With the close attention and direction of the National Assembly, the Government, the Ministry of Transport, the Provincial Party Committee, the People's Council, the Provincial People's Committee, the positivity and proactiveness of the sectors and localities and the combined strength of the entire political system, the implementation of construction and compensation, support for site clearance of projects has achieved important results, creating favorable conditions to accelerate construction progress, put projects into operation on schedule, serve people's travel, contributing to the successful implementation of the socio-economic development tasks of the province and the whole country.
For the investment component project of the construction of the North-South expressway in the East through Ninh Binh province (including the Cao Bo - Mai Son and Mai Son - National Highway 45 sections), this is a key national project of great significance, contributing significantly to creating a continuous expressway from Hanoi to the Central and Southern provinces, meeting the needs of transportation, circulation of goods, connecting economic and political centers, reducing traffic congestion and traffic accidents on National Highway 1A, promoting socio-economic development of the Northeastern and North Central provinces, creating momentum and spillover to continue construction and completion of the remaining North-South expressway investment component projects.
For Ninh Binh province, the Project is of great significance in the province's socio-economic development strategy, contributing to reducing the load and solving the huge traffic volume from the Cau Gie - Ninh Binh expressway that does not pass through important urban areas such as Ninh Binh city and Tam Diep city; at the same time, synchronously connecting and improving the efficiency of exploiting important national traffic routes running through the province and the province's roads.
Ninh Binh province is the only locality assigned as the Investor in 11 component projects to invest in the construction of the North-South expressway in the East; with the component project of the Cao Bo - Mai Son section, the total length of the section passing through the province is 24.5km, with high requirements on techniques and aesthetics, and a very large volume of site clearance work. Particularly for Ninh Binh province, the land area to be recovered to implement the project is 100 hectares, affecting over 2,700 households, hundreds of graves must be moved; 9 resettlement areas must be built and dozens of technical infrastructure works must be relocated and returned; the total cost of site clearance is over 800 billion VND. The Provincial People's Committee has focused on deploying and implementing synchronous solutions, mobilizing the entire political system to participate. Just 24 months after starting construction, the Cao Bo - Mai Son section project was completed and inaugurated in early spring 2023, the first component project to be completed.
Promoting the experience and results achieved in implementing the Cao Bo - Mai Son component project, Ninh Binh province has focused on directing the site clearance for the next section, Mai Son - National Highway 45, passing through 3 districts and cities of the province and has completed the handover of the entire route before June 2021. Ninh Binh is also the locality that completed the handover of the entire site the earliest.
For the East-West Road Construction Investment Project (Phase I) with a length of 22.95km; the project passes through Tam Diep city and Nho Quan district; the total investment is over 1,900 billion VND. This is the largest-scale traffic project ever invested in the province approved by the locality with high technical requirements and the largest volume of site clearance. After only 10 months since the policy was issued, the project has completed investment procedures and organized the groundbreaking ceremony on the occasion of the 200th anniversary of the name Ninh Binh (1822-2022) and the 30th anniversary of the re-establishment of the province (April 1, 1992-April 1, 2022) of Ninh Binh province; shortening 50% of the time to complete investment procedures according to regulations for equivalent projects.
The project was identified by the Provincial Party Committee, term XXII, 2020 - 2025 as a key project that must be completed as soon as possible to create momentum and a breakthrough in the province's socio-economic development in the short term and with strategic and long-term vision. When completed, the route will open up space, space and create new momentum to promote the development of the southern region of the province, contributing to reducing the hot development in the heritage area, especially protecting the ecological environment for the World Cultural and Natural Heritage Trang An. Gradually realizing the route connecting the westernmost to the easternmost part of Ninh Binh province, from the mountainous area of Nho Quan district to the coastal district of Kim Son, opening up an inter-regional connection between the Northwest region and the Red River Delta. At the same time, synchronously connecting with important national traffic axes, such as the North-South Eastern Expressway, Ho Chi Minh Road, National Highway 1A, coastal roads, creating a strategic traffic axis, synchronously connecting with the traffic system of Ninh Binh province.
Currently, Tam Diep city has handed over 6.6/6.6km, reaching 100%; Nho Quan district has handed over 13.7/16.3km (reaching 84.4%), the remaining 2.54km is through residential areas; the construction volume has reached about 35% of the value; the province has arranged 1,369/1,913.754 billion VND, reaching nearly 71.53%.
At the conference, representatives of investors, contractors, localities and people spoke about the project implementation experience of investors, the leadership and direction experience of localities in site clearance and site clearance, and the consensus and support of the people in site clearance and site clearance, stabilizing people's lives when the State implements key national and provincial projects.
