Accordingly, the Chairman of the Provincial People's Committee directed agencies and units to publicize information in accordance with the provisions of the Law on Access to Information; Press Law; Decree No. 09/2017/ND-CP dated February 9, 2017 of the Government detailing the statements and provision of information to the press by State administrative agencies; Decision No. 407/QD-TTg dated March 30, 2022 of the Prime Minister approving the Project "Organizing policy communication with great impact on society in the process of developing legal documents for the period 2022 - 2027; Decision No. 34/2017/QD-UBND dated October 25, 2017 of the People's Committee of Hoa Binh province regulating the statements and provision of information to the press by State administrative agencies of Hoa Binh province.

Proactively innovate the form of providing information to the press to ensure publicity, transparency and well meet the information needs of press agencies and journalists.
Arrange and assign civil servants and public employees to do internal communication work at units and localities; implement training, coaching, and foster skills and expertise in policy communication and handling communication crises.
Annually develop a communication plan and flexibly implement communication activities from the time of policy formulation to policy development, completion, issuance and implementation; direct policy communication focal points to participate in the development of the policy drafting and decision-making process to carry out external communication work.
Apply modern technology in information and communication management to detect and forecast positive and negative information trends, beneficial and detrimental to the direction and administration. Pay attention to allocating a portion of the budget from regular expenditure sources or mobilizing socialized resources according to the law for policy communication activities, increase orders for press agencies and grassroots information systems to perform essential information and propaganda tasks; actively scan, analyze, evaluate information trends, conduct public opinion polls, and evaluate communication impacts in the process of policy planning, promulgation, and implementation.
