After the Politburo and the Secretariat issued Conclusion 126-KL/TW dated February 14, 2025 and Conclusion 127-KL/TW dated February 28, 2025 on implementing research and proposing to continue to reorganize the apparatus of the political system in 2025, a number of social networking sites and foreign reactionary media channels immediately posted articles and opinions distorting this issue. The distorted arguments claimed that the merger was due to the "subjective will" of individuals to "score points, make an impression" or "eliminate opponents"... However, reality proves that streamlining the apparatus is a consistent and consistent policy of our Party.
Since the initiation of the renovation process (the 6th Congress/1986) up to now, the Party has issued many resolutions and conclusions to lead the implementation of the renovation policy, to reorganize the apparatus of the political system to be streamlined and operate effectively. Documents of the 9th, 12th and 13th Congresses of the Party all emphasized specific tasks on streamlining the apparatus or researching and building an overall model of the political system's apparatus in the new period. On April 17, 2015, the Politburo issued Resolution 39-NQ/TW on streamlining the payroll and restructuring the contingent of cadres, civil servants and public employees. On October 25, 2017, the Party Central Committee (term XII) issued Resolution 18-NQ/TW on a number of issues on continuing to renovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.

After more than 7 years of implementing Resolution 18-NQ/TW, the organizational system of the Party, the State, the Vietnam Fatherland Front and socio-political organizations has made significant changes. The functions, tasks and working relationships between organizations have been more reasonably defined and adjusted, gradually meeting the requirements of building and perfecting a rule-of-law state and developing a socialist-oriented market economy. However, the organizational structure of the political system still has problems such as: cumbersome, many intermediate levels, many focal points, overlaps, and the effectiveness and efficiency of operations have not met the increasingly high requirements of the tasks. Regular expenditures for the apparatus account for nearly 70% of the total state budget expenditure, a significant figure compared to many other countries (about 48 - 50%), leading to a shortage of development investment resources. Therefore, continuing to resolutely implement Resolution 18-NQ/TW to streamline the organizational apparatus to suit new conditions and situations is an objective necessity, stemming from practical requirements and the will and aspirations of the entire Party, the entire people and the entire political system. This is not the "subjective will" of any individual.
In fact, in recent times, the process of streamlining the apparatus has significantly reduced the number of focal points and agencies. The streamlining of the apparatus is carried out according to the principle of rationally organizing multi-sectoral and multi-field management ministries, one agency performs many tasks and one task is assigned to only one agency to preside over, perform and take primary responsibility, ensuring no overlap, interference, no omission of functions and tasks, improving the effectiveness and efficiency of State management.
An initial result in implementing this major policy is that recently, after listening to the Government's report on the ability to balance finances during and after the process of streamlining the political system's apparatus, the Politburo decided to exempt all tuition fees for students from preschool to high school nationwide; the implementation time is from the beginning of the new school year 2025 - 2026. This is a clear demonstration that the arrangement and streamlining of the apparatus not only helps save costs, but also creates resources for investment in important areas of the country, especially education. Exempting tuition fees will help reduce the financial burden for many families, creating conditions for all children to have equal access to education. This result is an important step forward, demonstrating the Party and State's concern for the cause of education, while affirming the correctness of the policy of arranging and streamlining the apparatus.
Faced with the plots and sabotage of hostile forces, people need to be alert, vigilant, and not be lured or provoked by false and unverified information. Instead, we need to seek out official information, such as: newspapers, television, and electronic information pages of the Party and State. Do not rush to believe information spread on social networks or from unclear sources; analyze and evaluate information objectively, based on authentic evidence. In particular, believe in the policies and guidelines of the Party and State that always put the interests of the people first. Because the policies and guidelines on restructuring and streamlining the apparatus are all aimed at building a streamlined, effective, and efficient State apparatus to better serve the people. On the other hand, each citizen needs to raise their sense of responsibility in protecting national security and social order and safety. Do not spread or share false information that causes public confusion.
In the current context, when hostile and reactionary forces are constantly seeking ways to sabotage, it is extremely important for each citizen to raise their awareness and stay alert against distorted arguments. Only then can we contribute to firmly protecting the Party's ideological foundation and the stability and development of the country.