On this occasion, the Provincial People's Committee awarded certificates of merit to collectives and individuals with outstanding achievements in the investment, construction and implementation of the Eastern North-South Expressway section through Ninh Binh province.




Speaking at the conference, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: The organization of the summary of the implementation of the investment and construction of the North-South expressway in the East, the section through Ninh Binh province and the initial review of the implementation of the East-West route (phase I) is an important event, organized by the Provincial People's Committee at the beginning of the new year to evaluate the results, draw lessons, good practices, encourage and promote good people and good deeds, creating a spreading effect to all classes of people to continue to agree and respond positively in implementing the policies and guidelines of the Party and State in general and in implementing projects in the province in particular; at the same time, creating determination and efforts of Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations to successfully implement the goals, targets and tasks of socio-economic development in 2024 as set out.

This is also the first time the Provincial People's Committee has reported to the Standing Committee of the Provincial Party Committee on summarizing and drawing experience from the implementation of major projects that have an important impact on the socio-economic development of the province and the implementation of the goals set out in the Resolution of the 22nd Provincial Party Congress, term 2020-2025, including the goal of "Gradually perfecting synchronous infrastructure, building a modern urban system".
Emphasizing the importance of the Investment Component Project for the construction of the North-South Expressway in the East through Ninh Binh province, the Chairman stated: The Government and the Prime Minister have recognized Ninh Binh as one of the localities that has implemented the project resolutely, focused on the regulations, and gained consensus from the people. The project was completed ahead of schedule compared to the whole country, ensuring all three factors of technique, aesthetics and quality. This affirms that Ninh Binh has the capacity to organize and implement major transport projects. From this result, it has contributed to summarizing from practice so that the Government and the Prime Minister can propose to the National Assembly to develop a number of specific policies to assign localities to be investors in projects to build traffic routes and allow localities to participate in investing in implementing national projects. At the same time, he affirmed to the Central Government that we have been doing well the tasks assigned by the Central Government.
Regarding the East-West route, the Chairman of the Provincial People's Committee affirmed that this is a forward-thinking, visionary, and high determination to concretize the Resolution of the Provincial Party Congress on creating new space for the development of Ninh Binh province. From the Resolution, the Standing Committee and the Provincial Party Executive Committee have focused on researching, surveying, analyzing, and evaluating many aspects and decided to invest in the East-West route. After 2 years of implementation, the correct decisions of the Provincial Party Executive Committee have been proven. This route also concretizes a major policy of the Government and the National Assembly that localities must focus on building transport infrastructure connecting with national transport infrastructure to maximize the effectiveness of the Central Government's investment.
Reviewing the implementation of key national and provincial projects, the Chairman of the Provincial People's Committee affirmed three lessons learned:
Firstly, it is the unified direction of the Provincial Party Committee and the Provincial Party Standing Committee on infrastructure investment, including resource concentration and the issuance of policies to ensure the legitimate rights and interests of the people. For example, the province has issued separate policies on supporting garden and pond land adjacent to residential land, contributing to the rapid clearance of projects in accordance with the law, receiving the consensus of the people, and soon putting the project into operation and use.
Second, in the process of leadership and direction, there is close coordination between departments and branches, sharing of the Fatherland Front at all levels and socio-political organizations to mobilize people to agree and support the State in implementing projects.
Third, in the land acquisition and clearance work, there must be publicity, transparency, and fairness in policy access; resettlement arrangements for people in new places equal to or better than their old places so that people can feel secure in stabilizing their lives.
Promoting the results of the implementation of the above two projects, the Chairman of the Provincial People's Committee suggested: In the coming time, the units assigned as the new project investors need to coordinate with relevant departments, branches and sectors to organize the implementation of the North-South Expressway Expansion Project in the East, Cao Bo - Mai Son section and the Ninh Binh - Hai Phong Expressway Project; the East-West route project, phase II... to ensure efficiency, in accordance with the set requirements.
He also respectfully requested the Provincial Party Committee, the Provincial Party Committee Standing Committee and the Provincial People's Council to continue to pay attention to synchronous leadership and direction so that the entire political system can join hands and wholeheartedly carry out major, long-term tasks and goals in the coming years, especially the goal of building Ninh Binh province by 2030 to be a fairly developed province, a growth pole of the southern provinces of the Red River Delta, forming a synchronous, modern, smart strategic infrastructure, basically meeting the criteria of a centrally-run city with the characteristics of a Millennium Heritage City and a creative city.
