Promoting sustainable development

Clause 1, Article 218 of the 2024 Land Law stipulates that there are many types of land that can be used for multiple purposes, including agricultural land used for commercial purposes, services, livestock farming, and medicinal plant cultivation. This helps optimize land value and create momentum for development for farmers and businesses.

However, the use of multi-purpose agricultural land must comply with strict conditions. Land users must not change the identified land type, must not affect national defense, security and natural ecosystems...

To provide specific guidance on the use of multi-purpose land, on July 30, 2024, the Government issued Decree No. 102/2024/ND-CP detailing the implementation of a number of articles of the 2024 Land Law. Accordingly, land use plans must be approved by competent authorities to ensure transparency and good control of land resource exploitation.

With the regulation allowing the use of agricultural land in a multi-purpose direction, Mr. Nguyen Huu Hung, in An Thuong commune (Hoai Duc district) shared: "With the new regulation, our gardeners can make better use of the existing land area. My family can combine growing black grapes and flowers to develop an experience garden for tourists, thereby increasing income."

Regarding this issue, Director of Hanoi Department of Agriculture and Rural Development Nguyen Xuan Dai said: Construction works on agricultural land for multi-purpose use must be of appropriate scale, easy to dismantle and comply with conditions on ecosystem protection. In particular, for rice-growing land, forestry land or land with water surface, land use must ensure that the natural status and ecosystem are not changed.

The Hanoi Department of Agriculture and Rural Development is coordinating with relevant agencies to provide specific guidance on the use of agricultural land for multiple purposes in Hanoi, from agricultural tourism to livestock and crop farming. These regulations will help people optimize the economic value of land; at the same time, ensure sustainable resource management and support the development of modern agriculture.

Policies need to be clearly and flexibly designed.

Many farmers, farm owners, and cooperatives have suggested that, in order to effectively implement this, management agencies need to have specific guidelines on the use of agricultural land in areas with conditions, especially riverside areas and outside dykes. This will not only help solve difficulties in developing high-tech agriculture, but also promote sustainable production, protect land and water resources for future generations.

Chairman of Ba Vi District People's Committee Nguyen Manh Hung said that in Ba Vi District, there are currently tens of thousands of hectares of land originating from agricultural and forestry farms and many areas where the land is currently part of residential land located on the same agricultural land plot. Therefore, the district faces many difficulties in managing and developing tourism models. With the 2024 Land Law coming into effect, it has created new opportunities for Ba Vi to develop eco-tourism and resorts.

However, these policies need to be clearly designed, transparent and simplify administrative procedures so that people and businesses can easily access and implement them. Reducing paperwork barriers, along with facilitating the application for investment and tourism development permits are important steps in encouraging investment and tourism development in the locality.

Vice Chairman of the People's Committee of Hoai Duc District Nguyen Trung Thuan said that the use of agricultural land in the direction of multiple purposes in Hanoi needs to be flexibly adjusted, depending on the characteristics of each region. Especially, in urban areas, suburban areas and places with potential for service and tourism development, combining agriculture with commercial and service activities is a promising direction.

In these areas, agricultural land can be partially converted to develop experiential tourism models or business areas for ornamental plants and agricultural products. By developing diverse agricultural services, new job opportunities will be created and sustainable development of suburban agricultural land will be encouraged, avoiding the situation of agricultural land being left fallow, or farmers being bored with their fields and leaving them fallow.

When agricultural land is used for multiple purposes, it will be a green, ecological space for suburban districts, contributing to beautifying the land. On the other hand, it will help land management and construction order in the suburbs to be less difficult, painful, and urgent between the needs of local economic development and the legal corridor.

 

To maximize the opportunities from the use of multi-purpose agricultural land, the important and effective solution is to have close coordination between people, businesses and the government. This is a great opportunity to optimize land value and promote sustainable development, but at the same time, it is also a big challenge in the process of managing multi-purpose agricultural land use models.
