve their qualifications to meet the requirements and tasks in the new situation. Every year, the Standing Committee of the City Party Committee and the City People's Committee pay attention to developing plans and allocating resources for training and fostering cadres, civil servants and public employees, in order to improve their professional qualifications, expertise, political theory and state management.
Statistics from 2021 to present, Dong Trieu has developed a plan to organize 301 training and fostering classes for more than 27,200 trainees, including 2 intermediate political theory training classes, 1 elementary political class, 1 state management training class for specialists, 3 training classes for department-level leaders and managers, 10 training classes for Party committees and party cell secretaries, 8 training classes for propaganda skills, 46 training classes for mass organization work skills, 10 training and knowledge updating classes...
At the same time, the city's officials and civil servants have also actively and proactively participated in university and master's training programs. From 2021 to present, 227 people have attended university, 59 people have participated in master's training programs, and 1 person has completed doctoral training. Training and fostering have been linked in both expertise and political theory in the direction of both improving the quality of the current staff and creating a source of staff for the next terms, in order to meet the requirements of building and developing the city.

The work of reviewing and evaluating cadres has also been seriously implemented by the locality. Since the beginning of the term, Dong Trieu has built and carried out 93 specialized inspections and supervisions, including content related to the leadership and direction of developing high-quality human resources for heads of Party committees and Party committees of some units. Thereby, promptly pointing out limitations and shortcomings, creating changes in the performance of tasks of leaders and managers, while improving discipline, order and responsibility of Party organizations and Party members.
According to Resolution No. 1199/NQ-UBTVQH15 dated September 28, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Quang Ninh province in the period of 2023-2025, along with the establishment of Dong Trieu City, Tan Viet commune was merged into Viet Dan commune and Dong Trieu ward into Duc Chinh ward; 4 wards were established: Binh Duong, Thuy An, Binh Khe, Yen Duc. After the merger, the workload was very large, the number of people needing to handle administrative procedures was large, so to ensure human resources to meet the requirements of urban government, Dong Trieu City needed more fundamental and long-term solutions.
Secretary of the Dong Trieu City Party Committee Nguyen Van Cong shared: Clearly identifying the challenges when becoming a city, Dong Trieu will continue to do a good job in personnel work, ensuring that there are at least 50% of qualified human resources in key sectors and fields such as urban management, land, finance, environmental resources, and industry. The city will also strengthen training and retraining of cadres to meet practical situations, standardize cadres, rejuvenate the team of cadres at the commune and ward levels, and use cadres with degrees and proper training. The appointment and planning of cadres will also be carried out according to the principle of "for the sake of selecting people", ensuring the requirements of tasks, capacity, professional qualifications and work experience.
